The combination of increased availability of large amounts of fine-grained human behavioral data and advances in machine learning is presiding over a growing reliance on algorithms to address complex societal problems. Algorithmic decision-making processes might lead to more objective and thus potentially fairer decisions than those made by humans who may be influenced by greed, prejudice, fatigue, or hunger. However, algorithmic decision-making has been criticized for its potential to enhance discrimination, information and power asymmetry, and opacity. In this paper, we (...) provide an overview of available technical solutions to enhance fairness, accountability, and transparency in algorithmic decision-making. We also highlight the criticality and urgency to engage multi-disciplinary teams of researchers, practitioners, policy-makers, and citizens to co-develop, deploy, and evaluate in the real-world algorithmic decision-making processes designed to maximize fairness and transparency. In doing so, we describe the Open Algortihms project as a step towards realizing the vision of a world where data and algorithms are used as lenses and levers in support of democracy and development. This article focuses on Eurimages, the Council of Europe fund for the co-production, distribution and exhibition of European films. The core investigation of this paper relates to the benefits this public fund has had for the European film sector. Reflecting on the fund's twenty-year existence, what output has been realized, both in economic and cultural terms? Turning to the future, what are the fund's prospects now that the sector is facing the technological challenge of digitization? In order to evaluate the (...) performance of the fund, the author takes a closer look at the economic, cultural and technologically innovative results achieved by Eurimages and relates these to the objectives that were set at its establishment. It maintains that the concepts of association, translation, and mediation make it possible to connect various localized situations and actions. Inductively defined structures are ubiquitous in mathematics; their specification is unambiguous and their properties are powerful. All fields of mathematical logic feature these structures prominently: the formula of a language, the set of theorems, the natural numbers, the primitive recursive functions, the constructive number classes and segments of the cumulative hierarchy of sets. -/- This dissertation gives a mathematical characterization of a species of inductively defined structures, called accessible domains, which include all of the above examples except the set of (...) theorems. The concept of an accessible domain comes from Wilfried Sieg's analysis of proof-theoretic practices, starting with his dissertation. In particular, he noticed the special epistemological character of elements of an accessible domain: they can always be uniquely identified with their build-up. Generally, the unique build-up of elements justifies the principles of induction and recursion. -/- I use category theory to give an abstract characterization of accessible domains. I claim that accessible domains are all instances of initial algebras for endofunctors. Grounded in the historical roots of Sieg's discussions, this dissertation shows how the properties of initial algebras for endofunctors and accessible domains coincide in a satisfying and natural way. -/- Filling out this characterization, I show how important examples of accessible domains fit into this broad characterization. I first characterize some accessible domains by relatively simple functors (e.g. finite, polynomial, those that preserve certain colimits) where we can see how iterating the functor can produce the accessible domain. Then I describe accessible domains that result from more involved specifications (e.g. ordinals and segments of the cumulative hierarchies associated with CZF, IZF, and ZF) by relying heavily on algebraic set theory. This modern, advanced textbook reviews modal logic, a field which caught the attention of computer scientists in the late 1970's.

In this paper, we build upon Bruno Latour’s political writings to address the current impasse regarding algorithms in public life. We assert that the increasing difficulties at governing algorithms—be they qualified as “machine learning,” “big data,” or “artificial intelligence”—can be related to their current ontological thinness: deriving from constricted views on theoretical practices, algorithms’ standard definition as problem-solving computerized methods provides poor grips for affective dissensions. We then emphasize on the role historical and ethnographic studies of algorithms can potentially play (...) in the politicization of algorithms. By both digging into the genealogy of algorithms’ constricted definition and by making their contemporary constitutive relationships more visible, both historical and ethnographic studies can contribute to vascularizing algorithms and making them objects of enlarged disputes. We conclude by giving a flavor of the political potential of the vascularization efforts we call for, using materials from an ethnographic study conducted in a computer science laboratory. (shrink)

Moral latitude is only ever a matter of coincidence on the most popular decision procedure in the literature on moral uncertainty. In all possible choice situations other than those in which two or more options happen to be tied for maximal expected choiceworthiness, Maximize Expected Choiceworthiness implies that only one possible option is uniquely appropriate. A better theory of appropriateness would be more sensitive to the decision maker’s credence in theories that endorse agent-centred prerogatives. Various philosophers have wanted to move from a (P.F.) “Strawsonian” understanding of the “practices of moral responsibility” to a non-skeptical result. I focus on a strategy moving from a “response-dependent” theory of responsibility. I aim to show that a key analogy associated with this strategy fails to support a compatibilist result. It seems clear that nothing could show that nothing we have been laughing at has really been funny. If “the funny” is similar to “the blameworthy”, then perhaps it would (...) follow that nothing could show that no one we have ever blamed has really been blameworthy. The comparison is interesting, but inconclusive: even if we grant that these properties are normatively similar, the latter has substantive empirical presuppositions, whereas the former does not. One important upshot: even if the standards operative in our practices cannot be mistaken, it could nevertheless be that no one has ever met these standards Ruling out this possibility seemingly requires re-engaging in all of the so-called "metaphysical" debates Strawsonians are keen to avoid. This book launches a sustained defense of a radical interpretation of the doctrine of the open future. Patrick Todd argues that all claims about undetermined aspects of the future are simply false.

The author uses social epistemology to develop the cognitive authority theory. The fundamental concept of cognitive authority is that people construct knowledge in two different ways: based on their first-hand experience or on what they have learned second-hand from others. What people learn first-hand depends on the stock of ideas they bring to the interpretation and understanding of their encounters with the world. People primarily depend on others for ideas as well as for information outside the range of direct experience. (...) Much of what they think of the world is what they have gained second-hand. All that people know of the world beyond the narrow range of their own lives is what others have told them. However, people do not count all hearsay as equally reliable; only those who are deemed to “know what they are talking about” become cognitive authorities. --. (shrink)

As well as disagreeing about how much one should donate to charity, moral theories also disagree about where one should donate. In light of this disagreement, how should the morally uncertain philanthropist allocate her donations? In many cases, one intuitively attractive option is for the philanthropist to split her donations across all of the charities that are recommended by moral views in which she has positive credence, with each charity’s share being proportional to her credence in the moral theories that (...) recommend that particular charity. Despite the fact that something like this approach is already being used by real-world philanthropists to distribute billions of dollars of donations, it is not supported by any of the approaches to moral uncertainty that have been proposed thus-far in the philosophical literature. In this paper, we will develop a bargaining-based approach to moral uncertainty that honors the proportionality intuition in favor of splitting one’s donations. We also show how this bargaining-based approach has several further advantages over the best alternative proposals. (shrink)

Professor Richard Pring's BJES Vol. 48, No. 1 editorial shares a widespread unease regarding government centralisation of state-funded research (not only on education). Unfortunately the editorial compromises with this trend by suggesting it is obvious to academic experts where research should be so concentrated. Instead, an alternative model of research is advocated to counter so far as is possible the tendency towards centralisation.

To get to grips with what Shapiro does and can say about higher-order vagueness, it is first necessary to thoroughly review and evaluate his conception of (first-order) vagueness, a conception which is both rich and suggestive but, as it turns out, not so easy to stabilise. In Sections I–IV, his basic position on vagueness (see Shapiro [2003]) is outlined and assessed. As we go along, I offer some suggestions for improvement. In Sections V–VI, I review two key paradoxes of higher-order (...) vagueness, while in Section VII, I explore a possible line of response to such paradoxes given by Keefe [2000]. Contemporary hybrid logic is based on the idea of using formulas as terms, an idea invented and explored by Arthur Prior in the mid-1960s. But Prior’s own work on hybrid logic remains largely undiscussed. This is unfortunate, since hybridisation played a role that was both central to and problematic for his philosophical views on tense. In this paper I introduce hybrid logic from a contemporary perspective, and then examine the role it played in Prior’s work.

While French biologists were turning a cold shoulder to On the Origin of Species in the 1860s, Charles Darwin was earnestly pursuing a professional connection with one French physiologist in particular: Charles Brown-Séquard. Darwin had been closely following Brown-Séquard’s startling experiments on guinea pigs, which demonstrated that experimentally induced epilepsy could pass from parent to offspring. In Darwin’s mind, Brown-Séquard had produced the most convincing evidence to date that acquired traits could be inherited. Darwin saw opportunities in Brown-Séquard and his (...) work. If Brown-Séquard realized the evolutionary implications of his experiments, and then endorsed the Origin in Paris, Darwin could be well on his way to securing a French audience for his theories. Darwin quickly mobilized his powers of correspondence to make this French connection, but Brown-Séquard received Darwin’s advances with caution. A connection with Darwin could be useful in London and America, where he was increasingly spending time, but to publicly support Darwin would be professionally damaging back home in Paris. This paper examines the dance of letters between Darwin and Brown-Séquard, the politics of citation, and the delicacy of sustaining a transnational biological career between France and Britain in the 1860s. This paper casts a new perspective on an old debate in the history of biology. I show that from within the “heavy cloud” of anti-evolutionary thought in France, there existed a live wire between Brown-Séquard and Darwin. I argue that British evolutionary theory in the age of Darwin was built, in part, with French participation. (shrink)
