Ethical decision-making frameworks assist in identifying the issues at stake in a particular setting and thinking through, in a methodical manner, the ethical issues that require consideration as well as the values that need to be considered and promoted. Decisions made about the use, sharing, and re-use of big data are complex and laden with values. This paper sets out an Ethics Framework for Big Data in Health and Research developed by a working group convened by the Science, Health and (...) Policy-relevant Ethics in Singapore Initiative. It presents the aim and rationale for this framework supported by the underlying ethical concerns that relate to all health and research contexts. It also describes a set of substantive and procedural values that can be weighed up in addressing these concerns, and a step-by-step process for identifying, considering, and resolving the ethical issues arising from big data uses in health and research. This Framework is subsequently applied in the papers published in this Special Issue. These papers each address one of six domains where big data is currently employed: openness in big data and data repositories, precision medicine and big data, real-world data to generate evidence about healthcare interventions, AI-assisted decision-making in healthcare, public-private partnerships in healthcare and research, and cross-sectoral big data. The Art of War application to education is about solving problems to improve student and school success. The Art of War describes the significance of a leader and his knowledge and prudent application of the strategies. At the core of theses strategies is the non-negotiable moral purpose of the leader to be reinforced by other fine qualities as wisdom, commitment, discipline, and courage.

This co-edited volume compares Chinese and Western experiences of engineering, technology, and development. In doing so, it builds a bridge between the East and West and advances a dialogue in the philosophy of engineering. Divided into three parts, the book starts with studies on epistemological and ontological issues, with a special focus on engineering design, creativity, management, feasibility, and sustainability. Part II considers relationships between the history and philosophy of engineering, and includes a general argument for the necessity of dialogue (...) between history and philosophy. It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. 철학계의 올림픽이라 할 세계철학대회가 2008년, 아시아권에서는 처음으로 서울에서 열렸다. 대회의 주제는 ‘동서 철학 전통의 만남과 융합’이었고, 유영모와 함석헌의 사상을 소개하는 특별분과가 열렸다. 다른 분과의 수강생은 서너 명에 불과했지만 유영모ᆞ함석헌 분과에는 800여 명이 몰리는 현상이 벌어졌고 이후 유럽과 일본에서는 씨알사상에 대한 본격적 연구가 시작되었다. 철학이 없어 더욱 불행했던 시기라고 하는 우리의 20세기는 유영모와 함석헌이라는 두 사상가를 숨겨 놓았다. 이 책은『다석일지』, 『다석강의』, 『뜻으로 본 한국역사』 등 두 거장의 저작에서 알짬을 뽑아 해설을 덧붙인 365일 묵상집이다. 우리말과 우리글로 철학을 한 두 사상가를 오랫동안 연구하고 (...) 글을 발표해 온 박재순 씨알사상연구소 소장이 해설을 붙였다. This paper explores global K-pop's negotiation and reconstruction of Korean aesthetics via the dismantling, adoption, appropriation, and transfiguring of central elements of Korean traditional culture. Recently, K-pop groups have been incorporating traditional music and dance (gugak), traditional attire (hanbok), traditional houses (hanok), and old palaces (gogung) into music videos disseminated globally over digital platforms like YouTube. In their efforts to incorporate more 'Koreanness' into their musical productions and neutralize criticisms of their use of the 'K' prefix as inauthentic and unconnected (...) to Korean aesthetics, groups like BTS and BLACKPINK are redefining 'K-heritage' for music consumers worldwide. Along with other globally consumed Hallyu productions like K-movies, K-dramas, and K-games, K-Pop is in the process of reconstructing Koreans' and the world's view of the meaning of Korean-ness. Our fascination with artificial intelligence (AI), robots and sentient machines has a long history, and references to such humanoids are present even in ancient myths and folklore. The advancements in digital and computational technology have turned this fascination into apprehension, with the machines often being depicted as a binary to the human. However, the recent domains of academic enquiry such as transhumanism and posthumanism have produced many a literature in the genre of science fiction (SF) that endeavours to alter this (...) antagonistic notion of AI. In his novel Klara and the Sun, Kazuo Ishiguro explores this notion of AI as a caring machine capable of nursing an ailing young girl back to health. Through this portrayal of AI as a sentient being capable of empathy and cognition, Ishiguro is attempting to usher in a new perception of AI: a posthuman perception that challenges the conventional notions of AI as a machine devoid of emotions. The novel further expands on the idea of self, soul and human consciousness and ponders on the question, what makes humans human, and if it is possible to imbibe these qualities onto an AI. Owing to the novelty of this notion, an unexplored avenue that deserves further exploration, this paper examines the plausibility of this new notion of AI through a careful exegesis of the novel. The paper also attempts to chart the impact of SF in society and culture. The study reveals a positive shift in perception towards AI, and there seems to be much scope for interdisciplinary and transdisciplinary research. (shrink)

To better reflect the precise clustering results of the data samples with different shapes and densities for affinity propagation clustering algorithm, an improved integrated clustering learning strategy based on three-stage affinity propagation algorithm with density peak optimization theory was proposed in this paper. DPKT-AP combined the ideology of integrated clustering with the AP algorithm, by introducing the density peak theory and k-means algorithm to carry on the three-stage clustering process. In the first stage, the clustering center point was selected by (...) density peak clustering. Because the clustering center was surrounded by the nearest neighbor point with lower local density and had a relatively large distance from other points with higher density, it could help the k-means algorithm in the second stage avoiding the local optimal situation. In the second stage, the k-means algorithm was used to cluster the data samples to form several relatively small spherical subgroups, and each of subgroups had a local density maximum point, which is called the center point of the subgroup. In the third stage, DPKT-AP used the AP algorithm to merge and cluster the spherical subgroups. Experiments on UCI data sets and synthetic data sets showed that DPKT-AP improved the clustering performance and accuracy for the algorithm. (shrink)

The trend to implement the monitoring system with a wireless sensor network has been becoming urgent due to guaranteed flight safety and the passengers comfortability in travel. In this paper, a new dynamic routing algorithm is proposed to prolong the lifetime of the monitoring system with a distributed network based on the K-coverage method, and filter algorithm to be used for data fusion. Finally, the simulation results validate the effectiveness of the proposed approach.

Through the recognition of ocean sediment sonar images, the texture in the image can be classified, which provides an important basis for the classification of ocean sediment. Aiming at the problems of low efficiency, waste of human resources, and low accuracy in the traditional manual side-scan sonar image discrimination, this paper studies the application of image recognition technology in sonar image substrate texture discrimination, which is popular in many fields. At the same time, considering the scale complexity, diversity, multisources, and (...) small sample characteristics of the marine sediment sonar image texture, the transfer learning is introduced into the image recognition, and the K-means clustering algorithm is used to reset the prior frame parameters to improve the speed and accuracy of image recognition. Through the experimental comparison between the original model and the new model based on transfer learning, the AP value of the yolov3 model based on transfer learning can reach 84.39%, which is 0.97% higher than that of the original model, with considerable accuracy and room for improvement; it takes less than 0.2 seconds. This shows the applicability and development of image recognition technology in texture discrimination of bottom sonar images. (shrink)

I first met Parmenides – together with Xenophanes, Heraclitus, and the other great Presocratics – in a German translation by Wilhelm Nestle, famous as the editor of the later editions of Zeller's magnum opus. I was 15 or 16 years old, and I was overwhelmed by the meeting. The verses that I liked best were Parmenides' story of Selene's love for radiant Helios . But I did not like it that the translation made the moon male and the sun female (...) , and it occurred to me to give the couplet in German a title like ‘Moongoddess and Sungod’, or perhaps ‘Selene and Helios’, in order to rectify the genders. So I began fiddling about with the translations. The volume, which I still possess, shows many traces of this. (shrink)
