The Air Quality Index (AQI) shows the state of air pollution in a unique and more understandable way. This work aims to forecast the AQI in Algeciras (Spain) 8 hours in advance. The AQI is calculated indirectly through the predicted concentrations of five pollutants (O3, NO2, CO, SO2 and PM10) to achieve this goal. Artificial neural networks (ANNs), sequence-to-sequence long short-term memory networks (LSTMs) and a newly proposed method combing a rolling window with the latter (LSTMNA) are employed as the (...) forecasting techniques. Besides, two input approaches are evaluated: using only the data from the own time series of the pollutant in the first case or adding exogenous variables in the second one. Several window sizes are employed (24, 28 and 72 hours) with ANNs and LSTMNAs. Additionally, several feature ranking methods are applied in the exogenous approach to select the most relevant lagged variables to feed the models. Results show how the proposed exogenous approach increases the performance of the prediction models. Besides, the newly proposed method LSTMNA provides the best performances in most of the cases evaluated. Hence, it constitutes an exciting alternative to standard LSTMs and ANNs to predict pollutants concentrations and, consequently, the AQI. (shrink)

Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

La evolución del rol del profesor en las aulas en las dos últimas décadas se ha destacado por la preocupación de cumplir con las grandes exigencias de las instituciones educativas: adquirir habilidades digitales que les permita alcanzar un nivel “óptimo” de conocimiento en el uso de los recursos tecnológicos informáticos e incorporar estos recursos en sus actividades en el aula. No obstante, aún no se encuentra la fórmula para que los profesores modifiquen el modelo de enseñanza (transmisor-receptor) vigente en las (...) escuelas y en el salón de clase. Sin embargo, aunque las actividades que se realizan en el aula se encierran en una aparente caja negra, en este trabajo se presentan modelos tecno-pedagógicos que han implementado profesores de educación superior en el aula y que propone un nuevo rol del profesor, el docente innovador. Un profesor que combina el curriculum, contenidos, didácticas, actitudes, habilidades digitales, y estilos de aprendizaje para innovar en su método didáctico y que da cuenta de su habilidad didáctica, su conocimiento y preparación profesional así como de una cultura digital que va más allá de saber usar los dispositivos digitales y que conjunta los saberes humanos y tecnológicos en un modelo tecno-pedagógica para construir nuevos entornos de aprendizaje y modelos de enseñanza. In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. (...) Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive? Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority Areas (...) Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary. The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. El auge de los populismos de extrema derecha en el último tiempo amerita una indagación acerca de las características de la ideología reaccionaria. Una forma de aproximarse a esta es a través del pensamiento de sus principales autores. Nicolás Gómez Dávila es el mejor representante del pensamiento reaccionario en la filosofía latinoamericana, de modo que, a partir del análisis de algunos de sus escritos y siguiendo la propuesta de Richard Shorten para identificar lo reaccionario con base en tres pilares retóricos: (...) decadencia (_logos_), conspiración (_ethos_) e indignación (_pathos_), este artículo enfatiza algunas características propias de la ideología reaccionaria que la distinguen del conservadurismo, ilustrando esas diferencias con la retórica de algunos líderes reaccionarios que antecedieron a Nicolás Gómez Dávila en la Colombia del siglo XX. Los avances científico-tecnológicos han abierto una brecha en cuanto a los tratamientos médicos y los valores morales que deben sustentar la atención de salud. El profesional de enfermería no está exento de estos peligros, por lo que se ha generado un nuevo modelo ético que se integre al proceso de atención de enfermería. Con el objetivo de determinar los conocimientos y opiniones de estos profesionales, del área de cirugía de mínimo acceso, acerca de la aplicación del modelo en el contexto (...) de estos servicios, se diseñó una investigación de tipo observacional descriptiva con empleo de metodología cualitativa. Como técnica de exploración se usó la entrevista en profundidad, así como un panel de expertos para la construcción de la guía de entrevista. Se entrevistó a 34 enfermeras que laboraban en el Centro Nacional de Cirugía de Mínimo Acceso durante el período del estudio. Se concluye que la práctica de la cirugía de mínimo acceso es propicia para que médicos y enfermeras hagan una mayor observancia del derecho de autonomía de los pacientes. Se reconoce la capacidad de este personal para tomar decisiones independientes de los médicos en cuanto a las acciones de cuidado, lo que implica una mayor responsabilidad. Scientific and technological advances have opened a gap between medical treatments and the moral values that should support health care. The nurse is not exempt from these dangers. As such, a new ethical model that integrates to the process of nursing care has emerged. In order to determine the knowledge and opinions of the professionals who work in minimal access surgery services on the implementation of this model, a descriptive, observational study was designed utilizing qualitative methodology. In-depth interviewing was used as the primary testing technique. A panel of experts from the National Center of Minimal Access Surgery was consulted to develop the interview guide. Thirty-four nurses from the National Center for Minimal Access Surgery were interviewed over the course of the study period. Results suggest that the setting of minimal access surgery is conducive to medical professionals making greater observance of the right to patient autonomy. The ability of this staff to make independent decisions regarding medical care action is recognized, which implies greater responsibility. (shrink)

Managers’ commitment to contribute to sustainable development holds the key to their long-term business success and may be a source of competitive advantage. The managerial perception of business ethics is influenced by the level of moral development and personal characteristics of managers. These perceptions are also shaped by forces existing in the environment of the firm, including available resources, societal expectations, sector, and regulations. The resource-based perspective can thus contribute to the analysis of ethical issues offering important insights on how (...) they can influence the environmental strategy of the firm. The findings of this study show that firm resources have a strong influence on business managers’ ethical attitudes. In addition, the application of resource-based rationales to ethical issues can be justified in the following several ways: it influences a managerial perception of natural environment as a competitive opportunity, it requires investments of financial and human resources, flexibility and speed in the adaptation to environmental changes, and it creates new resource-based opportunities through changes in prevention pollution technology, policy process, and market forces. El propósito es explicar cómo la crisis de la institución familiar lleva implícita una crisis en el sujeto humano, que desde la auto­nomía y la libertad se proponía como proyecto de vida conformar una familia. El modelo de análisis está centrado en esa configu­ración de las nuevas formas de familia, mediadas por el influjo de las tecnologías, especialmente, las fotografías digitales o las selfies como formas de expresión cotidiana donde ya no está presente la narración ni la historia, aunque sí (...) está la imagen. La metodología de investigación utilizada en este análisis es la hermenéutica feno­menológica a partir de manifestaciones relacionales mediadas por un generador de significado como es la selfie que se pone presente en este espacio conjunto de realidad y virtualidad. La tarea desde la educación es ser propositivos construyendo con los jóvenes nuevos sentidos de esperanza para que esas nuevas formas de familia sean espacios de amor. (shrink)

La discusión sobre el �orgullo gordo� y la supuesta pandemia de la obesidad han encontrado un espacio político y comercial receptivo en nuestras sociedades occidentales, y poco a poco amenaza con extenderse por todo el mundo. Siguiendo con anteriores trabajos, interpretamos y comentamos aquí los envíos remitidos por un grupo de lectores en respuesta a un artículo polémico publicado en las páginas de un periódico digital de difusión nacional. Más que intentar descifrar las supuestas motivaciones o intenciones de los lectores, (...) nuestro objetivo es desarrollar algunas ideas sobre el modo en que las personas obesas resultan posicionadas o caracterizadas a través de los mensajes al foro del periódico: como personas enfermas, anormales, asociados con otros grupos socialmente mal considerados, discriminados, perjudiciales para la sociedad y condenados a resignarse con su estado obeso. Nuestro trabajo persigue poner de manifiesto el trato desconsiderado y estigmatizador que nuestra sociedad depara a las personas gordas, así como explorar algunas claves de actuación que sirvan para reducir el estigma. Las comunidades en línea han sido vistas como una nueva esfera social que coadyuva al surgimiento de procesos democráticos de forma más rápida y óptima, de lo que sucede en las relaciones del mundo físico. Sin embargo, los alcances y características de estas interacciones sociales aún están por verse. El propósito de este documento es discutir hasta qué punto la acción de los individuos en estas comunidades difiere del funcionamiento tradicional de cualquier comunidad ¿Hasta dónde los espacios virtuales cumplen con (...) las aspiraciones y promesas con las que han sido investidos? Un primer punto versará sobre las complejidades del establecimiento de comunidades en línea, para después pasar a determinar la forma en que se establecen las normas en estos espacios. Objetivo: El siguiente artículo tiene como propósito la revisión de la literatura existente cuyo enfoque sea las herramientas tecnológicas utilizadas para el abordaje del paciente con síntomas de salud mental, de manera virtual, para describir las ventajas, la eficacia, la efectividad y los beneficios de estas herramientas, a partir de la literatura encontrada. Métodos: se realizó una búsqueda en las bases de datos Pubmed, Elsevier, UpToDate, Journal of Medical Internet Research y Google Académico. Se identificó un total de 58 artículos (...) que versan sobre la eficacia y efectividad de las diferentes modalidades digitales (tales como aplicaciones, cuestionarios en línea, mensajes de texto, etc.) que tratan la salud mental. Resultados: la búsqueda realizada arrojó un total de 58 artículos. Tras la eliminación de duplicados, el número fue de 50 artículos. Después de la caracterización de la información basada en la revisión de la totalidad del contenido, fueron elegidos 30 artículos para que sirvieran como base para la construcción de la síntesis de datos. Conclusiones: las herramientas virtuales utilizadas en salud mental ofrecen un sin fin de beneficios para prestar un servicio con un acceso más sencillo a la población, de forma económica y efectiva, sin temor a que los pacientes sean estigmatizados al momento de buscar ayuda, como se pudo evidenciar en los artículos presentados. Además, las herramientas digitales utilizadas en psiquiatría han demostrado ser eficaces y seguras, sin embargo, son de reciente aparición y cuentan con una cantidad limitada de estudios que demuestren objetivamente su eficacia en esta área. This paper proposes a categorization of political action that entails three key elements. The first involves the tension between politics and the political sphere, and deals with the conflictive tendency of practices and logics that seek to establish an order in contrast with others that seek to undermine it. The second element refers to changes in the borders that define the sphere of that which is social-naturalized and that which is political-controversial. The third element, the political event, refers to the (...) moment of political production in which these two extremes are simultaneously intertwined and subverted. Finally, we offer some implications of the recognition of the “impossibility of fullness” as an essential aspect of all that is political, including politics itself. (shrink)

La configuración curricular desde la atención a la diversidad en el proceso formativo universitario, resultará de la interacción de los planos cognitivo-actitudinal y procedimental. La suficiencia, recursividad y coherencia curricular son sustentos que lo convierten de proyecto predelineado a propuesta emergente en la que se planifica como un espacio de permanente construcción y reconstrucción en el que se interconectan el conocimiento conceptual, las experiencias y los sentimientos de los estudiantes. El artículo tiene como objetivo socializar los resultados alcanzados en la (...) sistematización de una concepción teórica para el desarrollo de los procesos curriculares, a partir del planteamiento de algunas ideas que lo relacionan con lo diverso que resulta el mundo universitario y que pueden constituir punto de partida para el debate sobre el diseño curricular. Curricular shaping in regard on the attention to the diversity of the university formative process will be result of the interaction of the different cognitive-attitudinal, and procedural planes. Aptitude, resourcefullness and curricular coherence are the bases that allow this preformulated project to become an emerging proposal, which is seen as a space of permanent construction and reconstruction, experiences and students´ feelings. This article aims at socializing the results obtained in the systematization process of a theoretical conception for the development of curricular processes; based on the approach of several ideas that relate it with the diversity of university sphere, and these ideas may also represent a starting point for debate about curricular design. El presente artículo está dirigido a sistematizar una concepción teórica y metodológica que sustente la formación ambiental en las carreras universitarias cubanas. A partir de la crítica de las fuentes bibliográficas y la observación del proceso formativo en tres carreras, se construye el referido marco teórico. Entre los resultados se destaca el lugar y papel de la formación ambiental en el sistema de la formación integral del profesional. Se caracterizan la integralidad, la complejidad, la funcionabilidad y la espacialidad como rasgos (...) de la dimensión ambiental, lo que le asigna una connotación especial, al interpretarla como mediadora entre las funciones del espacio construido y la forma en la que se gestiona el escenario donde se despliega el intercambio de flujos de energía, materia e información en su interrelación con la estructura social. Se argumentan las funciones formativas de la formación ambiental, que constituyen la exteriorización de las cualidades inherentes a cualquier carrera universitaria, que se manifiestan en el modo de actuación del profesional. This article is aimed at systematizing a theoretical and methodological conception that forms the basis of environmental education in Cuban college degrees. Starting from the review of bibliographical sources and the observation of the educational process in three degrees, the referable theoretical framework is created. Among results, the place and role of environmental education in the integral professional training system is highlighted. Integrality, complexity, functionality and spatiality are characterized as features of environmental dimension, which give it a special connotation, as it is interpreted as a mediator between the functions of the constructed space and the way it is managed on the stage where the exchange of energy, matter and information flows are used in their interrelation with the social structure. The educational functions of environmental education are argued. They reveal characteristics which are inherent to any college degree and become apparent in a professional's behavior. (shrink)
