Two interpretations of the precautionary principle are considered. According to the normative interpretation, the precautionary principle should be characterised in terms of what it urges doctors and other decision makers to do. According to the epistemic interpretation, the precautionary principle should be characterised in terms of what it urges us to believe. This paper recommends against the use of the precautionary principle as a decision rule in medical decision making, based on an impossibility theorem presented in Peterson . However, (...) the main point of the paper is an argument to the effect that decision theoretical problems associated with the precautionary principle can be overcome by paying greater attention to its epistemic dimension. I examine one of the conceptual cornerstones of the field known as computational neuroscience, especially as articulated in Churchland et al. (1990), an article that is arguably the locus classicus of this term and its meaning. The authors of that article try, but I claim ultimately fail, to mark off the enterprise of computational neuroscience as an interdisciplinary approach to understanding the cognitive, information-processing functions of the brain. The failure is a result of the fact that the authors provide no (...) principled means to distinguish the study of neural systems as genuinely computational/information-processing from the study of any complex causal process. I then argue for two things. First, that in order to appropriately mark off computational neuroscience, one must be able to assign a semantics to the states over which an attempt to provide a computational explanation is made. Second, I show that neither of the two most popular ways of trying to effect such content assignation -- informational semantics and 'biosemantics' -- can make the required distinction, at least not in a way that a computational neuroscientist should be happy about. The moral of the story as I take it is not a negative one to the effect that computational neuroscience is in principle incapable of doing what it wants to do. In evolutionary medicine, researchers characterize some outcomes as evolutionary mismatch. Mismatch problems arise as the result of organisms living in environments to which they are poorly adapted, typically as the result of some rapid environmental change. Depression, anxiety, obesity, myopia, insomnia, breast cancer, dental problems, and numerous other negative health outcomes have all been characterized as mismatch problems. The exact nature of evolutionary mismatch itself is unclear, however. This leads to a lack of clarity about the sorts of problems that (...) evolutionary mismatch can actually explain. Resolving this challenge is important not only for the evolutionary health literature, but also because the notion of evolutionary mismatch involves central concepts in evolutionary biology: fitness, evolution in changing environments, and so forth. In this paper, I examine two characterizations of mismatch currently in the literature. I propose that we conceptualize mismatch as a relation between an optimal environment and an actual environment. Given an organism and its particular physiology, the optimal environment is the environment in which the organism’s fitness is maximized: in other words, the optimal environment is that in which the organism’s fitness is as high as it can possibly be. The actual environment is the environment in which the organism actually finds itself. To the extent that there is a discordance between the organism’s actual and optimal environments, there is an evolutionary mismatch. In the paper, I show that this account of mismatch gives us the right result when other accounts fail, and provides useful targets for investigation. (shrink)

Metaethical constructivism aims to explain morality’s authority and relevance by basing it in agency, in a capacity of the creatures who are in fact morally bound. But constructivists have struggled to wring anything recognizably moral from an appropriately minimal conception of agency. Even if they could, basing our reasons in our individual agency seems to make other people reason-giving for us only indirectly. This paper argues for a constructivism based on a social conception of agency, on which our capacity to (...) recognize ourselves as having reasons ties us inescapably to others. It argues that mutual recognition is a pervasive feature of linguistic concepts, and builds this into a view called transformative expressivism. (shrink)

In Australia and other countries, certain groups of women have traditionally been denied access to assisted reproductive technologies . These typically are single heterosexual women, lesbians, poor women, and those whose ability to rear children is questioned, particularly women with certain disabilities or who are older. The arguments used to justify selection of women for ARTs are most often based on issues such as scarcity of resources, and absence of infertility , or on social concerns: that it “goes against nature”; (...) particular women might not make good mothers; unconventional families are not socially acceptable; or that children of older mothers might be orphaned at an early age. The social, medical, legal, and ethical reasoning that has traditionally promoted this lack of equity in access to ARTs, and whether the criteria used for client deselection are ethically appropriate in any particular case, are explored by this review. In addition, the issues of distribution and just “gatekeeping” practices associated with these sensitive medical services are examined. (shrink)

The emulation theory of representation is developed and explored as a framework that can revealingly synthesize a wide variety of representational functions of the brain. The framework is based on constructs from control theory (forward models) and signal processing (Kalman filters). The idea is that in addition to simply engaging with the body and environment, the brain constructs neural circuits that act as models of the body and environment. During overt sensorimotor engagement, these models are driven by efference copies in (...) parallel with the body and environment, in order to provide expectations of the sensory feedback, and to enhance and process sensory information. These models can also be run off-line in order to produce imagery, estimate outcomes of different actions, and evaluate and develop motor plans. The framework is initially developed within the context of motor control, where it has been shown that inner models running in parallel with the body can reduce the effects of feedback delay problems. The same mechanisms can account for motor imagery as the off-line driving of the emulator via efference copies. The framework is extended to account for visual imagery as the off-line driving of an emulator of the motor-visual loop. I also show how such systems can provide for amodal spatial imagery. Perception, including visual perception, results from such models being used to form expectations of, and to interpret, sensory input. I close by briefly outlining other cognitive functions that might also be synthesized within this framework, including reasoning, theory of mind phenomena, and language. Groundhog Day provides fairly conventional answers about how to live a good life by focusing on issues of spiritual redemption, selflessness, and developing one’s human potential. In contrast, Lovers provides a dark portrayal of a civilization on (...) the brink of extinction but offers a glimmer of hope for the future. The lifestyle and values of married vampires Adam and Eve represent an alternative vision of the core values needed to sustain a better world: greater reliance on human imagination, maintaining a sense of wonder and curiosity about the world, creating and appreciating works of art and living in harmony with the natural world. Both films also offer a perspective on the importance of romantic love in living a good life. Although these perspectives often diverge from one another, they do overlap in some interesting ways. The style of film criticism used in this paper is inspired by the film philosophy of Stanley Cavell. (shrink)

This brief commentary has three goals. The first is to argue that ‘‘framework debate’’ in cognitive science is unresolvable. The idea that one theory or framework can singly account for the vast complexity and variety of cognitive processes seems unlikely if not impossible. The second goal is a consequence of this: We should consider how the various theories on offer work together in diverse contexts of investigation. A final goal is to supply a brief review for readers who are compelled (...) by these points to explore existing literature on the topic. Despite this literature, pluralism has garnered very little attention from broader cognitive science. We end by briefly considering what it might mean for theoretical cognitive science. (shrink)

Using the Godel incompleteness result for leverage, Roger Penrose has argued that the mechanism for consciousness involves quantum gravitational phenomena, acting through microtubules in neurons. We show that this hypothesis is implausible. First the Godel result does not imply that human thought is in fact non-algorithmic. Second, whether or not non-algorithmic quantum gravitational phenomena actually exist, and if they did how that could conceivably implicate microtubules, and if microtubules were involved, how that could conceivably implicate consciousness, is entirely speculative. Third, (...) cytoplasmic ions such as calcium and sodium are almost certainly present in the microtubule pore, barring the quantum-mechanical effects Penrose envisages. Finally, physiological evidence indicates that consciousness does not directly depend on microtubule properties in any case, rendering doubtful any theory according to which consciousness is generated in the microtubules. This article surveys three categories of biological theorizing derived from evolutionary biology, cognitive science of religion, and neuroscience. This article outlines the main tenets of affect theory and links these to Sloterdijk’s spherology. Where affect foregrounds prepersonal energies and posthuman impulses, spherology provides a lens for considering how humans congregate in constantly reconfiguring socialities in their pursuit of legitimacy and immunity. The article then explores the relevance of “affective spheres” for contemporary social science research. The article’s main argument here is that research of contemporary organisational and professional practices must increasingly be spherogenic, or seeking to build “affective spheres.” (...) The basis of this argument are the in situ complexity and fast-changing nature of practices, and the increasing challenges involved in objectifying or ‘freezing’, and analysing or dissecting such practices. The article draws for its case study on a video-reflexive project conducted in a U.S. health service. The article concludes that the notion of research as spherogenics counterbalances the conventional methodological emphasis on a predetermined stance —whether neutral or political—in our construction and enactment of social science research. Work injury compensation and pensions are often determined according to medical disability rating scales attributing a percentage to each impaired body part or function. Incorporated into central medical–administrative networks of committees and examinations, these produce disability as a calculable space. This article examines the specific case of the Israeli National Insurance regulations regarding work injuries of 1956 and analyzes the shifted order they set. Looking at this system in the specific historical context of transition from the British Mandate workmen’s compensation (...) system to the “disability percentages” system, provides insight into the process of structuring and stabilizing durable numerical forms and the production of centralized government. Drawing on conceptualizations regarding the sociotechnical role of classification systems, I contend that through encoding and calculating classifications of disability, heterogeneity is eliminated and an ordering based on physiology is “black boxed,” illustrating the importance of technoscientific formations in structuring the “medical model of disability.”. Fully embracing one's embodied suffering, rather than denying it or mentally explaining it away, can open an individual to a broader sense of interbeing, to the ability to endure, survive, and move through pain and toward a deeper sense of compassion, peace, joy, and liberation. The self benefits from exploring interbeing using an environmental metaphor to consider the human body: the body as terroir. Terroir is analogous to the specific microclimate and natural environment in which quality wine is produced. Appreciation (...) of oneself as a unique mobile terroir can reveal estranged aspects of the host/guest relationship of interbeing within the individual body/self. In Knowing Emotions, Furtak argues that it is only through the emotions that we can perceive meaning in life, and only by feeling emotions that we are able to recognize the value or significance of anything whatsoever. Our affective responses and dispositions therefore play a critical role in human existence, and their felt quality is intimately related to the awareness they provide.

The question of whether time is its own best representation is explored. Though there is theoretical debate between proponents of internal models and embedded cognition proponents (e.g. Brooks R 1991 Artificial Intelligence 47 139–59) concerning whether the world is its own best model, proponents of internal models are often content to let time be its own best representation. This happens via the time update of the model that simply allows the model’s state to evolve along with the state of the (...) modeled domain. I argue that this is neither necessary nor advisable. I show that this is not necessary by describing how internal modeling approaches can be generalized to schemes that explicitly represent time by maintaining trajectory estimates rather than state estimates. Though there are a variety of ways this could be done, I illustrate the proposal with a scheme that combines filtering, smoothing and prediction to maintain an estimate of the modeled domain’s trajectory over time. I show that letting time be its own representation is not advisable by showing how trajectory estimation schemes can provide accounts of temporal illusions, such as apparent motion, that pose serious difficulties for any scheme that lets time be its own representation. In 1996, the Land and Water Fund of the Rockies (LAW Fund), a nonprofit environmental lawand policy center based in Boulder, Colorado, released How the West Can Win: A Blueprint for a Clean and Affordable Energy Future. The blueprint found that rapid growth in the West would lead to another round of fossil fuel–fired power plants and the associated environmental impacts unless policy makers changed course toward a more sustainable energy future. The study provided a set of strategies that lawmakers, (...) regulators, and other stakeholders could use to help implement such a course change. It is concluded that the blueprint’s recommendations are even more salient than they were 5 years ago. b>: The problem of how physical systems, such as brains, come to represent themselves as subjects in an objective world is addressed. I develop an account of the requirements for this ability that draws on and refines work in a philosophical tradition that runs from Kant through Peter Strawson to Gareth Evans. The basic idea is that the ability to represent oneself as a subject in a world whose existence is independent of oneself involves the ability to represent space, and (...) in particular, to represent oneself as one object among others in an objective spatial realm. In parallel, I provide an account of how this ability, and the mechanisms that support it, are realized neurobiologically. This aspect of the article draws on, and refines, work done in the neurobiology and psychology of egocentric and allocentric spatial representation. (shrink)

Globally, chronic disease and conditions such as diabetes, cardiovascular disease, depression and cancer are the leading causes of morbidity and mortality. Why, then, are public health efforts and programs aimed at preventing chronic disease so difficult to implement and maintain? Also, why is primary care—the key medical specialty for helping persons with chronic disease manage their illnesses—in decline? Public health suffers from its often being socially controversial, personally intrusive, irritating to many powerful corporate interests, and structurally designed to be largely (...) invisible and, as a result, taken for granted. Primary care struggles from low reimbursements, relative to specialists, excessive paperwork and time demands that are unattractive to medical students. Our paper concludes with a discussion of why the need for more aggressive public health and redesigned primary care is great, will grow substantially in the near future, and yet will continue to struggle with funding and public popularity. We explored the influence of negation on cognitive dynamics, measured using mouse‐movement trajectories, to test the classic notion that negation acts as an operator on linguistic processing. In three experiments, participants verified the truth or falsity of simple statements, and we tracked the computer‐mouse trajectories of their responses. Sentences expressing these facts sometimes contained a negation. Such negated statements could be true (e.g., “elephants are not small”) or false (e.g., “elephants are not large”). In the first experiment, as predicted by (...) the classic notion of negation, we found that negation caused more discreteness in the mouse trajectory of a response. The second experiment induced a simple context for these statements, yet negation still increased discreteness in trajectories. A third experiment enhanced the pragmatic context of sentences, and the discreteness was substantially diminished, with one primary measure no longer significantly showing increased discreteness at all. Traditional linguistic theories predict rapid shifts in cognitive dynamics occur due to the nature of negation: It is an operator that reverses the truth or falsity of an interpretation. We argue that these results support both propositional and contextual accounts of negation present in the literature, suggesting that contextual factors are crucial for determining the kind of cognitive dynamics displayed. We conclude by drawing broader lessons about theories of cognition from the case of negation. (shrink)
