In this article, the author, after describing the technocratic nature of the current science policy process, presents five arguments for changing it into a more participatory one. All five arguments draw on different sectors of the STS endeavor—both high and low church—to show why increased public involvement would benefit science. The first argues that the degree of potential harm from science-based technology demands greater accountability. The second draws on the adage that the buyer should have some say on the product. (...) The third uses the social constructed nature of science. The fourth builds on feminist and marxist arguments. Finally, the last uses Kant to claim that all people matter. The author ends by providing a quick view describing the appearance of a more participa-tory process. The key is not the final process but the process of working together to reach it. (shrink)

There is considerable controversy concerning the ability of the Internet to provide communal experiences. This article looks at the ability of the World Wide Web to foster religious community, particularly from a Christian perspective. It looks at the nature of religion and community and shows to what extent the Internet has and has not been successful in recreating religious community. It looks at the reaction of two particular groups of users and categorizes Web sites into five types: research sites, extensions (...) of local community, independent sites, spiritual retreats, and online worship. Finally it discusses the limitations of disembodied experience and argues that most individuals use the media within these limitations. (shrink)

Focusing on the recent explosion in the use of bottled water, this article—originally written for my NASTS conference presentation—will examine the rhetoric used by the bottled water industry and home purification system providers to affect the public’s idea of clean, pure, dirty, and polluted water. Bottlers argue that the Food and Drug Administration (FDA) provides better regulation of bottled water than the Environmental Protection Agency (EPA) could ever do for tap water, though the EPA and the FDA use basically the (...) same set of guidelines. The EPA and FDA definitions in terms of concentrations of specific substances are very different from the ideas of muddy or “dirty” water. This article will examine the impact of the public’s perception of good drinking water and the perception that if it is off the shelf, it is cleaner and tastier. (shrink)

Over the past 2,000 years, the concept of charity has moved from the personal care of the poor mandated by religious conviction to a multibillion dollar business. The culture of technological efficiency helped create this transformation. The authors explore the origins of charity and show how technology has drastically altered its form and function.

In this article, the authors explore how technology has helped erode society’s conceptions of justice. Law, via juridification, has replaced the concept of justice with one of efficiency. The authors argue that this has been largely a result of the destruction of society’s common story or vision and the introduction of the computer and the Internet as tools enabling technique to replace that story. They offer a perspective on how justice operated in traditional societies, using the Judeo-Christian religious tradition. Modern technology, and information technology in particular, has changed the nature of human interaction, which has created a certain “disease” as more and more transactions move from the familiarity of traditional community to the abstractness of modern society. This article explores two studies of trust that emerged in the past decade as a result of this “disease.” The first, rational choice, redefines trust as a risk management tool. The second, social capital, reexamines the traditional concept in light of the present (...) situation. Our study compares both definitions with traditional Judeo-Christian conceptions of trust and measures them against the demands of the new world introduced by the Internet. We find that both definitions are lacking, offering little reason to speak of trust outside of direct human interaction. The studies reveal severe limitations when attempting to mediate trust by technology. (shrink)

Although peer review provides the primary mechamism for allocating research funds, very few people have undertaken any serious study of the issue. Most of the literature surrounding peer review comes from individuals who have experienced specific problems with the system. The one detail that does stand out is that though policy makers and researchers seem to view peer review as a specific process, no single form exists. The authors explore how technique via propaganda has replaced the word with images creating a mass society and limiting the ability of people to act as individuals. They begin by looking at how words affect human society and how they have changed over time. They explore how technology has altered the meaning of words in order to create a more efficient world. Words become disconnected from time and space through the use of timeless images. The institutions of society support the (...) humiliation of the word to create a world where technique can flourish. Ellul provides a way of reconciling the loss of power for words via a Christian living as cross-bearers. Only individuals and not the institution are capable of changing society. Ellul believes that the salvation of the word and restoration of a more humane society depends on individuals living the faith. (shrink)

The interactive nature of the Internet is seen by some as a technological innovation that might boost participation in politics and civic affairs. That potential, however, is clouded by imprecise definitions of interactivity found among scholars and practitioners alike. Evaluation of state legislature Web sites found them to not be very interactive under most definitions of the term. Chief technology officers of the legislatures appear to differ as to which site features promote interactivity. The Internet, not unlike previous communication technologies, has been predicted to dramatically change the nature of democracy. The interactive nature of Web sites, in particular, is seen as the basis for a new cyberdemocracy. Although the definition of interactivity is less than precise, an evaluation of state legislature Web sites finds them lacking many features that could be considered interactive. Furthermore, the degree of a site’s interactivity was not strongly correlated to a site’s use. Web sites can also foster interaction, (...) both on- and off-site, through interactive and noninteractive features. When sites were examined for their potential to foster interaction, there was a strong relationship with site use. The current focus on interactivity may obscure the potential to promote interaction and lead to an overemphasis on interactive features that are sometimes nothing more than high-tech gimmicks. Web sites of the 50 state legislatures are evaluated on five criteria: content, usability, interactivity, transparency, and audience. An overall quality score for each site was computed. The evaluation revealed a wide range of quality in the sites, including that of features or aspects that could possibly foster citizen participation. The higher rated sites help define “best practices” in this regard and provide suggestions as to how other states' sites might make improvements and possibly increase participation.

Building on McMillan's two-way model of interactivity, this study presents a three-way model of interactive communication, which is used to assess political Web sites' progress toward the ideals of cyberdemocracy and the fostering of public deliberation. Results of a 3-year study of state legislature Web sites, an analysis of the community networks, and a review of purely political sites such as MoveOn.org, RNC.org, and DNC.org are reported. Forums of public discussion on Internet Web sites have been promoted by some as having the potential to improve democracy through large increases in civic engagement. Such claims are scoffed at by others. To date, such forums tend to be found more on community networks and commercial Web sites than on sites owned by governments. We thus turn to an examination of forums hosted by a private New Jersey organization, to seek to understand the types and character of discussion taking (...) place. Discussion of politics and government, especially at the local level, represented slightly more than one half of the postings. Participation in the forums, however, appeared limited to a small number of people. (shrink)

In Inhabiting the Earth Foltz undertakes the first sustained analysis of how Heidegger's thought can contribute to environmental ethics and to the more broadly conceived field of environmental philosophy. Through a comprehensive study of the status of "nature" and related concepts such as "earth" in the thought of Martin Heidegger, Foltz attempts to show how Heidegger's understanding of the natural environment and our relation to it offer a more promising basis for environmental philosophy than others that have so (...) far been put forward. Indeed, Dr. Foltz finds that to ecofeminism and social ecology, whose prescriptions are based on historically oriented etiologies of domination and oppression, Heidegger's work offers what is arguably the first comprehensive and nonreductive philosophy of history since Hegel that can embrace both nature and humanity in one narrative, and the first since Augustine that can do this while granting to nature a messure of selfstanding. But it is probably for the environmental philosophies of deep ecology, bioregionalism, and ecological holism that Heidegger's work has the most immediate, as well as the most extensive implications, because it is to them that it has the most affinity. Finally, as a corrective and a major challenge to deep ecology, which has tended to valorize the scientific approach to nature, Heidegger's work provides a sophisticated basis for showing the primacy of the poetic in the task of learning to inhabit the earth rightly. Fertilization is the result of a series of successful recognition and binding events mediated by gamete surface molecules. Recent advances in the identification and characterization of some of these recognition molecules provide extremely valuable information necessary to understand sperm‐egg recognition and subsequent egg activation. We discuss these new data in the context of the model of gamete recognition first proposed by F.R. Lillie in the early part of the 20th century, and revisited periodically in the subsequent literature, which relates fortilization (...) events to those of immune cell recognition and activation events. Here we discuss the principles underlying the molecular recognition and activation mechanisms of gametes and immune cells. (shrink)

Behaviourism is the view that preferences, beliefs, and other mental states in social-scientific theories are nothing but constructs re-describing people's behaviour. Mentalism is the view that they capture real phenomena, on a par with the unobservables in science, such as electrons and electromagnetic fields. While behaviourism has gone out of fashion in psychology, it remains influential in economics, especially in ‘revealed preference’ theory. We defend mentalism in economics, construed as a positive science, and show that it fits best scientific practice. (...) We distinguish mentalism from, and reject, the radical neuroeconomic view that behaviour should be explained in terms of brain processes, as distinct from mental states. (shrink)

Pets are truly great companions. Some individuals feel that owning a pet can help them prepare for a growing family by giving them a taste of what it would be like to have children. This study also looks into the psychological well-being and life experiences of LGBT fur parents. Employing the Interpretative Phenomenological Analysis, the findings of this study were: (1) With the presence of fur babies, participants had the ease to overcome stressful events, especially the ones that affect their (...) mental health. With these, they have the desire to take care of their fur babies under all circumstances because they see their fur babies as family members. Fur babies are excellent sources of motivation, confidence, and happiness for fur parents. They are treated as family members because they contribute to the mental and emotional aspects of fur parents. Moreover, the majority of respondents valued their pets far more than their actual family members, however, some didn't spend as much time with their relatives and friends. This study comes to the conclusion that a stronger bond with one's dog was also linked to higher anxiety about being unloved and rejected by family members and people surrounding us, which was linked to a heavier impact on one's psychological well-being. In reality, fur parents, especially LGBT parents, offer their fur babies a lot of love and attention compared to other things. (shrink)

Agents are often assumed to have degrees of belief (“credences”) and also binary beliefs (“beliefs simpliciter”). How are these related to each other? A much-discussed answer asserts that it is rational to believe a proposition if and only if one has a high enough degree of belief in it. But this answer runs into the “lottery paradox”: the set of believed propositions may violate the key rationality conditions of consistency and deductive closure. In earlier work, we showed that this problem (...) generalizes: there exists no local function from degrees of belief to binary beliefs that satisfies some minimal conditions of rationality and non-triviality. “Locality” means that the binary belief in each proposition depends only on the degree of belief in that proposition, not on the degrees of belief in others. One might think that the impossibility can be avoided by dropping the assumption that binary beliefs are a function of degrees of belief. We prove that, even if we drop the “functionality” restriction, there still exists no local relation between degrees of belief and binary beliefs that satisfies some minimal conditions. Thus functionality is not the source of the impossibility; its source is the condition of locality. If there is any non-trivial relation between degrees of belief and binary beliefs at all, it must be a “holistic” one. We explore several concrete forms this “holistic” relation could take. (shrink)

We introduce a “reason-based” framework for explaining and predicting individual choices. It captures the idea that a decision-maker focuses on some but not all properties of the options and chooses an option whose motivationally salient properties he/she most prefers. Reason-based explanations allow us to distinguish between two kinds of context-dependent choice: the motivationally salient properties may (i) vary across choice contexts, and (ii) include not only “intrinsic” properties of the options, but also “context-related” properties. Our framework can accommodate boundedly rational (...) and sophisticatedly rational choice. Since properties can be recombined in new ways, it also offers resources for predicting choices in unobserved contexts. (shrink)

When one thinks—knows, believes, imagines—that something is the case, one’s thought has a topic: it is about something, towards which one’s mind is directed. What is the logic of thought, so understood? This book begins to explore the idea that, to answer the question, we should take topics seriously. It proposes a hyperintensional account of the propositional contents of thought, arguing that these are individuated not only by the set of possible worlds at which they are true, but also by (...) their topic: what they are about. The book then builds epistemic, doxastic, probabilistic, and conditional logics based on this view. It applies them to issues ranging from dogmatism, scepticism, and epistemic fallibilism, to imagination and suppositional reasoning, belief revision, framing effects, and the acceptability of indicative conditionals. Suppose several individuals (e.g., experts on a panel) each assign probabilities to some events. How can these individual probability assignments be aggregated into a single collective probability assignment? This article reviews several proposed solutions to this problem. We focus on three salient proposals: linear pooling (the weighted or unweighted linear averaging of probabilities), geometric pooling (the weighted or unweighted geometric averaging of probabilities), and multiplicative pooling (where probabilities are multiplied rather than averaged). We present axiomatic characterisations of each class of (...) pooling functions (most of them classic, but one new) and argue that linear pooling can be justified procedurally, but not epistemically, while the other two pooling methods can be justified epistemically. The choice between them, in turn, depends on whether the individuals' probability assignments are based on shared information or on private information. We conclude by mentioning a number of other pooling methods. (shrink)

I present a formal theory of the logic and aboutness of imagination. Aboutness is understood as the relation between meaningful items and what they concern, as per Yablo and Fine’s works on the notion. Imagination is understood as per Chalmers’ positive conceivability: the intentional state of a subject who conceives that p by imagining a situation—a configuration of objects and properties—verifying p. So far aboutness theory has been developed mainly for linguistic representation, but it is natural to extend it to (...) intentional states. The proposed framework combines a modal semantics with a mereology of contents: imagination operators are understood as variably strict quantifiers over worlds with a content-preservation constraint. Which rules for aggregating judgments on logically connected propositions are manipulable and which not? In this paper, we introduce a preference-free concept of non-manipulability and contrast it with a preference-theoretic concept of strategy-proofness. We characterize all non-manipulable and all strategy-proof judgment aggregation rules and prove an impossibility theorem similar to the Gibbard--Satterthwaite theorem. We also discuss weaker forms of non-manipulability and strategy-proofness. Comparing two frequently discussed aggregation rules, we show that “conclusion-based voting” is less vulnerable to manipulation than “premise-based voting”, (...) which is strategy-proof only for “reason-oriented” individuals. Surprisingly, for “outcome-oriented” individuals, the two rules are strategically equivalent, generating identical judgments in equilibrium. Our results introduce game-theoretic considerations into judgment aggregation and have implications for debates on deliberative democracy. (shrink)

We propose a new account of indicative conditionals, giving acceptability and logical closure conditions for them. We start from Adams’ Thesis: the claim that the acceptability of a simple indicative equals the corresponding conditional probability. The Thesis is widely endorsed, but arguably false and refuted by empirical research. To fix it, we submit, we need a relevance constraint: we accept a simple conditional 'If φ, then ψ' to the extent that (i) the conditional probability p(ψ|φ) is high, provided that (ii) (...) φ is relevant for ψ. How (i) should work is well-understood. It is (ii) that holds the key to improve our understanding of conditionals. Our account has (i) a probabilistic component, using Popper functions; (ii) a relevance component, given via an algebraic structure of topics or subject matters. We present a probabilistic logic for simple indicatives, and argue that its (in)validities are both theoretically desirable and in line with empirical results on how people reason with conditionals.
