I propose to consider the question, "Can machines think?" This should begin with definitions of the meaning of the terms "machine" and "think." The definitions might be framed so as to reflect so far as possible the normal use of the words, but this attitude is dangerous, If the meaning of the words "machine" and "think" are to be found by examining how they are commonly used it is difficult to escape the conclusion that the meaning and the answer to (...) the question, "Can machines think?" is to be sought in a statistical survey such as a Gallup poll. But this is absurd. Instead of attempting such a definition I shall replace the question by another, which is closely related to it and is expressed in relatively unambiguous words. The new form of the problem can be described in terms of a game which we call the 'imitation game." It is played with three people, a man (A), a woman (B), and an interrogator (C) who may be of either sex. The interrogator stays in a room apart front the other two. The object of the game for the interrogator is to determine which of the other two is the man and which is the woman. He knows them by labels X and Y, and at the end of the game he says either "X is A and Y is B" or "X is B and Y is A." The interrogator is allowed to put questions to A and B. We now ask the question, "What will happen when a machine takes the part of A in this game?" Will the interrogator decide wrongly as often when the game is played like this as he does when the game is played between a man and a woman? These questions replace our original, "Can machines think?". (shrink)

This Element offers a new account of the philosophical significance of logical empiricism that relies on the past forty years of literature reassessing the project. It argues that while logical empiricism was committed to empiricism and did become tied to the trajectory of analytic philosophy, neither empiricism nor logical analysis per se was the deepest philosophical commitment of logical empiricism. That commitment was, rather, securing the scientific status of philosophy, bringing philosophy into a scientific conception of the world.

A conception of recognitional abilities and perceptual-discriminative abilities is deployed to make sense of how perceptual experiences enable us to make cognitive contact with objects and facts. It is argued that accepting the emerging view does not commit us to thinking that perceptual experiences are essentially relational, as they are conceived to be in disjunctivist theories. The discussion explores some implications for the theory of knowledge in general and, in particular, for the issue of how we can shed light on (...) the nature of knowledge is if we do not aim to provide conceptual analyses of knowledge in terms of true belief plus something else. Confucian scholars express skepticism about rights. This skepticism is relevant to managers who face issues about the recognition of workplace rights in a Confucian culture. My essay examines the foundations of this skepticism, and the cogency of potential leading Western liberal responses to it. I conclude that Confucian skepticism is more formidable than liberals have recognized. I attempt to craft an argument that defuses Confucian skepticism about workplace rights while at the same time respecting the moral depth of Confucianism.

ABSTRACT: So far in this book, we have examined algorithmic decision systems from three autonomy-based perspectives: in terms of what we owe autonomous agents (chapters 3 and 4), in terms of the conditions required for people to act autonomously (chapters 5 and 6), and in terms of the responsibilities of agents (chapter 7). -/- In this chapter we turn to the ways in which autonomy underwrites democratic governance. Political authority, which is to say the ability of a government to exercise (...) power, may be justifiable or not. Whether it is justified and how it can come to be justified is a question of political legitimacy. Political legitimacy is another way in which autonomy and responsibility are linked. This relationship is the basis of the current chapter, and it is important in understanding the moral salience of algorithmic systems. We will draw the connection as follows. We begin, in section 8.1, by describing two uses of technology: crime predicting technology used to drive policing practices and social media technology used to influence elections (including by Cambridge Analytica and by the Internet Research Agency). In section 8.2 we consider several views of legitimacy and argue for a hybrid version of normative legitimacy based on one recently offered by Fabienne Peter. In section 8.3 we will explain that the connection between political legitimacy and autonomy is that legitimacy is grounded in legitimating processes, which are in turn based on autonomy. Algorithmic systems—among them PredPol and the Cambridge Analytica-Facebook-Internet Research Agency amalgam—can hinder that legitimation process and conflict with democratic legitimacy, as we argue in section 8.4. I advocate a method that strives to interpret important historical figures in philosophy as presenting philosophical systems of thought. This kind of systematic interpretation, as I shall call it, begins with the supposition that the philosophy being interpreted is itself systematic. This sometimes requires recovering the obscured systematicity. Section I gives a positive characterization of systematic interpretations. Section II notes some of the special obstacles that these interpretations must overcome if they are to be successful. Section III gives a brief (...) sketch of how one might systematically approach Locke’s Essay Concerning Human Understanding. That text is a good test case because Locke professes systematicity, but historians have produced daunting arguments for the conclusion that the text fails to present a coherent system. (shrink)

Algorithmic systems and predictive analytics play an increasingly important role in various aspects of modern life. Scholarship on the moral ramifications of such systems is in its early stages, and much of it focuses on bias and harm. This paper argues that in understanding the moral salience of algorithmic systems it is essential to understand the relation between algorithms, autonomy, and agency. We draw on several recent cases in criminal sentencing and K–12 teacher evaluation to outline four key ways in (...) which issues of agency, autonomy, and respect for persons can conflict with algorithmic decision-making. Three of these involve failures to treat individual agents with the respect they deserve. The fourth involves distancing oneself from a morally suspect action by attributing one’s decision to take that action to an algorithm, thereby laundering one’s agency. (shrink)

The increasing use of transnational standard-setting bodies to address quality uncertainties and coordination issues across the global economy raises questions about how these bodies establish and maintain their legitimacy and accountability outside the sovereignty of democratic states. Based on a discussion of the legitimacy challenge posed by global governance, we provide an overview of mechanisms by which such bodies can defend their legitimacy claims and examine the actual mechanisms used by the International Accounting Standards Board (IASB). While the IASB staked (...) its initial credibility on technical competence and independence, it has increasingly emphasized due process norms in its claim for support. Our analysis evaluates the IASB due process against the cultural benchmarks established by domestic standard-setters in the USA and UK and against a normative model of procedural legitimacy. These comparisons help us to understand the modifications that were made in the hope of due process adding legitimacy to accounting standard-setting beyond the state. They also reveal the broader political context of competing legitimacy criteria that confronts transnational standard-setters. (shrink)

As a young lecturer in philosophy and the eldest son of a prominent Jewish family, Alan Montefiore faced two very different understandings of his identity: the more traditional view that an identity such as his carried with it, as a matter of given fact, certain duties and obligations, and an opposing view, emphasized by his studies in philosophy, according to which there can be no rationally compelling move from statements of fact—whatever the alleged facts may be—to "judgments of value." (...) According to this second view, individuals must in the end take responsibility for determining their own values and obligations. In this book, Montefiore looks back on his attempts to understand the nature of this conflict and the misunderstandings it may engender. In the process, he illustrates through personal experience the practical implications of a characteristically philosophical issue. Montefiore finally settles on the following: while everyone has to accept that facts, including those of their own situation, are whatever they may be, both the "traditional" assumption that individuals must recognize certain values and obligations as rooted in those very facts, and the contrary view that individuals are ultimately responsible for determining their own values, are deeply embedded in differing conceptions of society and its relation to its members. Montefiore then examines the misunderstandings between those for whom identity constitutes in effect a conceptual bridge connecting the facts of who and what a person may be to the value commitments incumbent upon them, and those for whom the very idea of such a bridge can be nothing but a confusion. Using key examples from the notoriously vexed case of Jewish identity and from his own encounters with its conflicting meanings and implications, Montefiore depicts the practical significance of the differences between these worldviews, particularly for those who hove to negotiate them. Relying on a sexual encounter that he had once while in graduate school, Soble explores in this essay two important and under-explored ideas in sexual ethics. The first is whether there are sexual duties to others (including, even especially, to strangers), and what the source of such duties might be. He provides good reasons, rooted in both religious and secular thought, for believing that such duties exist. The second is whether there are supererogatory sexual actions—sexual actions that go beyond the (...) demands of duty—and what conditions an act needs to satisfy in order to be supererogatory. Soble uses the sexual encounter that opens the essay to test our intuitions about these two ideas and his own arguments, and to underscore the complications involved in attempting to find secure answers as to whether some sexual acts are dutiful, done from duty, or supererogatory. Este artigo apresenta parte de uma pesquisa realizada em nível de mestrado e que objetivou compreender de que forma raça e gênero se interseccionaram nas memórias acionadas sobre as experiências vividas por trabalhadoras assentadas da Fazenda Sururu de Queiroz, Varzedo/BA. Para isso, acionamos o feminismo negro e descolonial como ancoragem teórico-política para demarcar que as múltiplas opressões sofridas pelas mulheres negras estão interligadas com raça e gênero, o que implicou em visibilizar o racismo, o sexismo e o biocapitalismo nas histórias (...) de vidas destas mulheres, bem como as suas estratégias infrapolíticas como resistências em ecos das nossas ancestralidades. No âmbito metodológico, apresentamos uma abordagem de pesquisa qualitativa, de modo a priorizar o reconhecimento do território e a escuta da narrativa de mulheres negras campesinas da Fazenda Sururu. Assim, o trabalho de campo contou com visitas à comunidade e com entrevistas semiestruturadas para que as escutas das narrativas das mulheres negras campesinas fossem potencializadas. As leituras de mulheres negras intelectuais são imprescindíveis para entendermos o processo de desumanização de mulheres negras engendrado pelo capitalismo e o patriarcado. As narrativas demonstram as cosmovisões e as resistências infrapolíticas que fraturam o capitalismo, o eurocentrismo e a modernidade, agenciando e fortalecendo os legados comunitários. (shrink)

An interfaith perspective on meditation discusses such aspects of the practice as its spiritual foundations, the benefits of energy-building exercises and affirmations, techniques for effective prayer, and ways to measure inner practice.

This article questions the commonly held view that professional ethics is grounded in general ethical principles, in particular, respect for client (or patient) autonomy and beneficence in the treatment of clients (or patients). Although these are admirable as general ethical principles, we argue that there is considerable logical difficulty in applying them to the professional-client relationship. The transition from general principles to professional ethics cannot be made because the intended conclusion applies differently to each of the parties involved, whereas the (...) premise is a general principle that applies equally to both parties. It is widely accepted that professionals are required to recognize that clients or patients possess rights to autonomy that are more than the general rights to personal autonomy accepted in ordinary social life, and that professionals are expected to display beneficence toward their clients that is more than the beneficence expected of anyone in ordinary social life. The comparative component of professional ethics is an intrinsic feature of the professional situation, and thus it cannot be bypassed in working out a proper professional ethics. Thus, we contend, the proper professional treatment of clients or patients has not been explained by appeal to general ethical principles. (shrink)

I revisit my 1993 paper on Putnam and mathematical realism focusing on the indispensability argument and how it has fared over the years. This argument starts from the claim that mathematics is an indispensable part of science and draws the conclusion, from holistic considerations about confirmation, that the ontology of science includes abstract objects as well as the physical entities science deals with.
