Pitsios, Rigas I saw reproduced a few years ago, in beautiful colours on the jacket of the book Wisdom of the West by Bertrand Russell, the photo of a marble head of Epicurus, who lived and taught in Athens, during and shortly after Macedonian imperialism and its leading actor, Alexander, made their appearance on the Middle-Eastern scene. The fact is probably indicative of the recognition, by an eminent representative of modern civilization, of the ancient philosopher's importance; it may (...) also be taken as a sign of the times, in that it expresses the need of many to reexamine and understand better the teachings of Epicurus, their relevance to our own times and their usefulness in the planning of our lives. Refugees can be formed as “subjects” as they navigate forced displacement in countries that are not their own. In particular, everyday life as the politicized Other, and as humanitarianism’s depoliticized beneficiary, can constitute them as political subjects. Understanding these produced subjects and subjectivities leads us to conceive of forced displacement – or “refugeedom” – as a human condition or experience of political (sub)alterity, within which inhere distinctive subjectivations and subjectivities. Drawing on fieldwork in Beirut, Lebanon, we use young Syrian and (...) Iraqi refugees’ experiences with everyday racism, violent bullying and racialized discrimination as heuristic lenses with which to see displacement’s political subjects and subjectivities. We argue that the young refugees emerge as both political and moral subjects through core and defining struggles within – and against – these politicizing constraints. We interpret their struggles as ambivalently and dynamically situated within humanitarianism’s and racism’s subjections and subjectivities. Yet we also found that occasionally the young refugees could eclipse these produced subjectivities to claim repoliticized subjecthoods distinct from those of humanitarianism and outside displacement’s normal politics. We interpret these in Rancièrian terms as “political subjectivation.” Abstracting our findings, we offer a simple theoretical architecture of refugeedom’s subjectivations, subjects, and subjectivities as comprising humanitarianism’s rights-bearing or juridical subject; the vulnerable and resilient, innocent and suffering subject; and the Othered or racialized subject, formed through the exclusions of displacement’s politicized spaces. But we also conceive refugeedom as a space of values, and so the ground on which moral meaning and significance attach to agency and subjectivity. (shrink)

Ernest Gellner’s many writings on the Soviet socialist project sought to come to terms with one of the key sociological and ideological arcs of the 20th century: the rise and fall of a utopian experiment, one that for some served as a kind of proof of principle, whose modern intellectual origins were more than 170 years old at the time of its demise. Gellner loved Russia and spent much time there. And he engaged with its 20th century very deeply, although (...) I think from a very distinctive position outside of the Soviet experience. His analyses of the socialist bloc included attention to Soviet Marxism as a developmental ideology, as a secular religion that sacralized the everyday, leaving no room for a certain kind of civil society; and he offered the outlines of an account of its failure – from its revolutionary heroism through the cynicism of its stagnation to the possibilities and constraints of so-called post-socialist space. Along the way, Gellner’s insistent critiques of Soviet Marxism – of both its theoretical and actually-existing varieties – were powerful, sometimes polemical, and latterly self-critical. So what can we now make of Gellner’s rich analyses of the utopia that failed? This paper offers relative departures from pieces of Gellner’s intellectual trail, in the hope that at least part of the significance of the 20th century lies within the lessons that we draw from the utopia that failed. On the basis of the archival materials, first identified by the authors, and the published historical sources that have not yet come to the attention of historians of science, this article reconstructs the biography of Johann Christian Weltzien (1767–1829), doctor of medicine and surgery. In 1785, Weltzien became a court physician. In 1799, in the retinue of Grand Duke Konstantin Pavlovich, he participated in Italian and Swiss military campaigns. After that, Weltzien was assigned to the Сourt of Grand Duke Konstantin (...) Pavlovich of Russia and stayed at his court until 1810. He started his charitable activities in the Medico-Philanthropic Committee. From May 1810 to the middle of 1825, Weltzien was a physician at the Imperial Page Corps. It turned out that around the same time, in 1804–1825, he was a member of the Medical Council. Furthermore, as there were two medical councils under two ministries at the time, in 1811–1822, he was a member of both. Since 1825, Weltzien lived on his estate in Somel, now Vaiatu Manor in Estonia, and died in St. Petersburg. Weltzien’s work as a provincial physician prompted him to write a book on medical police, which was published in 1785. It has been established that this remained his only book on the topic. The article shows that Weltzien became one of the first ideologists of state care for public health in the Russian Empire. Weltzien’s ideas, expressed over 200 years ago, regarding the state having mechanisms to impact public health and the importance of not excluding it from solving health problems have not lost their significance even today. Seinen Lebensunterhalt verdiente er im Predigeramt, seine erste Anstellung nach dem Studium im ostpreußischen Königsberg fand er in Riga. Hier in Livland beginnt ein homiletisches Schaffen, das ihn über seine Lebensstationen hinweg bis nach Weimar beschäftigen wird. Die vorliegende Edition erschließt erstmals vollständig Herders Predigtnachlaß, zunächst für die erste Epoche seines Wirkens. Sie umfaßt die Zeit bis Mai 1769, ediert sämtliche erhaltenen Predigten aus der Rigaer Periode, weist verlorene (...) Texte nach und berücksichtigt auch die Entwürfe aus Schul- und Studienzeit, die bis etwa 1758 zurückgehen. The Prussian Protestant Daniel Hermann is an important Neo-Latin poet. He lived from probably 1543 until 1601. Hermann studied at Königsberg, Straßburg, Basel and Wittenberg. Afterwards he served as a secretary at the Imperial Court at Vienna, later as a secretary of the city of Danzig and permanent ambassador of Danzig at the Royal Polish court during the wars against Russia. After the war he married and settled down in Riga and became the secretary of the Polish governor Cardinal Radziwil (...) and later of the general Georg Fahrensbach. Besides lots of poems on academical, political and private occasions he wrote letters in poetic form as well as theological, philosophical and political poems. This paper provides an overview over Hermann ’s life and his poetry, especially the poems written and published in Riga, and a short summary of the research on this poet. (shrink)

Isaiah Berlin was the greatest intellectual historian of the twentieth century. But his work also made an original and important contribution to moral and political philosophy and to liberal theory. In 1921, at the age of eleven, Isaiah Berlin arrived in England from Riga, Latvia. By the time he was thirty he was at the heart of British intellectual life. He has remained its commanding presence ever since, and few would dispute that he was one of Britain's greatest thinkers. His (...) reputation extends worldwide--as a great conversationalist, intellectual historian, and man of letters. He has been called the century's most inspired reader. Yet Berlin's contributions to thought--in particular to moral and political philosophy, and to liberal theory--are little understood, and surprisingly neglected by the academic world. In this book, they are shown to be animated by a single, powerful, subversive idea: value-pluralism which affirms the reality of a deep conflict between ultimate human values that reason cannot resolve. Though bracingly clear-headed, humane and realist, Berlin's value-pluralism runs against the dominant Western traditions, secular and religious, which avow an ultimate harmony of values. This thesis examines the practice of haemodialysis and kidney transplantation, the two medical therapies available for persons with kidney failure, from a phenomenological perspective. A basic assumption made in the thesis is that contemporary biomedicine is deeply embedded in the cultural, historical, economic, and political circumstances provided by the particular local, national, and transnational contexts in which it is practiced. The aim of the thesis is twofold. On the one hand, the aim is to examine the forms of person- and (...) patienthood enacted and negotiated in haemodialysis and kidney transplantation care and in the daily lives of persons with kidney failure. On the other hand, the aim is to investigate the ways in which the enacted and negotiated forms of person- and patienthood are culturally embedded and normatively charged. In order to examine and investigate this twofold aim, an empirical material has been gathered that comprises observations and in-depth interviews with patients and caregivers at four haemodialysis units, one in Riga, Latvia, and three in Stockholm, Sweden. The theoretical approach and methodology of the study is cultural and phenomenological in character, drawing on an ethnological and anthropological understanding of culture as processual and relational, and on a phenomenological understanding of personhood as embodied and intertwined with the surrounding world. The thesis shows that patients’ encounters and attempts to deal with the diagnoses and treatments associated with kidney failure are complex and often misalign them with the normatively charged orientations enacted and recommended by medicine. The complex situation that emerges when they undergo transplantation, for example, stands in stark contrast to the widespread official view of organ transplantation as a self-evidently health-bringing and normalising therapy. Through their repeated and extensive experiences of undergoing haemodialysis and living with the disease, patients eventually become able to create a synthesis between their lived experiences of their own body and their body as a medical object – what in the thesis is called a ‘sick body’ – a synthesis that allows them to reorient themselves in life and experience a sense of direction. This process relies, to a large extent, on the temporal structure that haemodialysis affords life; it is by repeatedly undergoing the treatment that patients become able to create a sick body. Even so, many of them find this temporal structure problematic; they experience it as disruptive of their control and future-orientedness and as causing an existentially difficult-to-handle boredom. The thesis also shows that the political developments and the norms prevalent in the two national contexts studied greatly affect the orientations of the treatment practices and the participants’ lives. In both Riga and Stockholm, ideals of freedom, activity, control, and self-actualisation influence what forms of patienthood and personhood are enacted. The study indicates that persons who fall ill with a serious and chronic disease only gradually become able to understand and actively cope with their differently embodied circumstances of life. This suggests that medical professionals should not too hastily enlist their patients as experts on their own bodies, but rather provide them with the time and support necessary for making repeated attempts at creating and maintaining a life with a sick body. In this article, a little-studied problem of the critical analysis of the philosophical and logical position of the representative of German philosophical tradition Christoph Sigwart in the university philosophy, especially in the work of a Kharkiv private-docent Isidor Prodan is presented. At first, the main periods of the scientific and creative career of Isidor Prodan, including his studying at the Czernowitz Gymnasium and the philosophical faculty at the University of Vienna are considered. His teacher in Vienna was a very famous (...) German and Austrian professor Franz Brentano, the author of the work “Psychology from an Empirical Standpoint” and the founder of “descriptive psychology” and intentionalism. Then his teaching of logic and philosophy at the Gymnasiums of Kishinev, Izmail, Riga, Tartu, and Moscow from 1876 till 1900 is emphasized. Then the features of the teaching and the publications of Isidor Prodan in his “Kharkiv period” are pointed out, during which he was a private-docent at the department of philosophy. Isidor Prodan’s works at this time comprise three areas: 1) History of logic, 2) philosophy of common sense, 3) critique of Kant and Neo-Kantianism. In the last group, his work “The Truth about Kant ” was of great importance. His very important work was the monograph “The Cognition and its Object ”. The positions of well-known philosophers and less-known authors were here analyzed. Isidor Prodan’s critical interpretation of the logical viewpoint of Christoph Sigwart in his two-volume work “Logic” occupies an important place in this analysis. In turn, Isidor Prodan’s important achievement was the popularization of the ideas of this German logician and philosopher, in particular, because of his translation of extracts from the work “Logic”. No Diário de viagem de 1769, a jornada marítima que J. G. Herder empreende de Riga a Nantes representa a saída em busca de novos horizontes, de novos modos de ver o mundo, em favor de um projeto reformista tipicamente esclarecido. Coerente com a ótica cosmopolita do Esclarecimento, a viagem herderiana evoca uma temporalidade aberta e grandes expectativas em relação ao futuro. Contudo, poucos anos depois, no ensaio Mais uma filosofia da história para a formação da humanidade, esse projeto é (...) submetido a uma crítica contundente, de modo que o horizonte de expectativa de 1769 recua em favor de um espaço de experiência tradicionalmente formado: o círculo da cultura. Isso se evidencia na afirmação emblemática, aparentemente paradoxal de Herder em 1774, de que as viagens ao estrangeiro são sinal de “doença, de flatulência, de riqueza malsã, de pressentimento de morte”, apontando para uma tensão dialética típica de seu pensamento de juventude. Among the hidden treasures squirreled away in the archives of Israel’s National Library lies a fragmented correspondence that sheds new light on the afterlife of a project that was long deemed the farewell gift to the German language and culture from the remnants of its Jewry. It is an exchange of letters between two scholars, whose interest in the German rendition of the Bible occupied them for many years, first in Germany, and later in the land where Hebrew was vernacular (...) and where one might think there would no longer be a need for translations of the Bible; particularly not into a language that aroused considerable aversion in the aftermath of the war. And yet, the 1963–64 exchange between the two Jerusalemites, the Vienna-born and Frankfurt-crowned philosopher, theologian, and translator Martin Buber and the Riga-born, Berlin- and Marburg-educated biblical scholar Nechama Leibowitz tells a different story. It shows they both believed the project that began under the title Die Schrift, zu verdeutschen unternommen should be revised once again, after its completion so as to underline its ongoing relevance for present and future readings of the Bible tout court, in German and Hebrew speaking lands alike. Latvia presents a unique and counterintuitive case in the history of postsocialist ethnic relations. Despite the USSR's having annexed Latvia by fiat and armed force in the 1940s—and despite the population transfers of so many Russians and other Soviet peoples to the region that Latvians themselves nearly became an ethnic minority in “their own” republic—there has been no ethnic violence between Latvians and Russians in the postsocialist era. Yet the events of summer 2014 have radically shifted the political imaginary of (...) this region, raising the specter of a loss of social cohesion and an eruption of violence. The essay examines one of the factors that has supported amity in Latvia for the past two decades: late-Soviet cosmopolitanism and its legacies in present-day Latvian cultural life. Analysis focuses on public art projects in Riga during the summer of 2014, in the shadow of the war in Ukraine. (shrink)

An academic integrity policy usually specifies the university’s ethical principles and values, the forms of appropriate academic behaviour, the penalties for academic malpractice and the procedures for handling policy violations. However, the policy does not itself create academic integrity, but needs to be consistently and effectively communicated, implemented, and applied. This paper presents a case study investigating the extent to which students at Riga Technical University are informed about the university’s academic integrity policy. This quantitative research was performed by surveying (...) two groups of respondents: domestic students in the first year of their bachelor’s studies and the heads of the corresponding study programmes. The results revealed a low level of students’ awareness of the university policy on academic integrity and a lack of systematic institutional approach to promoting academic integrity. The study results also indicated that students with a higher awareness of the university policy on academic integrity were less tolerant towards violations and perceived academic integrity as an essential aspect for both the academic community and student life. These findings establish a foundation for a more extensive discussion of academic integrity issues in Latvia. They can also serve as impetus for similar studies in other Latvian universities, as well as research taking an international comparative perspective. (shrink)

The first attempt to bring together the historians of science from the Baltic States took place in Riga in 1958. Prof. Pauls Stradiņš initiated and organised a joint meeting for historians of science from Latvia, Estonia and Lithuania under the supervision of the Academy of Sciences of the USSR. A program for future joint activities was developed, and the tradition of joint conferences—the Baltic Conference on History of Science —in each country followed. In 1991, the Baltic Association of the History (...) and Philosophy of Science, uniting historians and philosophers of science of independent Estonia, Latvia, and Lithuania, took over organising the BCHS. The article aims to present an overview of the published results of the conference, which is partly based on the annotated bibliography of the conference. The authors analyse the subject, dissemination and tradition of the BCHS, and discuss the role of academic institutions in organising the events. Since the overview was inspired by a decision to gather a complete set of books of conference abstracts, it also resulted in recommendations for conference organisers. Between 1958 and 2019, twenty-nine conferences were organised and 2,880 papers were presented. The next conference will take place in Finland in 2022. The main ideas of the article were presented at the 26th International Congress on History and Philosophy of Science in Prague in 2021. (shrink)

The purpose of the article is to identify and investigate the first attempts to institutionalize non-state communities of engineers and technicians in the Russian Empire, and to determine whether the Russian Technical Society was the first center to unify the engineering community. The period covered in this study (1850s–1860s) refers to the initial period of the emergence of scientific and technical societies in the Russian Empire, which are considered as a new type of a structural organization of science and technology. (...) The article reveals that the first attempts to institutionalize non-state engineering and technical communities were successful in Livland and Kherson provinces. It has been confirmed that the preferred hypothesis in the matter of the Russian Technical Society does not correspond to historical reality. Two scientific and technical societies of Livland and Kherson provinces were analyzed in the article: the Society of Technicians in Riga and Odessa Society of Engineers and Architects. It was found that the mentioned societies, established in Riga and Odessa, can be considered almost the first scientific and technical societies in the Russian Empire, created even before the Russian Technical Society commenced its activities. For the first time, a detailed study of the process of their organization and activity was carried out. The article also highlights the legislative principles of the activities of the mentioned societies. A comparative analysis of their statutes was carried out, identifying the common and distinctive features. The study proved the polytechnic nature of their activity and determined its priorities. Despite the fact that the Russian Technical Society turned out to be the most powerful scientific and technical society of the Russian Empire, attention is focused on the fact that the Society of Technicians in Riga continued its activities as an independent scientific and technical association. The article highlights the inaccuracies and some false statements about the studied societies. The attempt of marine engineers in the city of Mykolaiv to establish an independent public scientific and technical society in 1864 is also discussed. (shrink)

Ostwald (born September 2, 1853, Riga, Latvia, Russia; died April 4, 1932, at his private estate near Leipzig, Germany) almost single-handedly established physical chemistry as an acknowledged academic discipline. In 1909, he was awarded the Nobel Prize in chemistry for his work on catalysis, chemical equilibria, and reaction velocities. Ostwald was graduated in chemistry at the University of Dorpat (now Tartu, Estonia) and appointed professor of chemistry in Riga in 1881, before he moved from Russia to Germany on the chair (...) in physical chemistry at the University of Leipzig in 1887. For about twenty years he made Leipzig an international center of physical chemistry: by establishing an instruction and research laboratory that attracted virtually the whole next generation of physical chemists; by editing the first journal of the field (Zeitschrift für physikalische Chemie); and by writing numerous textbooks. In 1906, he retired from university and devoted the rest of his life to various topics, including the history and philosophy of science, color theory, painting, the writing of textbooks and popular books about science, the international organization of science, and the formation of an artificial language for the international exchange of ideas. Since his master degree thesis in 1876, Ostwald followed the general approach of applying physical measurement and mathematical reasoning to chemical issues. One of his major research topics was the chemical affinity of acids and bases. To that end, he studied the point of equilibrium in reactions systems where two acids in aqueous solution compete with each other for reaction with one base and vice versa. Because chemical analysis would have changed the equilibria, he skillfully adapted the measurement of physical properties to that problem, such as volume, refractive index, and electrical conductivity. From his extensive data he derived for each acid and base a characteristic affinity coefficient independent of the particular acid-base reactions. To understand the different chemical affinities, Ostwald drew on a new, but then hardly accepted and not yet fully developed, theory advanced by Svante Arrhenius. According to this theory of electrolytic dissociation, electrolytes like acids, bases, and salts dissociate in solution into oppositely charged ions to a certain degree, such that at infinite solution dissociation is complete..
