Justo antes de la pandemia por COVID-19, la Organización Mundial de la Salud definió unas prioridades de trabajo para la década 2020-2030. Un grupo interdisciplinario de profesionales de la salud reflexiona sobre estas prioridades, determinando unas categorías de análisis y, desde una perspectiva bioética, analiza cada una de ellas, ve su pertinencia, algunos eventos causales, las implicaciones que pueden tener si no son enfrentadas adecuadamente y hace sugerencias sobre la forma de llevarlas a cabo. En esta primera entrega se analiza (...) el primer grupo de prioridades estratégicas: “poblaciones más sanas”. En las conclusiones se destaca la conveniencia de acometer cada una de ellas de una manera colaborativa, gubernamental y privada; de reestructurar el sector salud con base en estas prioridades, aprovechando la experiencia obtenida en la lucha contra el COVID-19. La relación del ser humano con el medio ambiente también debe cambiar, apelando a la responsabilidad humana por el cuidado del planeta. (shrink)

La historia del movimiento feminista chileno demuestra que independiente de la permanencia de condiciones de desigualdad de género en el tiempo, la acción colectiva emerge como producto de la apertura de estructura de oportunidades y de la agencia de un grupo articulado de activistas. Los movimientos de mujeres en Chile han surgido en el marco de estas condiciones, disolviéndose luego de la consecución del propósito unificador. En este trabajo planteamos que la estructura de oportunidades para la acción feminista se ha (...) abierto bajo la administración Bachelet, pero que la política de la representación característica de los movimientos históricos no es la única -ni la más efectiva- alternativa para avanzar demandas de género. Un análisis de la fragmentación de los movimientos de mujeres post-dictadura indica la necesidad de atender al problema que plantea para los movimientos sociales el forjamiento de una identidad que represente al grupo. En este trabajo sostenemos que una política de representación debe dar paso a una política de coalición, no sólo por sus posibilidades democráticas, sino que también porque en el nuevo marco socio-cultural, la conformación de coaliciones en torno a demandas de género es la vía más efectiva hacia la transformación del orden de género. Compreender em que medida a figura e a atuação de D. João Becker contribuiu na constituição de um ideal humano, tendo a educação como principal mecanismo para a sua efetivação, configurou-se na principal meta desta investigação. Para isso, examinou-se o período de 1913 a 1946, época em que D. João se constituiu na autoridade máxima da Igreja Católica no Rio Grande do Sul. Este estudo baseou-se numa pesquisa bibliográfica, enfatizando, sobretudo, a análise da documentação histórica referente ao acervo da revista (...) Unitas. O trabalho discute a formação de um ideal de homem e sociedade perfeitos veiculado pela revista, fundada por D. João Becker, em 1913. Do exame do referido periódico, sobressaem três categorias de análise: a educação, o homem e o sacerdote. Tais categorias preponderam ao se analisar a perspectiva católica no que tange à perfeição humana. D. João Becker configurou-se num dos grandes protagonistas da reestruturação da Igreja Católica Sul-Rio-Grandense. O artigo divide-se em duas partes: a primeira define o entendimento do conceito de perfeição humana para o Catolicismo, e a segunda pondera as três categorias destacadas. (shrink)

One way to silence the powerless, Langton has taught us, is to pre-emptively disable their ability to do things with words. In this paper I argue that speakers can be silenced in a different way. You can let them speak, and obscure the meaning of their words afterwards. My aim is to investigate this form of silencing, that I call retroactive distortion. In a retroactive distortion, the meaning of the words of a speaker is distorted by the effect of a (...) subsequent speech act by a different speaker. After introducing this notion, I explore some reasons why retroactive distortions can be difficult to challenge and argue that, besides constituting a communicative injustice, they can eliminate topics from public consideration and therefore erode public debate. The article introduces the problematics of the classical two-valued logic on which Western thought is generally based, outlining that under the conditions of its logical assumptions the subject I is situated in a world that it cannot address. In this context, the article outlines a short history of cybernetics and the shift from first- to second-order cybernetics. The basic principles of Gordon Pask’s 1976 Conversation Theory are introduced. It is argued that this second-order theory grants agency to others through a (...) re-conception of living beings as You logically transcending the I. The key principles of Conversation Theory are set in relation to the poetic forms of discourse that played a key role in art as well as philosophical thinking in China in the past. Second-order thinking, the article argues, is essentially poetic. It foregoes prediction in favour of the potentiality of encountering tomorrow’s delights. (shrink)

Statements such as “X is beautiful but I don’t like how it looks” or “I like how X looks but it is not beautiful” sound contradictory. How contradictory they sound might however depend on the object X and on the aesthetic adjective being used (“beautiful”, “elegant”, “dynamic”, etc.). In our study, the first sentence was estimated to be more contradictory than the latter: If we describe something as beautiful, we often intend to evaluate its appearance, whereas it is less counterintuitive (...) to appreciate an appearance without finding it beautiful. Furthermore, statements including “beautiful” appeared more contradictory than those including “elegant” and “dynamic”, pointing to its greater evaluative component. When related to artworks, sentences could appear less contradictory due to readers’ consideration of the divergence between conventional beauty and art-related sensory pleasures that can even include negative valence. Such ambivalence might be more frequent in art-objects than in other artefacts. Indeed, in our study, sentences referring to artworks were estimated to be less contradictory compared to sentences referring to other artefacts. Meanwhile, an additional small group of graphic design students showed a less clear difference between art-related and non-art-related sentences. We discuss the potential influence of art experience and interest as well as theoretical and methodological challenges like the conceptualization of beauty. (shrink)

The editorial introduces issue 21.1 of Technoetic Arts via a critical reflection on the artificial intelligence hype (AI hype) that emerged in 2022. Tracing the history of the critique of Large Language Models, the editorial underscores that there are substantial ethical challenges related to bias in the training data, copyright issues, as well as ecological challeges which the technology industry has consistently downplayed over the years. -/- The editorial highlights the distinction between the current AI technology’s reliance on extensive pre-existing (...) human-generated data for pattern recognition and the performative process inherent in art practice. Patterns of creative output can be replicated without a thorough understanding of underlying concepts. In contrast, the performative process of art practice, as explored through the conceptual frameworks of creativity by Noam Chomsky, Charles Sanders Peirce, and Roger T. Ames and with reference to an earlier publication of the editorial’s author, creates concepts and continually ‘strives to extend itself towards the unknown.’ -/- Following this introductory section, the editorial provides an overview of the ten articles featured in this issue of Technoetic Arts. The first four texts engage with emerging technologies from various perspectives in art and design. The subsequent six articles, part of a special section titled 'Perspectives from Chandigarh,' reflect a quest for meaningful existence within colonial, patriarchal, and biopolitical structures that frame everyday practices of exclusion and oppression. An essential requirement for increasing human confidence in computer systems is knowing an event’s origin. Therefore, it is necessary to have an efficient method to record such information. It is especially challenging in robotics, where unexpected behaviours can have unpredictable consequences, endangering the interests of people or even their safety. Furthermore, to analyse an incident’s cause or anticipate future behaviours, we must identify the events that cause a specific action. Although it is common to use logging systems for such purposes, (...) issues such as partial recording of events, unhelpful data or the impact on robot performance suggest conceiving new accountability solutions that assist when determining the responsible entities or the provenance of specific information. This paper presents a general-purpose approach to developing an accountability system for autonomous robots. It consists of four main components: a system event logger, a message producer, a distributed event streaming platform and a database. Our proposal is completely decoupled from the monitored system and allows real-time analysis, improving flexibility, besides system protection and transparency. Finally, the need to reduce the impact of the audit process and logging tasks on robot performance has promoted the development of different assessment scenarios to determine the best strategy for providing accounting services. Addressing studying as a distinct educational concept and phenomenon in its own right, the essays in this volume consider study and studying from a range of perspectives. Countering dominant educational discourses, which place a heavy emphasis on learning and instruction, the contributors explore questions such as: What does it mean to study something? How is studying something different from being taught about it, or learning something about it? What does the difficulty demanded by study mean for the one who studies (...) and for the teacher? El artículo realiza una exploración inicial acerca de las políticas archivísticas en la provincia de La Pampa, que –en el periodo considerado– guardan una estrecha relación con las políticas culturales. En primer lugar se repasan los conceptos de política cultural y política archivística; en segundo lugar se presentan rápidamente algunas características de las políticas culturales en la provincia de La Pampa y en tercer lugar nos detenemos en las instancias referidas a las prácticas, disposiciones e iniciativas en relación al Archivo (...) Histórico Provincial, principal espacio de desarrollo de las escasas políticas existentes en la materia en la provincia. Se sostiene que en general la gestión del AHP surgió en vinculación a políticas culturales que a principios de la década de 1970 adherían a una noción antropológica de la cultura y se asociaron a una serie de prácticas y políticas destinadas a desarrollar investigaciones para identificar procesos históricos específicos y supuestos rasgos que caracterizarían a la identidad regional, o pampeanidad. En la provincia, las prácticas y políticas archivísticas han permanecido asociadas a esa mirada y con cada vez menor cantidad de recursos para su funcionamiento. (shrink)

Hacia 1976 Michel Foucault señalaba que la literatura surge en la modernidad con el gran imperativo ético y político de sacar a la luz las oscuras existencias del mundo social al mismo tiempo que formaba parte de un complejo dispositivo de poder capaz de hacer entrar lo más banal e infame de una sociedad en el orden del discurso. Un par de décadas después será Jacques Rancière quien nos dirá que la aparición de la literatura inaugura un nuevo régimen estético (...) que cambiará para siempre la escritura de la historia y los tipos de composición de las artes al hacer hablar a aquellas existencias mudas e insignificantes. Desde esta perspectiva, Rancière nos revelaría que era esta política de la literatura la que estaba operando inconscientemente en el proyecto de una arqueología de las instituciones y de los saberes, al mismo tiempo que era este último filósofo quien heredaba parte del método foucaultiano, donde se descubrían las potencialidades estéticas y escriturales de la literatura como discurso que pone en juego el poder. Mass shootings have become an all-too-normal occurrence in contemporary society in our country. Although we are still impacted by every one of them, there is a concern that we are slowly becoming desensitized to the unspeakable actions of violence that are being carried out regularly. After the initial shock, the typical reaction to such actions involves a clichéd response (...) calling for thoughts and prayers, as if thoughts and prayers were enough to prevent the next incident every other time that people have called for them. Das ethische Prinzip des Respekts vor der Autonomie des Patienten/Probanden hat in der modernen Medizin mittlerweile weltweit Bedeutung erlangt. Die Betonung der Autonomie des Patienten und Probanden in allen in der letzten Zeit verabschiedeten internationalen Deklarationen gibt dieser Tendenz unmissverständlich Ausdruck. Doch wenngleich diese Entwicklung unstrittig positiv ist, wirft sie dennoch eine Reihe von Fragen auf, die mit der Kodifizierung, Interpretation, Reichweite und Anwendung dieses universalen Prinzips verbunden sind. Die Antworten auf diese Fragen entscheiden darüber, ob Autonomie als hilfreiches, emanzipatorisches (...) oder als überforderndes, gar hegemoniales Prinzip begriffen wird. Diese normativen Probleme werden anhand von Beispielen aus der globalen Medizinethik verdeutlicht. Was in modernen Gesellschaften als Autonomie bezeichnet und für die Praxis fruchtbar gemacht wird, ist als ein soziales Konstrukt zu verstehen, nicht im Sinne einer Schimäre, sondern im Sinne einer soziokulturellen Leistung, die auf komplexen, historisch gewachsenen und kulturell geprägten Interaktionen von Gesellschaften, Institutionen und Individuen beruht. Clinical Ethics Consultation (CEC) has grown significantly in the last decade, and efforts are being made to professionalize the practice. The American Society for Bioethics and Humanities (ASBH) has been instrumental in this process, having published the _Code of Ethics and Professional Responsibilities for Healthcare Ethics Consultants_ and founded and endorsed the creation of the _Healthcare Ethics Consultant Certified (HCEC) Certification Commission._ The ASBH also published “core competencies” for healthcare ethics consultants and has delineated a clear identity and role of (...) such consultants distinct from that other healthcare professionals. In addition, more enter the field armed with advanced degrees (MA and PhD) or certification in clinical ethics consultation. While some have questioned the trend toward professionalization, the momentum is clearly in its favor. This paper explores three questions: Does the professionalization of healthcare ethics consultation expose those engaged in the field to the types of liability claims faced by professionals in other fields? What specific liabilities could affect a healthcare ethics consultant? And finally, what should healthcare ethics consultants do to protect themselves against liability claims? We conclude that while the risk of liability remains low, those engaged in the field should accept that risk just as part of their status as professionals and, like those in allied professions, seek appropriate protection in the form of liability insurance. Health-care goods are goods with peculiar properties, and where they are scarce, societies face potentially explosive distributional conflicts. Animated public and academic debates on the necessity and possible justice of limit-setting in health care have taken place in the last decades and have recently taken a turn toward procedural rather than substantial criteria for justice. This article argues that the most influential account of procedural justice in health-care rationing, presented by Daniels and Sabin, is indeterminate where concrete properties of rationing (...) institutions are concerned. Such properties inscribe substantial norms into institutions. These norms can derive validity only from democratic majority decisions, which must be seen as an instance of pure procedural justice. We therefore have to move the discussion to a meta-level and ask how concrete properties of institutions are being chosen. I suggest four criteria for sufficiently democratic institutional design choice and conclude that as institutional properties are likely to have effects on the resulting distribution of health care, design choices should be empirically informed and taken both democratically and deliberately. Following the traces of Margaret Mead’s statement that emphasized that the first photographic images of the Earth from space presented notions of fragility, the article contextualizes the recent critique of the dominant representation of the Earth as a globe that emerged in conjunction with the discourse on the Anthropocene. It analyses the globe as an image and the sentiments that accompanied it since the first photographs of our planet from space were published in 1968. The article outlines how the cultural (...) meaning of the whole Earth representation changed in parallel with the appropriation of the image by the large technological enterprises that emerged from America’s counterculture. It returns to the possibility of a coexistence of ‘views from within’ and ‘views from without’ following a detour with Gregory Bateson via Bali and proposes a Cybernetics of Grace as a practice of resistance against pure exteriority. The article concludes by linking the Cybernetics of Grace with the second-order conversations of Gordon Pask. (shrink)

Playing soccer in public parks, participating in parades, or marching in religious processions are public performances that express membership in a political community. When these practices are performed by noncitizens, they highlight how the public space—in its physical and symbolic character—is not a space exclusive to members of the political community. Rather, public space is a terrain subject to contestation. In this article, I explore the ways Mexican migrants in New York City use and appropriate public spaces and in doing (...) so expand the boundaries of the political community. I argue that by gaining access to public spaces, appropriating them, and then transforming them, noncitizens claim recognition as members of the political community and thus unsettle its boundaries. The US has built the most extensive immigration detention system globally. Over the last three administrations, several organizations have noted a systemic failure in the provision of health care in detention centers, leading to the torture and death of immigrants. This essay develops the principle of the preferential option for the poor to examine the causes of deficient access to health care and solutions to overcome them. It analyzes the substandard health care in detention centers from the notion of structural (...) violence and systematizes solutions of grassroots immigrant organizations from the idea of solidarity, understood here as a form of friendship with the poor that moves toward relational justice. Its goal is to build bridges between people so that the political will is generated to create policies to improve and enforce health care standards in detention centers and address the unjust foundations of immigration detention. Este texto examina las relaciones entre misioneros católicos y de estos con los protestantes en la zona fronteriza del Vaupés colombo-brasileño. La presencia de católicos comenzó en la zona en 1914 y no es nada despreciable pues cerca de 450 religiosos entre sacerdotes y monjas llegaron a la región. Los protestantes pertenecientes a dos organizaciones de origen norteamericano arribaron treinta años después y alcanzaron una cifra de 115 miembros. Sus relaciones como su impacto diferencial sobre las poblaciones misionadas son un (...) tópico poco desarrollado en las historias de misión, que en este texto se ilustra a través de la consulta de fuentes primarias que detallan los vínculos o visiones de miembros de distintos credos sobre sus contrapartes. Polysemy is a term used in semantic and lexical analysis to describe a word with multiple meanings. Although such words present few difficulties in everyday communication, they do pose near-intractable problems for linguists and lexicographers. The contributors in this volume consider the implications of these problems for linguistic theory and how they may be addressed in computational linguistics.

Se expone en él, primeramente, la producción literaria de Abasolo y la nula receptividad que su obra tuvo en los círculos intelectuales de su tiempo, aludiendo, a la vez, al concepto central de su filosofía, es decir, la idea de personalidad. Luego, y más extensamente, se presentan las consideraciones de Abasolo respecto de algunas de las problemáticas sociales y económicas discutidas en los inicios de la República, abordando temas como la moral, (...) la religión, el fin social y la libertad. This artick is a treatise on the Chilean philosopher Jenaro Abasólo. Vrimarilj, it exposes Abasólo, his literary production, and the complete lack of attention that his oeuvre recieved from the intellectual áreles of his period. It alludes, at the same time, to the central concept of his philosophy, Le., the idea of personality. Later and more extensively, it presents Abasolo’s considerations regarding social and economic issues discussed at the beginning of the Republic, addressing topics such as morality, religión, social order and freedom. ObjectivePhysical and mental well-being are threatened by climate change. Since hospitals in high-income countries contribute significantly to climate change through their greenhouse gas (GHG) emissions, the medical ethics imperative of ‘do no harm’ imposes a responsibility on hospitals to decarbonise. We investigated hospital stakeholders’ perceptions of hospitals’ GHG emissions sources and the sense of responsibility for reducing GHG emissions in a hospital.MethodsWe conducted 29 semistructured qualitative expert interviews at one of Germany’s largest hospitals, Heidelberg University Hospital. Five patients, 12 clinical (...) and 12 administrative employees on different levels were selected using purposive maximum variation sampling. Interviews were transcribed verbatim and analysed using the framework approach.ResultsConcerning GHG emissions, hospital stakeholders perceived energy and waste as most relevant emission sources followed by mobility. Climate change mitigation in general was considered as important. However, in their role as patients or employees, hospital stakeholders felt less responsible for climate change mitigation. They saw providing best possible medical care to be the top priority in hospitals and were often concerned that patients’ health could be jeopardised by climate change mitigation measures.ConclusionPerceptions of most important emission sources did not coincide with those in literature, highlighting the need to inform stakeholders, for instance, about pharmaceuticals as important emission source. A frequently perceived conflict between reducing emissions and providing high-quality medical care could be eased, if reducing emissions would not only be justified as a contribution to mitigation, but also as a contribution to preventing ill health—a basic principle of medical ethics. Background Decisions regarding Cardio-Pulmonary Resuscitation (CPR) and Do Not Attempt Resuscitation (DNAR) orders remain demanding, as does including patients in the process. Objectives To explore physicians’ justification for CPR/DNAR orders and decisions regarding patient inclusion, as well as their reports of how they initiated discussions with patients. Methods We administered a face-to-face survey to residents in charge of 206 patients including DNAR and CPR orders, with or without patient inclusion. Results Justifications were provided for 59% of DNAR orders and included (...) severe comorbidity, patients and families’ resuscitation preferences, patients’ age, or poor prognosis or quality of life. Reasons to include patients in CPR/DNAR decisions were provided in 96% and 84% of cases, and were based on respect for autonomy, clinical assessment of the situation as not too severe, and the view that such inclusion was required. Reasons for not including patients were offered in 84% of cases for CPR and in 70% for DNAR. They included absent decision-making capacity, a clinical situation viewed as good (CPR) or offering little hope of recovery (DNAR), barriers to communication, or concern that discussions could be emotionally difficult or superfluous. Decisions made earlier in the patient's management were infrequently viewed as requiring revision. Residents reported a variety of introductions to discussions with patients. Conclusions These results provide better understanding of reasons for CPR/DNAR decisions, reasons for patient inclusion or lack thereof, and ways in which such inclusion is initiated. They also point to potential side-effects of implementing CPR/DNAR recommendations without in-depth and practical training. This should be part of a regular audit and follow-up process for such recommendations. (shrink)

Al intentar establecer cuánto debe Nietzsche a Spinoza en la configuración de su visión radical del mundo y quién de los dos da los pasos más decisivos en la disolución de la trascendencia, encontramos diversas dificultades. La primera es que la disputa acerca del ateísmo spinociano parece que no podrá nunca dirimirse en un grado aceptable. La segunda dice relación con la imagen que Nietzsche tiene de Spinoza en tanto puede considerarse sesgada debido al conocimiento indirecto de su obra. La (...) tercera es que para determinar, en parte, qué adeuda la interpretación de Nietzsche al filósofo holandés, se requiere hacer un análisis exhaustivo y pormenorizado de sus autores fuente. Tomando en cuenta estas complejidades, el autor del artículo defiende que para formarse una idea adecuada de la deuda del radicalismo de Nietzsche con Spinoza y para juzgar quién de ellos nos precipita con más relevancia a la pura inmanencia, es necesario ir estudiando sus lecturas sobre el filósofo judío, incluso las más descuidadas, más allá de Kuno Fischer. De acuerdo con ello, en este escrito se analizan dos lecturas de Nietzsche poco utilizadas en esta reflexión, a saber: Heinrich Heine y Jean-Marie Guyau. Se asume así que, para alcanzar un nivel más alto de claridad en el tema estudiado, se ha de acotar el marco bibliográfico en el que se ha de realizar la hermenéutica de Nietzsche y sus fuentes. Teniendo presente estos presupuestos, se compara el panteísmo, la desantropomorfización del mundo y el conatus sese conservandi de Spinoza, con el monismo, la extramoralidad del mundo y la voluntad de poder de Nietzsche, respectivamente, para evaluar el alcance del radicalismo cosmológico de uno y otro autor.
