1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. The Chairman of the Australian Law Reform Commission summarizes the discussion of in vitro fertilization (IVF) at the 1983 Mogul International Management Consultants Ltd. Conference on "Bioethics and Law of Human Conception in Vitro." Participants included IVF pioneers Patrick Steptoe and Robert Edwards, as well as other British physicians, scientists, sociologists, and moral philosophers. They raised questions about multiple embryo implantations, the risks and benefits of IVF, the ethical responsibilities of investigators, public policy and social control of IVF, threats (...) to the family and to genetic integrity, and the implications of IVF for determining criteria of personhood and the beginning of life. In late September 1838, Darwin read Malthus's Essay on Population, which left him with “a theory by which to work.”115 Yet he waited some twenty years to publish his discovery in the Origin of Species. Those interested in the fine grain of Darwin's development have been curious about this delay. One recent explanation has his hand stayed by fear of reaction to the materialist implications of linking man with animals. “Darwin sensed,” according to Howard Gruber, “that some would object to (...) seeing rudiments of human mentality in animals, while others would recoil at the idea of remnants of animality in man.”116 With this link closed, Darwin hung the materialist chain around his own neck, where it rested most uncomfortably. Stephen Gould, supporting Gruber's argument, finds evidence for this reconstruction in Darwin's M and N notebooks, whichinclude many statements showing that he espoused but feared to expose something he perceived as far more heretical than evolution itself: philosophical materialism-the postulate that matter is the stuff of all existence and that all mental and spiritual phenomena are its by-products. No notion could be more upsetting to the deepest traditions of Western thought than the statement that mind-however complex and powerful-is simply a product of brain.117The proferred hypothesis suggests, then, that Darwin was acutely sensible of the social consequences of equating men with animals and therefore mind with brian, and that he thus shied from publically revealing his views until the intellectual climate became more tolerant.The history I have examined makes this hypothesis implausible. Even if Darwin warily explored the implications of his emerging theory in his notebooks, his subsequent study of Fleming, Wells, Brougham, and Kirby should have quieted any trepidation. If these natural theologians did not flinch at seeing human reason prefigured in the mind of a worm, should Darwin have? Moreover, he recognized in his M notebook that the thesis of evolutionary continuity between men and animals did not require an explicit avowal of his conviction that brain was the agent of thought.118 And in any case, his materialism was of a rather benign sort; at least he so expressed it in an annotation in Abercrombie's Inquiries concerning the Intellectual Powers (1838): “By materialism I mean, merely the intimate connection of thought with form of brain — like kind of attraction with nature of element.”119 This belief would have held little terror for British intellectuals, who were quite familiar — some even comfortable-with Locke's anti-Cartesian argument that there was nothing contradictory in supposing God could make matter to think.120 Finally, even if the intellectual atmosphere of early nineteenth-century Britain were inhospitable to Darwin's brand of materialism, there is little reason to believe he breathed a different air at mid-century while preparing his manuscript.That Darwin should not have feared suspicions of materialism, of course, does not mean that he did not. But I think there were other, more persistent sources of anxiety that kept him from rushing to publish: namely, the several conceptual obstacles he had to overcome if his theory of evolution by natural selection were to be made scientifically acceptable. Prominent among these were the problems surrounding his changing notions of instinct.The inertia of his older ideas about instinct at first made it hard for Darwin to gauge how far the theory of natural selection might be applied to behavior. By the early 1840s he finally felt ready to meet the challenge of the natural theologians by providing a naturalistic explanation for the wonderful instincts of animals. In his “Essays” of 1842 and 1844 one sort of instinct is, however, not considered-that of neuter insects. Yet Darwin seems to have appreciated the difficulties such instincts entailed at least by 1843, when he read Kirby and Spence. He simply required time to work out a solution to a problem he initially perceived as “fatal to my whole theory.” Even while writing the “Species Book” in the summer of 1857, he was still juggling several possible solutions compatible with natural selection. It was only a short time before he actually turned to work on the Origin of Species that he appears to have settled on a single explanation for the difficulties posed by the instincts of worker bees and ants. The force of his theory of community selection snapped the last critical support of the creationist hypothesis and, conveniently enough, also fractured the generalized Lamarckian account of the evolution of behavior. After all, ever since the abandonment of the classical curriculum in the mid-nineteenth century, the courses of studies in American colleges have been characterized by ever-increasing diversity, responses to highly particular social and individual demands, spin-offs from traditional disciplines, specializations breeding subspecializations, and the like. Stringent counterrevolutions, such as the one undertaken in the College of the University of Chicago some thirty years ago, have been infrequent and brief. What, then, is so special about the present seductive disarray in literary (...) studies. Chiefly, I think, the importance of this compartmentation lies in the way we are encouraged to think of literary works and to respond to them. If we persuade ourselves that novels and plays and poems are written by members of an identifiable subgroup—whether that group be defined in national, ethnic, sexual, class, or special interest terms—and can be properly understood, and appreciated only by those who know the code of the same subgroup, we should be prepared to accept the implications of the position we are espousing. If, to cite a specific example, what is called the Black Aesthetic points to a mode of artistic apprehension that is not available to non-Blacks, it casts the rest of us, however curious and interested, in the roles of voyeurs and eavesdroppers. Here, as so often, our best writers anticipate and dramatize notions which become solemn critical propositions later on. In Saul Bellow's second novel, The Victim, published thirty years ago, the protagonist, Leventhal, recalls a party at which two of his friends, both Jewish, were singing spirituals and old ballads. They were being needled by a drunken New England WASP named Kirby Albee. "Why do you sing such songs?" he said. The impressive variation amongst biological individuals generates many complexities in addressing the simple-sounding question what is a biological individual? A distinction between evolutionary and physiological individuals is useful in thinking about biological individuals, as is attention to the kinds of groups, such as superorganisms and species, that have sometimes been thought of as biological individuals. More fully understanding the conceptual space that biological individuals occupy also involves considering a range of other concepts, such as life, reproduction, and agency. There has (...) been a focus in some recent discussions by both philosophers and biologists on how evolutionary individuals are created and regulated, as well as continuing work on the evolution of individuality. Drawing on a passage from Ramsey's Truth and Probability, we formulate a simple, plausible constraint on evaluating the accuracy of credences: the Calibration Test. We show that any additive, continuous accuracy measure that passes the Calibration Test will be strictly proper. Strictly proper accuracy measures are known to support the touchstone results of accuracy-first epistemology, for example vindications of probabilism and conditionalization. We show that our use of Calibration is an improvement on previous such appeals by showing how it answers (...) or sidesteps problems that have been raised for previous work in this area. (shrink)

Since the global financial crisis in 2008, corporations have faced a crisis of trust, with growing sentiment against ‘elites and ‘big business’ and a feeling that ‘something ought to be done’ to re-establish public regard for corporations. Trust and trustworthiness are deeply moral significant. They provide the ‘glue or lubricant’ that begets reciprocity, decreases risk, secures dignity and respect, and safeguards against the subordination of the powerless to the powerful. However, in deciding how to restore trust, it is difficult to (...) determine precisely what should be done, by whom, and who will bear the cost, especially if any action involves a risk to overall market efficiency and corporate profitability. The paper explores whether corporations have a moral duty to be trustworthy, to bear the cost of being so and thus contribute to resolving the current crisis of trust. It also considers where the state and other social actors have strong reason to protect and enforce such moral rights, while acknowledging that other actors have similar obligations to be trustworthy. It outlines five ‘salient factors’ that trigger specific rights to trustworthiness and a concomitant duty on corporations to be trustworthy: market power, subordination (threat and intimidation), the absence of choice, the need to preserve systemic trust, and corporate political power which might undermine a state’s legitimacy. Absent these factors and corporations do not have a general duty to be trustworthy, since a responsible actor in fair market conditions should be able to choose between the costs and benefits of dealing with generally trustworthy corporations. This study assesses the impact had by institutional isomorphic pressures in the organisational fields of 185 businesses operating within the United Kingdom. The emphasis throughout is on how external institutions affect the socially and environmentally responsible aspects of an organization’s purchasing practice. Factor analyses and a linear regression model are employed to test the influence of these pressures. Initial findings suggest that what other industry participants are doing in this area is not as important in affecting the procurement practice of (...) the focal organisation as is the managers’ perception of how legitimacy is awarded by stakeholders and, indeed, if competitors with well-developed social and environmental supply chain management programs are perceived favourably in the industry. The paper offers an analysis of Protagoras’ fr. DK 80 B 1 and rejects the traditional reading of Protagoras as relativist. By considering the ipsissima verba that Protagoras makes use of in his passage, it is argued that alternative interpretations are possible, of which epistemological reism and psychological individualism are proposed. On a more general level, it is discussed to what extent Protagoras’ fragment contains descriptive rather than normative claim.

Initiated by Robert Wesson, _Evolution and Human Values_ is a collection of newly written essays designed to bring interdisciplinary insight to that area of thought where human evolution intersects with human values. The disciplines brought to bear on the subject are diverse - philosophy, psychiatry, behavioral science, biology, anthropology, psychology, biochemistry, and sociology. Yet, as organized by co-editor Patricia A. Williams, the volume falls coherently into three related sections. Entitled Evolutionary Ethics, the first section brings contemporary research to an (...) area first explored by Herbert Spencer. Evolutionary ethics looks to the theory of evolution by natural selection to find values for human living. The second section, Evolved Ethics, discusses the evolution of language and religion and their impact on moral thought and feeling. Evolved ethics was partly Charles Darwin's subject in _The Descent of Man._ The last section bears the title Scientific Ethics. A nascent field, scientific ethics asks about the evolution of human nature and the implications of that nature for ethical theory and social policy. Institutional review boards, tasked with facilitating ethical research, are often pulled in competing directions. In what we call the protection-inclusion dilemma, we acknowledge the tensions IRBs face in aiming to both protect potential research participants from harm and include under-represented populations in research. In this manuscript, we examine the history of protectionism that has dominated research ethics oversight in the United States, as well as two responses to such protectionism: inclusion initiatives and critiques of the term vulnerability. We look at (...) what we know about IRB decision-making in relation to protecting and including “vulnerable” groups in research and examine the lack of regulatory guidance related to this dilemma, which encourages protection over inclusion within IRB practice. Finally, we offer recommendations related to how IRBs might strike a better balance between inclusion and protection in research ethics oversight. (shrink)

In this article I claim that service-learning experiences, wherein students work directly with individuals in need—individuals from whom studentscan learn what they cannot learn elsewhere—are invaluable, and perhaps necessary, for any curriculum with an aim toward the development of ethical understanding, personal moral character and commitment, and/or conscientious citizenship, both local and global. My argument rests on Emmanuel Levinas’s philosophical ethical theory that re-envisions the ethical relation as arising out of revelation from the unique and precious Other, rather than reason (...) and the rational determinations and conceptions of the ethical agent. This paper offers an overview of "the species problem", arguing for a view of species as homeostatic property cluster kinds, positioning the resulting form of realism about species as an alternative to the claim that species are individuals and pluralistic views of species. It draws on taxonomic practice in the neurosciences, especially of neural crest cells and retinal ganglion cells, to motivate both the rejection of the species-as-individuals thesis and species pluralism.

In the good old days, when general philosophy of science ruled the Earth, a simple division was often invoked to talk about philosophical issues specific to particular kinds of science: that between the natural sciences and the social sciences. Over the last 20 years, philosophical studies shaped around this dichotomy have given way to those organized by more fine-grained categories, corresponding to specific disciplines, as the literatures on the philosophy of physics, biology, economics and psychology--to take the most prominent four (...) examples--have blossomed. In general terms, work in each of these areas has become increasingly enmeshed with that in the corresponding science itself, increasingly naturalistic (in at least one sense of that term), and in my view, increasingly interesting. Through cultural transmission, repeated learning by new individuals transforms cultural information, which tends to become increasingly compressible . Existing diffusion chain studies include in their design two processes that could be responsible for this tendency: learning and reproducing . This paper manipulates the presence of learning in a simple iterated drawing design experiment. We find that learning seems to be the causal factor behind the increase in compressibility observed in the transmitted information, while reproducing is a source of random heritable (...) innovations. Only a theory invoking these two aspects of cultural learning will be able to explain human culture's fundamental balance between stability and innovation. (shrink)

Are interpersonal comparisons of desire possible? Can we give an account of how facts about desires are grounded, that underpins such comparisons? This paper supposes the answer to the first question is yes, and provides an account of the nature of desire that explains how this is so. The account is a modification of the interpretationist metaphysics of representation that the author has recently been developing. The modification is to allow phenomenological affective valence into the “base facts” on which correct (...) interpretation is grounded. To use this extra resource within that theory to vindicate interpersonal comparisons, we will need to appeal rational connections between level of valence and level of desire, which this paper sets out and examines.
