This paper provides an empirical and conceptual account on seeing machine learning models as part of a sociotechnical system to identify relevant vulnerabilities emerging in the context of use. As ML is increasingly adopted in socially sensitive and safety-critical domains, many ML applications end up not delivering on their promises, and contributing to new forms of algorithmic harm. There is still a lack of empirical insights as well as conceptual tools and frameworks to properly understand and design for the impact (...) of ML models in their sociotechnical context. In this paper, we follow a design science research approach to work towards such insights and tools. We center our study in the financial industry, where we first empirically map recently emerging MLOps practices to govern ML applications, and corroborate our insights with recent literature. We then perform an integrative literature research to identify a long list of vulnerabilities that emerge in the sociotechnical context of ML applications, and we theorize these along eight dimensions. We then perform semi-structured interviews in two real-world use cases and across a broad set of relevant actors and organizations, to validate the conceptual dimensions and identify challenges to address sociotechnical vulnerabilities in the design and governance of ML-based systems. The paper proposes a set of guidelines to proactively and integrally address both the dimensions of sociotechnical vulnerability, as well as the challenges identified in the empirical use case research, in the organization of MLOps practices. The introduction of novel diagnostic techniques in clinical domains such as genomics and radiology has led to a rich ethical debate on how to handle unsolicited findings that result from these innovations. Yet while unsolicited findings arise in both genomics and radiology, most of the relevant literature to date has tended to focus on only one of these domains. In this article, we synthesize and critically assess similarities and differences between “scanning the body” and “sequencing the genome” from an ethical (...) perspective. After briefly describing the novel diagnostic contexts leading to unsolicited findings, we synthesize and reflect on six core ethical issues that relate to both specialties: terminology; benefits and risks; autonomy; disclosure of unsolicited findings to children; uncertainty; and filters and routine screening. We identify ethical rationales that pertain to both fields and may contribute to more ethically sound policies. Considerations of preserving public trust and ensuring that people perceive healthcare policies as fair also support the need for a combined debate. (shrink)

Engineering programs in the United States have been experimenting with diverse pedagogical approaches to educate future professional engineers. However, a crucial dimension of ethics education that focuses on the values, personal commitments, and meaning of engineers has been missing in many of these pedagogical approaches. We argue that a value-based approach to professional ethics education is critically needed in engineering education, because such an approach is indispensable for cultivating self-reflective and socially engaged engineers. This paper starts by briefly comparing two (...) prevalent approaches to ethics education in science and engineering: professional and philosophical. While we acknowledge that both approaches help meet certain ethics education objectives, we also argue that neither of these is sufficient to personally engage students in authentic moral learning. We make the case that it is important to connect ethics education to the heart, which is extensively driven by values, and present a value-based approach to professional ethics education. We provide some classroom practices that cultivate a safe, diverse, and engaging learning environment. Finally, we discuss the implications of a value-based approach to professional ethics education for curriculum design and pedagogical practice, including opportunities and challenges for engineering faculty eager to incorporate value-based inquiry into their classrooms. This paper investigates the fundamental idea at stake in current bioeconomies such as Europe's Bio-Based Economy (BBE). We argue that basing an economy upon ecology is an ambivalent effort, causing confusion and inconsistencies, and that the dominant framing of the damaged biosphere as a market-failure in bioeconomies such as the BBE is problematic. To counter this dominant narrative, we present alternative conceptualisations of bio-economies and indicate which concepts are overlooked. We highlight the specific contradictions and discrepancies in the relation between (...) economy and ecology, and then work towards outlining a genuine and consistent conceptualisation of the BBE. The philosophical perspective of Emmanuel Levinas is employed to develop a more profound understanding of the tensions at stake; Levinas' work is compared with that of Nicholas Georgescu-Roegen's work on bioeconomics, and found to be of complementary value. Our hypothesis is that, rather than the impossible, absolute amalgamation of economy and ecology striven for today, a principal heterogeneity between humankind and nature must be acknowledged if a bioeconomy that truly operates within the carrying capacity of planet Earth is to be achieved. Since 2009, the Norwegian public service broadcaster NRK has produced a number of slow TV shows. Some of the programmes have had a surprisingly big success in terms of public engagement and audience share even though the majority of the audience was from the oldest age groups. These programmes are not only slow, lasting a long time and lacking dramatic development and progress, they also engage in a particular, traditional version of national identity. The current article argues that, through slow (...) TV, the Norwegian public service broadcaster has found a new way to reflect a particular version of Norwegian identity and to tap into the central values of Norwegian culture. Taken together, the shows cover all regions of the country—the coastal areas as well the inlands and mountains. In terms of representation, the programmes highlight nature and traditional Norwegian values such as closeness to nature, rural life, and “friluftsliv” (living the outdoor life). Urban areas and the non-white population are conspicuously absent. (shrink)

In an increasingly fragmented media environment, some issues stand out and generate huge publicity for a limited period of time. Using Scannell's categories, event and happening, the article analyses two cases – the 1994 Olympic Winter Games and the death of Princess Diana. It is argued that they, in order to account for audience involvement and the complexity of meanings, should be analyzed in relation to the discourses and narrative developments across different media that embed the main, televised, moments. It (...) is also argued that today's proliferation of media channels and the presence of new media can contribute to increasing attention and involvement of the audience. Ceremonial media events that previously dominated have moved in two directions: integrative, entertainment oriented events organized by the media and disaster events. (shrink)

In contrast to the dominant way of thinking in economics, in which economics is seen as a positive or neutral science, this paper argues that economics is a discipline that has its own normativity. This economic normativity should be distinguished from what is usually considered as ethics, which normally has a broader scope. This paper further argues that the budget constraint is a key source of economic normativity, although it is not the only source. 8-9 January 2013 at the Vrije Universiteit Amsterdam, a seminar took place bringing together people from various parts of the world, various disciplines, and various academic and non-academic professions — philosophers, economists, theologians, historians, social scientists as well as bankers, businessmen, investors and others — to analyze and discuss the economic crisis as it developed in the aftermath ofthe American financial crisis of 2008. An explicit goal was as well to bring together people from various generations, to facilitate and promote (...) a true ‘intergenerational dialogue’. The title of the seminar was ‘Economics, Christianity & the Crisis: Towards a New Architectonic Critique’. More specifically, the aim of the seminar was to develop Christianly inspired reflections on the crisis. An insight that was foundational for the seminar was that the 2008 credit crisis not only was a crisis in the economy, but implied also a crisis in the basic concepts and assumptions that underlie our contemporary thinking about economics, economics as a science as well as economics as a social domain. The crisis, as it erupted and evolved, simultaneously raised urgent questions at the macro- or system-level, at the intermediate level of behavior of banks and corporations, and at the level of personal morality, the vices and virtues involved in business transactions. In this paper, we carry out a critical analysis of the concept of technology in the current design of the bio-based economy (BBE). Looking at the current status of the BBE, we observe a dominant focus on technological innovation as the principal solution to climatic instability. We take a critical stance towards this “ecomodernist” worldview, addressing its fundamental assumptions, and ofer an underarticulated explanation as to why a successful transition toward a sustainable BBE—i.e. one that fully operates within the Earth’s (...) carrying capacity—has not yet been reached. Bernard Stiegler has developed a philosophical perspective on the concept of economy, broadening it to include the human condition through the notion of desire. This theory can help to obtain a more profound understanding of why ecomodernist strategies are dominant today. Stiegler’s theory of the libidinal economy ofers an analysis of controlled and exploited human desire as a primary driver behind modern techno-economic structures. Our hypothesis is that a critique of contemporary technofxism as a critique of libidinal economy is a necessary step to take in the discussion around the BBE as a concept, if the BBE is ever to bring about a system that can truly operate within the Earth’s carrying capacity. We propose a logic for reasoning about metric spaces with the induced topologies. It combines the 'qualitative' interior and closure operators with 'quantitative' operators 'somewhere in the sphere of radius r.' including or excluding the boundary. We supply the logic with both the intended metric space semantics and a natural relational semantics, and show that the latter (i) provides finite partial representations of (in general) infinite metric models and (ii) reduces the standard '∈-definitions' of closure and interior to simple constraints (...) on relations. These features of the relational semantics suggest a finite axiomatisation of the logic and provide means to prove its EXPTIME-completeness (even if the rational numerical parameters are coded in binary). An extension with metric variables satisfying linear rational (in)equalities is proved to be decidable as well. Our logic can be regarded as a 'well-behaved' common denominator of logical systems constructed in temporal, spatial, and similarity-based quantitative and qualitative representation and reasoning. Interpreted on the real line (with its Euclidean metric), it is a natural fragment of decidable temporal logics for specification and verification of real-time systems. On the real plane, it is closely related to quantitative and qualitative formalisms for spatial representation and reasoning, but this time the logic becomes undecidable. (shrink)

Models of global governance abound: expert governance, networked governance, algorithmic governance, and old-fashioned juridico-political governance vie for explanatory power. This article takes up style as a way of analysing configurations of governance that do not readily fit a particular model of governance. Style is particularly revealing when it comes to deliberately unspecified or over-specified, genre-busting, and bet-hedging ways of imagining governance. The UN’s use of the phrase ‘convening power’ is a case in point. This article looks at how the UN (...) has styled itself as a convening power in the area of counter-terrorism governance. A visual analysis of promotional materials for the UN’s Counter-Terrorism Week suggests that the UN’s self-styling as a convening power is shaped by anxieties as well as aspirations. (shrink)

Many philosophers of education emphasise the impossibility to really ‘solve’ philosophical—and with that, educational—problems these days. Philosophers have been trying to give philosophy a new, constructive turn in the face of this insolvability. This paper focuses on irony-based approaches that try to exploit the very uncertainty of philosophical issues to further philosophical understanding. We will first briefly discuss a few highlights of historical uses of irony as a philosophical tool. Then we concentrate on two different interpretations of irony, formulated by (...) Bransen and Rorty, that aim at gaining insight into how we make meaning of the world, while at the same time recognising that such an understanding would be impossible. After discussing some problematic aspects of these interpretations a third interpretation of irony is developed, based on a third view of the nature of meaning-making. Following these three interpretations, we will discuss their philosophical merits and the different kinds of insight they can produce for philosophy of education. (shrink)

PurposeThe aim of the research described was to identify reasons for differences between discourses on electronic voting in the UK and The Netherlands, from a qualitative point of view.Design/methodology/approachFrom both countries, eight e‐voting experts were interviewed on their expectations, risk estimations, cooperation and learning experiences. The design was based on the theory of strategic niche management. A qualitative analysis of the data was performed to refine the main variables and identify connections.FindingsThe results show that differences in these variables can partly (...) explain the variations in the embedding of e‐voting in the two countries, from a qualitative point of view. Key differences include the goals of introducing e‐voting, concerns in relation to verifiability and authenticity, the role of the Electoral Commissions and a focus on learning versus a focus on phased introduction.Research limitations/implicationsThe current study was limited to two countries. More empirical data can reveal other relevant subvariables, and contribute to a framework that can improve our understanding of the challenges of electronic voting.Originality/valueThis study shows the context‐dependent character of discussions on information security. It can be informative for actors involved in e‐voting in the UK and The Netherlands, and other countries using or considering electronic voting. (shrink)

Understanding the evangelical framework for business ethics is important, since business evangelicals are well positioned to exercise considerable future influence. This article develops the context for understanding evangelical business ethics by examining their history, theology and culture. It then relates the findings to evangelical foundations for business ethics. The thesis is that business ethics, as practiced by those in the evangelical community, has developed inductively from a base of applied experience. As a result, emphases on piety, witnessing, tithing, and neighborliness, (...) important foundations in the evangelical model for business ethics, have resulted in a multitude of applied ethical strategies. This operative ethics model is then evaluated, particularly in regarding to its limited focus on the fundamental purposes and structures of business. The article concludes with several recommended sources which can enrich the evangelical tradition of business ethics, suggesting many resources from the Reformed Christian tradition as well as other ideas from contemporary Protestant and Catholic thinkers. The potential role of locus equations in three existing models of human classification behavior is examined. Locus equations can play a useful role in single-prototype and boundary-based models for human consonant recognition by reducing model complexity.

In information security research, perceived security usually has a negative meaning, when it is used in contrast to actual security. From a phenomenological perspective, however, perceived security is all we have. This paper develops a phenomenological account of information security, in which a distinction is made between revealed and reveiled security instead. Linking these notions with the concepts of confidence and trust, the paper provides a phenomenological explanation of the electronic voting controversy in the Netherlands.

Conceiving new technologies as social experiments is a means to discuss responsible deployment of technologies that may have unknown and potentially harmful side-effects. Thus far, the uncertain outcomes addressed in the paradigm of new technologies as social experiments have been mostly safety-related, meaning that potential harm is caused by the design plus accidental events in the environment. In some domains, such as cyberspace, adversarial agents may be at least as important when it comes to undesirable effects of deployed technologies. In (...) such cases, conditions for responsible experimentation may need to be implemented differently, as attackers behave strategically rather than probabilistically. In this contribution, we outline how adversarial aspects are already taken into account in technology deployment in the field of cyber security, and what the paradigm of new technologies as social experiments can learn from this. In particular, we show the importance of adversarial roles in social experiments with new technologies. (shrink)

An increasing number of investigations in cogni-tive science indicate that the body plays a central role in grounding the meaning of concepts and language. Particularly there are many indica-tions that our abilities to move, perceive and act upon the world are di-rectly related to our capacity to understand linguistic expressions. Few people, if any, still argue that science in all its aspects is a value-free endeavor. At the very least, values affect decisions about the choice of research problems to investigate and the uses to which the results of research are applied. But what about the actual doing of science? -/- As Science, Values, and Objectivity reveals, the connections and interactions between values and science are quite complex. The essays in this volume identify the crucial values that play a role (...) in science, distinguish some of the criteria that can be used for value identification, and elaborate the conditions for warranting certain values as necessary or central to the very activity of scientific research. -/- Recently, social constructivists have taken the presence of values within the scientific model to question the basis of objectivity. However, the contributors to <I>Science, Values, and Objectivity</I> recognize that such acknowledgment of the role of values does not negate the fact that objects exist in the world. Objects have the power to constrain our actions and thoughts, though the norms for these thoughts lie in the public, social world. -/- Values may be decried or defended, praised or blamed, but in a world that strives for a modicum of reason, values, too, must be reasoned. Critical assessment of the values that play a role in scientific research is as much a part of doing good science as interpreting data. (shrink)

Abstract:With his essay “Agrarverhältnisse im Altertum,” Max Weber pushed the scholarly narrative of the rise of the Ancient Greek polis closer to what was to become the paradigm of the twentieth century: that the unique political development of Greece followed from the rise of a new kind of warrior, the hoplite. But the scholars who would enshrine this “hoplite revolution” theory seem to have been ignorant of Weber. His prescient work is never cited on this subject. Grünbaum's three chief fields of research were space-time philosophy, the methodological credentials of psychoanalysis, and reasons given in favor of the existence of God. Grünbaum defended the so-called conventionality thesis of physical geometry. He partially followed Hans Reichenbach in this respect but developed a new ontological argument for the conventionality claim in addition. In addressing the physical basis of the direction of time, Grünbaum advocated that there is a physical basis for the distinction between the past and the future, but (...) no such basis for the idea of a ‘present’ moving through time. His main claim in scrutinizing Freud’s theory methodologically was that supporting the causal claims Freud made would have required data that go beyond the clinical setting. Finally, Grünbaum worked on the philosophy of religion and set out to undermine arguments for the existence of God. (shrink)

Im Zentrum dieses Bandes stehen die Beiträge einer Tagung, die im Oktober 2017 an der Universität Konstanz stattgefunden hat. Thema der Tagung war ein den historischen Kontext einbeziehender Blick auf den frühen Rudolf Carnap, vom Ende des Ersten Weltkriegs bis zur Emigration Ende 1935. Der 1891 in Ronsdorf bei Wuppertal geborene Rudolf Carnap entschloss sich erst relativ spät zu einer Karriere als akademischer Philosoph, nämlich 1920, nachdem er sein durch den Krieg unterbrochenes Studium der Physik und Philosophie in Jena und (...) Freiburg abgeschlossen und kurze Zeit überlegt hatte, als Lehrer in der Schulreform-Bewegung zu arbeiten. Es folgte die philosophische Promotion im Jahr 1921, bei Bruno Bauch in Jena, mit einer Doktorarbeit zum Raumproblem. 1923 organisierte Carnap, gemeinsam mit Hans Reichenbach und anderen, eine für die Entstehung des Logischen Empirismus bedeutsame kleine Tagung in Erlangen. Auf Einladung von Moritz Schlick habilitierte er sich 1926 an der Universität Wien und verbrachte die Zeit bis 1931 zumindest teilweise in Wien, als eines der Kernmitglieder des Wiener Kreises um Moritz Schlick. Seine Habilitationsschrift erschien 1928 unter dem Titel Der logische Aufbau der Welt (hier immer Aufbau). 1931 folgte Carnap einem Ruf an die Deutsche Universität Prag. In den darauffolgenden Jahren blieb aber der enge Kontakt mit Wien und dem Wiener Kreis erhalten. Carnaps hauptsächliche Arbeit in dieser Zeit war seinem zweiten großen Buchprojekt gewidmet, der 1934 publizierten Logischen Syntax der Sprache. Daneben verfasste Carnap in seiner Zeit in Wien und Prag auch zahlreiche Aufsätze, zu unterschiedlichen Aspekten der Logik, der Metaphysikkritik und der Wissenschaftstheorie. Er war Mitautor des Manifests Wissenschaftliche Weltauffassung: Der Wiener Kreis und nahm regen Anteil an den zahlreichen wissenschaftlichen Aktivitäten des Logischen Empirismus, von der Gründung der Zeitschrift Erkenntnis bis hin zum Projekt einer Enzyklopädie der Einheitswissenschaft. Spätestens ab 1933 musste Carnap jedoch feststellen, dass an eine weitere wissenschaftliche Karriere in dem von Faschismus und Nationalsozialismus geprägten politischen Klima in Kontinentaleuropa nicht zu denken war. Er strebte deshalb die Emigration ins englischsprachige Ausland an, die schließlich Ende 1935 gelang, als Carnap ein Angebot von der Universität Chicago erhielt. Obwohl Carnap nur den kleineren Teil der in diesem Band abgedeckten eineinhalb Jahrzehnte in Wien verbracht hat, widmet sich der Großteil der hier versammelten Beiträge schwerpunktmäßig der für Carnaps philosophische Karriere zentralen Wiener Zeit. In Herodotus' royal council scene, where Xerxes decides whether or not to punish the Greeks, the king's cousin and adviser Mardonius is made to say these famous lines (Hdt. 7.9β.1):καίτοι [γε] ἐώθασι Ἕλληνες, ὡς πυνθάνομαι, ἀβουλότατα πολέμους ἵστασθαι ὑπό τε ἀγνωμοσύνης καὶ σκαιότητος. ἐπεὰν γὰρ ἀλλήλοισι πόλεμον προείπωσι, ἐξευρόντες τὸ κάλλιστον χωρίον καὶ λειότατον, ἐς τοῦτο κατιόντες μάχονται, ὥστε σὺν κακῷ μεγάλῳ οἱ νικῶντες ἀπαλλάσσονται· περὶ δὲ τῶν ἑσσουμένων οὐδὲ λέγω ἀρχήν, ἐξώλεες γὰρ δὴ γίνονται.Yet, the Greeks do wage war, (...) Fairness counted for more than tactical skill; all conditions were made equal, so that the winners could truly claim to be the braver and stronger men. The result, as Mardonius stressed, was needlessly bloody—but it was quintessentially Greek. Modern authors have argued that this ‘agonistic’ style of fighting, this ‘wonderful, absurd conspiracy’ of open hoplite battle, determined the shape of Greek warfare until the long and hard-fought Peloponnesian War changed the rules.
