The article comprises a conceptual framework to analyze the strengths and weaknesses of a global health convention. The analyses are inspired by Lawrence Gostin's suggested Framework Convention on Global Health. The analytical model takes a starting-point in events tentatively following a logic sequence: Input (global health funding), Processes (coordination, cooperation, accountability, allocation of aid), Output (definition of basic survival needs), Outcome (access to health services), and Impact (health for all). It then examines to what degree binding international regulations can create (...) order in such a sequence of events. We conclude that a global health convention could be an appropriate instrument to deal with some of the problems of global health. We also show that some of the tasks preceding a convention approach might be to muster international support for supra-national health regulations, negotiate compromises between existing stakeholders in the global health arena, and to utilize WHO as a platform for further discussions on a global health convention. Global health is a concept which in recent years has evoked a lot of interest from both academics, politicians, celebrities, and the media. The term “global health” implies a globally shared responsibility to provide health as a public good through an expansive number of initiatives. This emerging era of consciousness about our international interdependence, regardless of a problem’s geographic location or type of disease, may be a good moment for exploring the strengths and weaknesses of an international law approach to (...) global health challenges: a global health convention.The most prominent global health initiatives are the Millennium Development Goals, the 2005 Paris Declaration Process on Aid Effectiveness on the need for alignment and coordination, and the 2008 Accra High Level Forum on Aid Effectiveness. These instruments have yet to prove their value, and the funds annually disbursed, approximately $25 billion in 2009, could have better effect if the negotiated principles from the PDP and the AHLF were followed. Following much work in linguistic theory, it is hypothesized that the language faculty has a modular structure and consists of two basic components, a lexicon of (structured) entries and a computational system of combinatorial operations to form larger linguistic expressions from lexical entries. This target article provides evidence for the dual nature of the language faculty by describing recent results of a multidisciplinary investigation of German inflection. We have examined: (1) its linguistic representation, focussing on noun plurals and verb inflection (...) (participles), (2) processes involved in the way adults produce and comprehend inflected words, (3) brain potentials generated during the processing of inflected words, and (4) the way children acquire and use inflection. It will be shown that the evidence from all these sources converges and supports the distinction between lexical entries and combinatorial operations. (shrink)

Nina Azari in her commentary on our article in this issue “Spirituality: The Legacy of Parapsychology” has raised the issue of what it actually takes for something to be called science. Does causality come into the picture? If so, how does causality relate to our non-local model that seems to explicitly eschew the question of causality? The answer lies in what one is willing to accept as causality. If causality can be conceived broader than just efficient-mechanistic causality then certainly our (...) model is causal. If one insists on efficient-mechanistic causality as the only and truly scientific notion of causality, it is not. But then, I would argue, this is a very restricted and also short sighted view which should be questioned, and eventually, disregarded. This is what we have set out to do. (shrink)

This essay argues that Oscar Wilde noticeably contributed to the emerging discourse about world literature, even though his views in this regard have to be unearthed from the margins of his works, from his early and unpublished American lectures and ‘between the lines’ of his major critical essays. Wilde’s implicit ideas around world literature can be understood as being closely related to his broader endeavour of redirecting and revaluing the pejorative discourse around ‘decadence’ in art and literature. More specifically, the (...) arch-aesthete preferred to use the word ‘romance’ rather than ‘decadence’, signalling a sensitivity attuned to what he called the ‘love of things impossible’. This reconceptualization of the decadent outlook was to inspire a critical ideal of literature which relied on creatively activating the other as Other, culminating in a vision of intersubjective, transcultural and unlimited literary communication. Wilde’s thought can be more specifically understood as anticipating central tenets of Gayatri Chakravorty Spivak’s evocations of the planetary, thus preparing the way for an alterity-oriented understanding of literary cosmopolitanism. 1,857 adults rated the grandparental solicitude they received in childhood. Through a simple model based on the evolutionary concepts of ontogenetically differentiated reproductive strategy and paternity confidence, an ordered discriminative pattern of grandparental caregiving was predicted and confirmed by solid main effects, based on 603 complete cases. The maternal grandmother was the most caring. Unlike prevalent gender stereotypes, she was followed by the maternal grandfather, the paternal grandmother, and the paternal grandfather. The preferential grandparental solicitude was not influenced by residential (...) distance, grandparent age, and availability of other grandparents. A predicted higher correlation for male than for female progenitors between solicitude and phenotypic resemblance could be confirmed. (shrink)

In legal academia it is highly controversial how to ‘be original’ in legal research. This article will try to maintain an attitude of tolerance in not promoting or discrediting one particular methodology. Instead, it will identify four different ways of ‘being original’. Perhaps the most common approach is to deal with ‘micro-legal questions’. Many legal academics also pursue research in ‘macro-legal questions’. Less common but growing is the importance of ‘scientific legal research’ and research in ‘non-legal topics’.

Bioscientists generate far more data than their minds can handle, and this trend is likely to continue. With the aid of a small set of versatile tools for mathematical modeling and statistical assessment, bioscientists can explore their real-world systems without experiencing data overflow. This article outlines an approach for combining modern high-throughput, low-cost, but non-selective biospectroscopy measurements with soft, multivariate biochemometrics data modeling to overview complex systems, test hypotheses, and making new discoveries. From preliminary, broad hypotheses and goals, many relevant (...) samples are selected and measured with respect to many informative variables. The resulting tables represent a “cacophony” of data. From these, the most relevant and reliable “underlying harmonies and rhythms” are extracted and tested statistically, displayed for interpretation, and used for prediction. Outliers are detected automatically. Interesting subsets of samples can then be chosen for in-depth analyses in subsequent research cycles. This pragmatic, top-down approach takes advantage of developments in both “soft,” data-driven modeling and “hard,” knowledge-driven cultures. Data analytical examples show how information-rich biospectroscopy can be used for characterizing and quantifying known and unknown chemical constituents and physical phenomena in intact biosamples. This is based on a combination of deductive “hard” and inductive “soft” modeling. The examples represent NIR spectra of biochemical mixtures, FTIR spectra of a microbiological fermentation process, and FTIR analysis of fatty acids in milk for functional genomics. (shrink)

While these factors do not require a radical paradigm shift, they do give us cause to develop a new narrative, to add to existing narratives that frame (...) our thinking about medical care. In this paper we argue that the increased focus on lifestyle and shared decision making requires a new narrative of agency, to supplement the narrative of “the patient”. This narrative is conceptually linked to the developing philosophy of person-centred care. If patients are seen also as “agents” this will result in a substantial shift in practical decisions: The development and adoption of this narrative will help practitioners work with patients to their mutual benefit, harnessing the patients’ motivation, shifting the focus from treatment to prevention and preventing unnecessary and harmful treatments that can come out of our preoccupation with the patient narrative. It will also help to shift research efforts, conceptual and empirical, from “treating” and “battling” diseases and their purported “mechanisms” to understanding complex contributing factors and their interplay. The following discussion aims to illuminate further the way in which morphologically complex words are represented in the mental lexicon. It is argued that the dual-mechanism model can accommodate the linguistic and psycholinguistic evidence currently available, not only on German inflection (as pointed out in the target article) but also on other languages (as presented in several commentaries). Associative single-mechanism models of inflection, on the other hand, provide only partial accounts.

By understanding the sense in which Sextus thinks reason is deceptive we may clarify his attitude towards ordinary life. The deception, like that of the Siren's song, is practical rather than epistemic. It is not a matter of leading us to assent to false or unjustified conclusions but is rather a distraction from, or even corruption of, ordinary life.

We argue that the model developed in Epstein et al.'s target article does not explain differences between child first language (LI) acquisition and adult second language (L2) acquisition. We therefore sketch an alternative view, originally developed in Clahsen and Muysken (1989), in the light of new empirical findings and theoretical developments.

Introducing the perspective of science and technology studies (STS) to the analysis of the design and adoption of environmentally friendly technologies may help develop more effective and diversified strategies for an environmentally oriented technology policy. A case study of the organizational context and sociotechnical network of modern domestic bio-mass heating systems in Austria demonstrates the usefulness of such an approach. Mapping out the sociotechnical system and the guiding visions surrounding the domestic use of biomass and the dynamics of its development (...) may help find effective levers for a technology policy focusing on regional and interactive strategies to influence the organizational context of a technology. In the case of biomass, the target of technology policy shifts from technological research and development to information programs and vocational training for installers, organizational infrastructures for the supply of wood chips, or the elaboration of innovative energy services. The choice of fuels has frequently been at the center of debates about how a future low-carbon mobility system can be achieved. This paper introduces two visions of biogas fuels and electricity using material from interviews and documents in Swedish transport. These visions are analyzed as interrelated sociotechnical imaginaries. To better understand the way visions of biogas and electric vehicles dynamically shape and condition each other, four dimensions of sociotechnical imaginaries are further developed: spatial boundedness, temporality, coherence and contestation, and (...) the socio-material relations they are associated with. Imaginaries of biogas and EVs differ with respect to these characteristics. The biogas imaginary is made up of locally bounded visions of the desirable future, showing how imaginaries can be fragmented and contested, often because of their embeddedness in local socio-material systems of resource use. This local boundedness is exemplified by contrasting cases of contested biogas imaginaries in the Swedish municipalities of Linköping and Malmö. The imaginary of EVs, in contrast, is more uniform nationally and even influenced by international expectations that in the future vehicles will be shared, electric, and autonomous. The qualities of these imaginaries shape the way they interrelate and coevolve as sociotechnical changes of the transport system unfold. (shrink)

It is widely accepted that consciousness or, more generally, mental activity is in some way correlated to the behavior of the material brain. Since quantum theory is the most fundamental theory of matter that is currently available, it is a legitimate question to ask whether quantum theory can help us to understand consciousness. Several approaches answering this question affirmatively, proposed in recent decades, will be surveyed. It will be pointed out that they make different epistemological assumptions, refer to different neurophysiological (...) levels of description, and use quantum theory in different ways. Such a viewpoint is supported by Machiavelli's pure and emotionless style ofwriting. Machiavelli's effectual truth is essentially about the mastery over conflict and contingency in politics. On the one hand, Machiavelli's political philosophy is marked by a stress on cyclical repetition and permanent instability. His realism maintains that the more things change the more they remain the same. On the other hand, Marx's economic philosophy of history envisages long-term progress and as such reflects upon change by its confidence in Providence. Yet, essentially both works are concerned with the contingent modalities of collective conflict over time. While for Machiavelli the struggle for power unfolds between political groups such as nobles and the people, Marx suggests the social and economic roots ofconflicts in social formations. Against this background, a reading of Machiavelli through Girard diverges from conventional comparisons. Machiavelli's work emanates from his experience as a practitioner ofpolitics who aims to be the counsellor of Princes. On this interpretation, Arcesilaus and Carneades practiced the same, purely dialectical method -- they would elicit assent (...) to premises characteristic of their interlocutor's position and then derive unacceptable consequences exclusively on the basis of those premises. This method allowed them to remain uncommitted to the premises as well as the conclusions of their arguments. They would simply draw logical consequences from their opponents' own premises for the sake of refutation. This is in keeping with the current consensus that an ancient skeptic is one who has no beliefs, or at least no beliefs of a problematically dogmatic sort. Consequently, the methods of ancient skeptics, including Academic skeptics, are thought to be strictly negative, seeking only the elimination of belief. So when we come to Cicero's Philonian version of Academic methodology and find that it explicitly includes provisions for the acquisition of fallible beliefs, it is no surprise that commentators who are sympathetic to the dialectical interpretation tend to view.. Scientific progress is achieved not only by continuous accumulation of knowledge but also by paradigm shifts. These shifts are often necessitated by anomalous findings that cannot be incorporated in accepted models. Two important methodological principles regulate this process and complement each other: Ockham's Razor as the principle of parsimony and Plato's Life Boat as the principle of the necessity to 'save the appearances' and thus incorporate conflicting phenomenological data into theories. We review empirical data which are in conflict with some (...) presuppositions of accepted mainstream science: Clinical and experimental effects of prayer and healing intention, data from telepathy, psychokinesis experiments and precognition, and anecdotal reports of macro-psychokinesis. Taken together, the now well documented possibility of these events suggests that such phenomena are anomalies that challenge some widely held beliefs in mainstream science. On the other hand, scientists often fear that by accepting the reality of these phenomena they also have to subscribe to world-models invoking ontological dualism or idealism. We suggest accepting the phenomena as real, but without questionable ontologies commonly associated with them. We outline how this might work. (shrink)
