Recently, there has been renewed interest in so-called evidence-based policy making. Enticed by the grand promises of Big Data, public officials seem increasingly inclined to experiment with more data-driven forms of governance. But while the rise of Big Data and related consequences has been a major issue of concern across different disciplines, attempts to develop a better understanding of the phenomenon's historical foundations have been rare. This short commentary addresses this gap by situating the current push for numerical evidence within (...) a broader socio-political context, demonstrating how the epistemological claims of Big Data science intersect with specific forms of trust, truth, and objectivity. We conclude by arguing that regulators' faith in numbers can be attributed to a distinct political culture, a representative democracy undermined by pervasive public distrust and uncertainty. The notion of trustworthy AI has been proposed in response to mounting public criticism of AI systems, in particular with regard to the proliferation of such systems into ever more sensitive areas of human life without proper checks and balances. In Europe, the High-Level Expert Group on Artificial Intelligence has recently presented its Ethics Guidelines for Trustworthy AI. To some, the guidelines are an important step for the governance of AI. To others, the guidelines distract effort from genuine AI regulation. (...) In this chapter, we engage in a critical discussion of the concept of trustworthy AI by probing the concept both on theoretical and practical grounds, assessing its substance and the feasibility of its intent. We offer a concise overview of the guidelines and their vision for trustworthy AI and examine the conceptual underpinnings of trustworthy AI by considering how notions of 'trust' and 'trustworthiness' have been discussed in the philosophical literature. We then discuss several epistemic obstacles and moral requirements when striving to achieve trustworthy AI in practice before concluding with an argument in support of the establishment of a trustworthy AI culture that respects and protects foundational values. Recently, amid growing awareness that computer algorithms are not neutral tools but can cause harm by reproducing and amplifying bias, attempts to detect and prevent such biases have intensified. An approach that has received considerable attention in this regard is the Value Sensitive Design (VSD) methodology, which aims to contribute to both the critical analysis of (dis)values in existing technologies and the construction of novel technologies that account for specific desired values. This article provides a brief overview of the key (...) features of the Value Sensitive Design approach, examines its contributions to understanding and addressing issues around bias in computer systems, outlines the current debates on algorithmic bias and fairness in machine learning, and discusses how such debates could profit from VSD-derived insights and recommendations. Relating these debates on values in design and algorithmic bias to research on cognitive biases, we conclude by stressing our collective duty to not only detect and counter biases in software systems, but to also address and remedy their societal origins. ABSTRACT Moral hazards are ubiquitous. Green ones typically involve technological fixes: Environmentalists often see ‘technofixes’ as morally fraught because they absolve actors from taking more difficult steps toward systemic solutions. Carbon removal and especially solar geoengineering are only the latest example of such technologies. We here explore green moral hazards throughout American history. We argue that dismissing (solar) geoengineering on moral hazard grounds is often unproductive. Instead, especially those vehemently opposed to the technology should use it as an opportunity to (...) expand the attention paid to the underlying environmental problem in the first place, actively invoking its opposite: ‘inverse moral hazards’. Several philosophers have recently argued that policies aimed at reducing human fertility are a practical and morally justifiable way to mitigate the risk of dangerous climate change. There is a powerful objection to such “population engineering” proposals: even if drastic fertility reductions are needed to prevent dangerous climate change, implementing those reductions would wreak havoc on the global economy, which would seriously undermine international antipoverty efforts. In this article, we articulate this economic objection to population engineering and show how it (...) fails. We argue, first, that the economic objection paints an inaccurate picture of the complicated relationship between demographic change and economic growth, and second, that any untoward economic effects of fertility reduction can be mitigated with additional policies. Specifically, we argue that supplementing fertility reduction with policies that facilitate the emigration of younger people from developing nations to developed nations could allow for both global reductions in GHG emissions and continued economic stability. Further, we show that moral arguments against such unprecedented increases in immigration are unsuccessful. We conclude that population engineering is a practical and morally justifiable tool for addressing the twin evils of climate change and global poverty. (shrink)

Contrary to political and philosophical consensus, we argue that the threats posed by climate change justify population engineering, the intentional manipulation of the size and structure of human populations. Specifically, we defend three types of policies aimed at reducing fertility rates: choice enhancement, preference adjustment, and incentivization. While few object to the first type of policy, the latter two are generally rejected because of their potential for coercion or morally objectionable manipulation. This paper argues that individuals in many high-income countries typically have moral reasons to limit their beef consumption and consume plant-based protein instead, given the negative effects of beef production and consumption. Beef production is a significant source of agricultural greenhouse gas emissions and other environmental impacts, high levels of beef consumption are associated with health risks, and some cattle production systems raise animal welfare concerns. These negative effects matter, from a variety of moral perspectives, and give us collective moral (...) reasons to reduce beef production and consumption. But, as some ethicists have argued, we cannot draw a straight line from the ethics of production to the ethics of consumption: even if a production system is morally impermissible, this does not mean that any given individual has moral reasons to stop consuming the products of that system, given how miniscule one individual’s contributions are. This paper considers how to connect those dots. We consider three distinct lines of argument in support of the conclusion that individuals have moral reasons to limit their beef consumption and shift to plant-based protein, and we consider objections to each argument. This argument applies to individuals in high beef-consuming and high greenhouse gas-emitting high-income countries, though we make this argument with a specific focus on the United States. (shrink)

The threat-advantage hypothesis that threatening or negative faces can be discriminated preattentively has often been tested in the visual search paradigm with schematic stimuli. The results have been heterogeneous, suggesting that the choice of particular stimuli have profound effects on search efficiency. Because this conclusion is hampered by differences in experimental procedure, I selected examples from past literature and presented replicas of stimulus pairs (schematic positive and negative faces) in a within-participants design. Although there was a consistent advantage for angry-face (...) targets, search efficiency varied between 8 and 35 ms/item, yielding no clear evidence for the threat-advantage hypothesis. Furthermore, search efficiency for negative- and positive-face targets was highly correlated over stimulus pairs, which implies that whatever complicates the search for the negative face of a pair also complicates the search for the positive face. This results pattern argues against the hypothesised preattentive detector. (shrink)

To enable a thorough discussion of such topics, an implicit, and sometimes also explicit reference to a philosophical background is needed. Philosophical concepts to be used in this realm are discussed. An individual patient-doctor interaction is used as an example to demonstrate the doctor’s choice of hermeneutical and phenomenological philosophical concepts.

ABSTRACTTo build a process model of the understanding of conditionals we extract a common core of three semantics of if-then sentences: the conditional event interpretation in the coherencebased probability logic, the discourse processingtheory of Hans Kamp, and the game-theoretical approach of Jaakko Hintikka. The empirical part reports three experiments in which each participant assessed the probability of 52 if-then sentencesin a truth table task. Each experiment included a second task: An n-back task relating the interpretation of conditionals to working memory, (...) a Bayesian bookbag and poker chip task relating the interpretation of conditionals to probability updating, and a probabilistic modus ponens task relating the interpretation of conditionals to a classical inference task. Data analysis shows that the way in which the conditionals are interpreted correlates with each of the supplementary tasks. Neonatal intensive care units represent simultaneously one of the great success stories of modern medicine, and one of its most controversial developments. One particularly controversial issue is the resuscitation of extremely preterm infants. Physicians in the United States generally accept that they are required to resuscitate infants born as early as 25 weeks and that it is permissible to resuscitate as early as 22 weeks. In this article, I question the moral pressure to resuscitate by criticizing the idea that resuscitation (...) in this context “saves” a human life. Our radical medical advancements have allowed us to intervene in the life of a human before it makes sense to say that such an intervention “saves” someone; rather, what the physician does in resuscitating and treating an extremely preterm infant is to take over creating it. This matters, I argue, because “rescues” are much more morally urgent than “creations.”. (shrink)

Over recent years, the stakes and complexity of online content moderation have been steadily raised, swelling from concerns about personal conflict in smaller communities to worries about effects on public life and democracy. Because of the massive growth in online expressions, automated tools based on machine learning are increasingly used to moderate speech. While ‘design-based governance’ through complex algorithmic techniques has come under intense scrutiny, critical research covering algorithmic content moderation is still rare. To add to our understanding of concrete (...) instances of machine moderation, this article examines Perspective API, a system for the automated detection of ‘toxicity’ developed and run by the Google unit Jigsaw that can be used by websites to help moderate their forums and comment sections. The article proceeds in four steps. First, we present our methodological strategy and the empirical materials we were able to draw on, including interviews, documentation, and GitHub repositories. We then summarize our findings along five axes to identify the various threads Perspective API brings together to deliver a working product. The third section discusses two conflicting organizational logics within the project, paying attention to both critique and what can be learned from the specific case at hand. We conclude by arguing that the opposition between ‘human’ and ‘machine’ in speech moderation obscures the many ways these two come together in concrete systems, and suggest that the way forward requires proactive engagement with the design of technologies as well as the institutions they are embedded in. Cognitive and biological theories of emotion consider surprise as an emotional response to unexpected events. Four experiments examined the latency and the duration of one behavioural component of surprise: The interruption of ongoing action. Participants were presented with an unannounced visual event—the appearance of new perceptual objects—during the execution of a continuous action—a rapid alternate finger tapping—which allowed a precise measurement of the latency, and the duration of an action interruption induced by the surprising event. Of the participants, 78% interrupted (...) the tapping with a mean latency of 214 ms and a mean duration of 995 ms. Variations of the number and perceptual heterogeneity of the new objects revealed that the perceptual analysis of the surprising event contributes significantly to the interruption duration. The conception of the nature of modern technology and the understanding of its history is largely determined by Marx: technology is instrumental appropriation of nature and its development was driven by the bourgeoisie and capitalism. To this familiar conception the article opposes the concept of two technology types, which we find in the early modern engineer Salomon de Caus: useful and enjoyable technology. Enjoyable technology, which serves pleasure and not production, originates in the orientation to curiosities and representation at royal (...) courts, limited neither by guild conservatism nor by considerations of profit. Precisely for this reason courtly technology was particularly creative. Against this historical background the article examines contemporary technological developments in the period of the transformation of capitalism into the aesthetic economy, in which technology development (apart from war) increasingly serves pleasure. Technology becomes plaything and life-style gadget. An explicit consumption of technology has emerged, in which Marx’s ideal obsolescence plays a leading role. (shrink)

The properties of the phosphate uptake system of the cyanobacterium Anacystis nidulans have been studied during the transition from a phosphate-deficient non-growing state to a non-deficient growing state. In the phosphate-deficient state the high affinity phosphate transport system in the cell membrane is extremely adaptive. As a result of these adaptive features the phosphate transport system cannot be described by determinate, fixed parameters, because the transport system is influenced by the measurement of the uptake process itself. When the growing state (...) has been initiated by a persisting phosphate pulse, the transport system rapidly loses its adaptive features and can then be characterized by determinate parameters that remain unchanged for a long period of time, even if no uptake occurs in that time. Depending on the amount of phosphate stored during a pulse the cell makes a choice between slow or fast growth. In the latter case the light harvesting and energy converting machinery is completely reorganized before growth commences. Thereby the components of this machinery conform to each other and to the stable properties of the phosphate transport system. It is suggested that the mutual adjustment of these adaptive energy converting subunits is guided by attractors that function as the final cause for the development of the whole system.An application of this model to an analysis of the selforganization of aquatic ecosystems is discussed. Using a generalized conception of experience, from which all features characteristic for higher animals (such as consciousness and thought) have been removed, allowed relating experience to adaptive processes in lower organisms. The temporal vector character of every current experience, containing as well memories of past experiences as intentions for future activities, can then be found in the adaptive response of cyanobacteria to alterations in phosphate supply, particularly in energetic manifestations of this phenomenon. A possible analogy between adaptive events as the (...) “atomic units” of physiological adaptation and Whitehead's actual occasion of experience is discussed. (shrink)

The economic crisis, beginning in 2007/2008 and followed by years of austerity has exasperated class and regional division. There have been numerous socio-economic and political outcomes from this; not least the Brexit vote in the UK and the election of Donald Trump, both unimaginable a decade ago. The role of journalism and the wider media in the production (...) and reproduction of inequality is an increasingly important issue. Has journalism treated the issue of inequality in a satisfactory fashion? Has journalism challenged powerful interests, or has journalism itself played an ideological role in the reproduction of structures of inequality? ABSTRACT:This essay argues for the importance of formalizing public engagement efforts around bioethics as something we might call "bioethics communication," and it outlines the Johns Hopkins Berman Institute of Bioethics' plans for engaging in this effort. Because science is complex and difficult to explain to nonexperts, the field of science communication has arisen to meet this need. The field involves both a practice and a subject of empirical research. Like science, bioethics is also complex and difficult to explain, which is (...) why the world needs bioethics communication. The authors are engaged in a brand-new effort to establish the sort of public bioethics efforts that would constitute bioethics communication, through a program which they call the Dracopoulos-Bloomberg iDeas Lab. This essay raises a philosophical question concerning the language of Life Theory. It aims to prove the assumption that in contrast to Life Science, which today is connected to neuroscience and biotechnology, a theory that comprehends “life itself” must exceed the computerized mathematics of modern materialistic positivism. For this purpose, the conceptual possibility of such a theory is analysed from the perspective of 20th century philosophy of life. Beginning with Henri Bergson, who developed an immanent concept of life“from within itself” (...) in L’évolution créatrice, the analysis turns to Alain Badiou, whose fundamental onto-phenomenology of being is summed up in Logiques des mondes by answering the question “what is it to live”. The comparison between the two philosophies exposes the conditions of a Life Theory that encompasses, beyond the results of the digitalizable language translated from the neurons of the human brain, the uncountable and unpredictable aspects of living and being alive. These conditions are: an ethics of universality, a differential philosophy of time, and a concept of independent novelty enforced by the aesthetics of subjective creation. (shrink)

Mammalian neural cells contain at least two forms of brain spectrin: brain spectrin (240/235) which is located primarily in the axons and presynaptic terminals of neurons, and brain spectrin (240/235E) which is found in the cell bodies, dendrites and postsynaptic terminals of neurones. Brain spectrin (240/235E) is also found in certain glial cell types. Antibodies against red blood cell spectrin detect only brain spectrin (240/235E), while antibodies against brain spectrin isolated from axonal and synaptic membranes detect brain spectrin (240/235). Previous (...) apparent discrepancies in the literature concerning brain spectrin localization at the light microscope level were undoubtedly due to different laboratories detecting distinct brain spectrin subtypes, based on the particular antibody being utilized for immunohistochemistry. In this review we (1) discuss the data supporting the presence of at least two distinct subtypes of mammalian brain spectrin, (2) explain how these results reconcile previous discrepancies concerning the localization of spectrin within neural cells, and (3) suggest the future implications of these findings. Probabilistic inference forms lead from point probabilities of the premises to interval probabilities of the conclusion. The probabilistic version of Modus Ponens, for example, licenses the inference from \({P(A) = \alpha}\) and \({P(B|A) = \beta}\) to \({P(B)\in [\alpha\beta, \alpha\beta + 1 - \alpha]}\) . We study generalized inference forms with three or more premises. The generalized Modus Ponens, for example, leads from \({P(A_{1}) = \alpha_{1}, \ldots, P(A_{n})= \alpha_{n}}\) and \({P(B|A_{1} \wedge \cdots \wedge A_{n}) = \beta}\) to an according interval for (...) P(B). We present the probability intervals for the conclusions of the generalized versions of Cut, Cautious Monotonicity, Modus Tollens, Bayes’ Theorem, and some SYSTEM O rules. Recently, Gilio has shown that generalized inference forms “degrade”—more premises lead to less precise conclusions, i.e., to wider probability intervals of the conclusion. We also study Adam’s probability preservation properties in generalized inference forms. Special attention is devoted to zero probabilities of the conditioning events. These zero probabilities often lead to different intervals in the coherence and the Kolmogorov approach. (shrink)
