This article featuring Nigeria constitutes one of five articles in a collection of essays on local capacity-building in research ethics by graduates from the University of Toronto’s Joint Centre for Bioethics MHSc in Bioethics, International Stream programme funded by the Fogarty International Center for Advanced Study in the Health Sciences (FIC). The first National Health Research Ethics Committee was inaugurated in 2006. Since then, more institutional health research ethics committees continue to be formed. However, research ethics challenges in (...) class='Hi'>Nigeria are systemic and require a systems approach to address them effectively. Nigeria requires capacity-building for authentic acculturation of health systems as well as for health research, education, and advocacy within the research community and the general public. It was in recognition of the country’s commitment to the UnitedNations’ objectives of maintaining peace and security that made itcontribute troops to the UN Operation in the Congo for the first timein 1960. For more than fifty years, Nigeria has continued to make giant stridesand commitment in this regard. This paper examines the benefits it derivesfrom participating in PKOs in (...) Africa under the UN, OAU and theECOMOG. Using both primary and secondary data, the paper argues that anormative anxiety was the primary motivating factor for Nigeria’s involvementin PKOs in Africa. This is driven by the idiosyncrasies of the country’s leaderssince its independence in 1960. Nigeria’s decision-makers are confident that itsparticipation in PKOs serves a number of foreign policy goals and provides forthe nation’s interests. Most writing on informed consent in Africa highlights different cultural and social attributes that influence informed consent practices, especially in research settings. This review presents a composite picture of informed consent in Nigeria using empirical studies and legal and regulatory prescriptions, as well as clinical experience. It shows that Nigeria, like most other nations in Africa, is a mixture of sociocultural entities, and, notwithstanding the multitude of factors affecting it, informed consent is evolving along a purely Western model.Empirical (...) studies show that 70–95% of Nigerian patients report giving consent for their surgical treatments. Regulatory prescriptions and adjudicated cases in Nigeria follow the Western model of informed consent. However, adversarial legal proceedings, for a multiplicity of reasons, do not play significant roles in enforcing good medical practice in Nigeria. Gender prejudices are evident, but not a norm. Individual autonomy is recognized even when decisions are made within the family. Consent practices are influenced by the level of education, extended family system, urbanization, religious practices, and health care financing options available. All limitations notwithstanding, consent discussions improved with increasing level of education of the patients, suggesting that improved physician's knowledge and increasing awareness and education of patients can override other influences.Nigerian medical schools should restructure their teaching of medical ethics to improve the knowledge and practices of physicians. This article adopts Benoit’s functional theory of campaign discourse and Van Dijk’s socio-cognitive theory in discussing two gubernatorial debate sessions in Nigeria. The selected debate sessions are recovered from YouTube files and transcribed. However, only utterances from candidates in the two major political parties in Nigeria, namely, Action Congress of Nigeria ) and the People’s Democratic Party, are subjected to content analysis. Context models in the aspects of discourse meaning and argumentation are also considered. Findings reveal that (...) first, candidates’ utterances range from acclaims to attacks and defenses. Second, topics help to derive candidates’ ideologies which are further exemplified within the ambience of shared background knowledge. Finally, candidates adopt legal/illegal jargons, explanations, statements of evidence, examples and illustrations to explicitly exemplify their mental dispositions and beliefs. We conclude by stating that candidates’ utterances were found to be relevant within the context of the debates and, by extension, the prevalent socio-political problems in Nigeria. (shrink)

The paper examines how Nigerians have articulated and implemented their national interest through the establishment and maintenance of a robust and viable state as a vector for national development. It argues that while external factors have impact on Nigeria's capacity for transformational development, how Nigerians choose to live together to build a viable and stable political system is more important than external influences on the people and the state. While prescribing a strategy for transcending historically debilitating development problems, the (...) paper argues that without serious discussion on the particularities of the different ethno-nationalities, Nigeria will remain as the nationalists saw it-a figment of British imagination: a failed central governance structure with a workable state. Starting with the nature of governance, the paper analyzes why Nigeria's development policies have failed, and the extent lessons from past governance and development policies are helpful for meeting national challenges in the twenty-first century. This case study discusses the scope of responsibilities and the basis of legitimacy of multinational corporations in a complex operating environment. In January 2013 a precedent was set when Shell was held liable in The Hague for oil pollution in the Niger Delta. The landmark ruling climaxed the ongoing dispute over the scope of Shell’s responsibilities for both the company’s positive and negative impact. Shell’s was considered a forerunner in corporate social responsibility and had even assumed public responsibilities in a (...) context of a public responsibility void. However, the company remained a regular target of civil society activism and legal proceedings concerned with malpractice. The court case attracted international attention for its novelty and increasing media and civil society pressure required immediate action. How can Shell respond to this negative publicity to keep its license to operate? What is the scope of the company’s responsibilities in such a controversial human rights context? Students are expected to discuss these questions going beyond a simple moralistic or liability thinking. They are encouraged to take into account the complex structural processes that connect persons and institutions in very different social and geographical positions. The experiences of Shell are an excellent case in point since attention is drawn to the background conditions of globally operating companies, in which the isolation of perpetrators based on causality is not realistic. The case also reveals the particular challenges, which MNCs face in the context of increasing demands to take on public responsibilities while respecting their economic mandate. (shrink)

Studies on informed consent to medical research conducted in low or middle-income settings have increased, including empirical investigations of consent to genetic research. We investigated voluntary participation and comprehension of informed consent among women involved in a genetic epidemiological study on breast cancer in an urban setting of Nigeria comparing women in the case and control groups.

This study focuses on analysing the ways in which vehicle stickers construct individual and group identities, people's religious faith and social vision in the context of religious assumptions and practices in Nigeria. Data comprise 73 vehicle stickers collected in Lagos and Ota, between 2006 and 2007 and are analysed within the framework of the post-structuralist model of discourse analysis which views discourse as a product of a complex system of social and institutional practices that sustain its continuous existence. Results (...) show that through stickers people define their individual and group identities within religious institutional practices. And as a means of group identification, they guarantee social security and privileges. In constructing social vision the stickers help mould the individual aspiration about a future which transcends the present. Significantly, stickers in the data also reveal the tension between Islam and Christianity and the struggle to propagate one above the other. (shrink)

Cybercrime in Nigeria is largely perpetrated by young people and students in tertiary institutions, and are socially tagged yahoo yahoo or yahoo boys. Yahoo boys rely on their computer dexterity to victimise unsuspecting persons in cyberspace. A new phenomenon in cybercrime is mixing spiritual elements with internet surfing to boost cybercrime success rates. This paper examines the factors underlying this spiritual dimension (cyber spiritualism) to cybercrime, and discusses some of the strategies employed in perpetuating cyber crime. Using Space Transition (...) Theory of cybercrime, data were generated on yahoo boys and those involved in yahoo plus. The clampdown on Internet fraudsters by the Economic and Financial Crimes Commission (EFCC), in-group conflict among yahoo boys over social recognition, reduced victimisation and delayed success, and mass media enlightenment were reported factors influencing the fusion of spiritual elements in cyber crime. The methods used include ase or mayehun (incontrovertible order), charmed or magical rings (oruka-ere) and incisions made around the wrist, which are used to surf the net, while ijapa (tortoise) is used to navigate profitable sites. Unsuspecting victims fall under the spell of the ase via phone conversation where spiritual orders are made to the victims without their objecting. (shrink)

In contemporary Nigerian society, the evolving trends in Christian religious culture suggest that neoliberal (social) mind-set is influencing certain practices in many Churches. The objective of this paper is to examine how the above-mentioned contemporary culture influences current religious landscape. The sociological concept of commodification was adopted as a way of ‘reading’ this religious context. The research methodology combines theoretical and ethnographic approaches to this study. Political ideologies devoted either to the elimination or exclusion of religion from, or to its imposition on, the public sphere, and which are prepared in either case to capture State Power to achieve their vision for Society, must inexorably deny to citizens fundamental human rights and civil liberties – in a globalizing world where sustainable societies must become more culturally heterogeneous and where the continuing rise of religion is inevitable, so argues the author in this article. What is needed is (...) a polity that privileges tenets of democratic pluralism, human rights and multiculturalism over and above secularism or any of its various oppositional frameworks. The author posits that a Secular State is incapable of guaranteeing fundamental human rights to its citizens within a democratic framework. Secularism never triumphed as the ideology of state without important civil liberties being abjured. At the same time, any State applying Shari'ah as public law, must not only deny to non-Muslims fundamental human rights, but will also eventually deny Muslims their self-determination at both personal and collective levels and will in due course cease to be a State. The author calls for a re-thinking of human rights in order to make them more acceptable universally across diverse cultures. (shrink)

Abstract Global climate change will have a strong impact on Nigeria, particularly on agricultural production and associated livelihoods. Although there is a growing scientific consensus about the impact of climate change, efforts so far in Nigeria to deal with these impacts are still rudimentary and not properly coordinated. There is little evidence of any pragmatic approach towards tracking climate change in order to develop an evidence base on which to formulate national adaptation strategies. Although Nigeria is not (...) alone in this regard, the paper asserts that National Climate Change Adaptation Strategy could help address this situation by guiding the integration of climate change adaptation into government policies, strategies, and programs, with particular focus on the most vulnerable groups and the agricultural sectors. There is an urgent need to adopt abatement strategies that will provide economic incentives to reduce the risk from disasters, such as developing agricultural practices that are more resilient to a changing climate. This paper examines the attitudes of circumcised women towards female circumcision in a community where the practice is in vogue. Also described are the type of circumcision performed, who usually performs the circumcision and complications. One hundred volunteers across the social strata were interviewed by means of a structured questionnaire. Data were analysed using frequency tables. The study revealed that 62% of respondents favoured the practice as an instrument for the control of female sexuality and maintenance of cultural pride. Circumcision (...) is mainly by excision of the clitoris and the labia minora performed mainly by traditional birth attendants. Complications include severe pain, difficulty with urination and excessive bleeding. Based on the findings, it is suggested that communities where femal genital mutilation is practised as a social norm should be involved in any eradication campaign, with the support of national and international organisations. Research is also essential to understand FGM in order to design effective reforms. (shrink)

In recent years, international economic pressures have induced Nigeria to adopt a program of economic liberalization and deregulation. Advocates of the reforms tout their potential not only for generating greater economic growth, but also for contributing to more responsible corporate governance. Sceptics abound. This paper provides an account of the nature of corporate governance in Nigeria and investigates the prospects for recent reforms contributing to more responsible governance and development.

The results of a recent survey of Nigerian women might give pause to opponents of female genital mutilation (FGM). One could well argue that if these Nigerian women themselves favour FGM, then it is ironically paternalistic to oppose it. Should Western feminists actually support FGM if it is what women in the South want? I argue in this commentary that such an argument rests on shaky statistical, psychological, medical, political and philosophical grounds. A survey of Nigerian women who have undergone female circumcision (female genital mutilation) revealed a majority in favour of the practice. Are Western feminist bioethicists entitled to condemn it?

Cyberbullying has been defined as the “process of using the internet, cell phones or other devices to send or post text or images intended to hurt or embarrass another person.” The word “cyberbullying” is often used interchangeably with “cyber stalking” and in fact the Cybercrimes Act 2015 of Nigeria, uses the word “cyber stalking” which it defines as any course of conduct directed at a specific person that would cause a reasonable person to feel fear. By the provisions of (...) the Act, the transmission of any communication through the means of a computer to bully, threaten or harass another person where such communication places another person in fear of death, violence or bodily harm amounts to cyber stalking. Cyberbullying is becoming a common phenomenon in Nigeria as more people engage in it especially on social media platforms. This is carried out in various ways and a common trend is posting indecent imagery of persons online such as naked pictures or videos of persons in order to humiliate them. When posted by a person, the communication is shared by others thereby causing circulation on social media. This act amounts to cyber stalking where the intention consists of those elements stated under the Cybercrimes Act. In other situations where it is shared without the aim of humiliating the victim, such act can still be incriminated under some other laws in Nigeria such as the Criminal Code Act and the Penal Code Act which for instance both criminalise obscene publications. It is worthy of note there have been reported cases where victims of cyberbullying have committed suicide as a result of fear or shame. A major observation is that cyberbullying has gained normalcy and many internet users engaged in it do not seem to be aware of the criminal connotation of their actions. This paper examines the effectiveness of legal responses to cyberbullying in Nigeria. It discusses the forms of cyberbullying commonly perpetrated in Nigeria by citing some real life instances that have happened in the past. The paper notes that most forms of cyberbullying can be prosecuted under the Cybercrimes Act, however, there has not been any notable enforcement of the law in terms of prosecution of cyberbullying cases. It appears that the lack of prosecution of offenders has fostered the act of cyberbullying especially under the present circumstances where there is widespread ignorance among internet users. The paper also notes that the absence of image rights is a precursor in many respects to some forms of cyberbullying especially when photographs and videos of victims are involved. The paper advocates the implementation and enforcement of the Cybercrimes Act as well as other laws relating to cyberbullying in Nigeria. The paper also posits that the protection of image rights will go a long way to assist in curbing the act of cyberbullying in Nigeria. (shrink)

Research is a global enterprise requiring participation of both genders for generalizable knowledge; advancement of science and evidence based medical treatment. Participation of women in research is necessary to reduce the current bias that most empirical evidence is obtained from studies with men to inform health care and related policy interventions. Various factors are assumed to limit autonomy amongst the Yoruba women of western Nigeria. This paper seeks to explore the experience and understanding of autonomy by the Yoruba women (...) in relation to research participation. Focus is on factors that affect women's autonomous decision making in research participation. An exploratory qualitative approach comprising four focus group discussions, 42 in-depth interviews and 14 key informant interviews was used. The study permits a significant amount of triangulation, as opinions of husbands and religious leaders are also explored. Interviews and discussions were audiotaped and transcribed verbatim. Content analysis was employed for data analysis. Findings show that concepts of autonomy varied amongst the Yoruba women. Patriarchy, religion and culture are conceived to have negative impact on the autonomy of women in respect to research participation. Among the important findings are: 1) male dominance is strongly emphasized by religious leaders who should teach equality, 2) while men feel that by making decisions for women, they are protecting them, the women on the other hand see this protection as a way of limiting their autonomy. We recommend further studies to develop culturally appropriate and workable recruitment methods to increase women's participation in research. (shrink)

This paper examines political protest in 40 purposively sampled internet memes circulated among Nigerian WhatsApp users during the Covid-19 pandemic, with a view to exploring the thematic preoccupation, ideology, and the representation of participants and processes in the memes. The data, which were subjected to qualitative analysis, are examined from a multimodal critical discourse analytic approach. The analysis reveals that the memes are used to protest corruption, perceived government deceit, insecurity, hunger, and inadequate health facilities and other social amenities. This paper examines the availability and adequacy of schools’ infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the ex post facto design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of (...) the Universal Basic Education program. (shrink)

Obstetric Fistula is an abnormal opening between the vagina and rectum resulting from prolonged and obstructed labour. Studies indicate that delays in accessing maternal care and home birth contribute to the development of fistula. Survivors are usually women of low socioeconomic status residing in rural locations. This study explores the birthing experiences of 15 fistula survivors through a narrative inquiry approach at a repair centre in North‐central Nigeria. Using structural violence as a lens, it describes the role of social, (...) political and health systems in the inequitable access to care for women. For women opting for home births, preference for home delivery was mainly due to lack of finances, poor health systems and cultural practices. Rural location inhibited access as women seeking facility delivery faced transfer delays to referral centres when complications developed. Inequitable maternal health services in rural locations in Nigeria are inherently linked to access to health care, and these contribute to the increased incidence of fistulae. Structural intervention is a health policy priority to address poor health systems and achieve universal health coverage to address maternal health issues in Nigeria. (shrink)

This thesis, which is based on six peer-reviewed publications, is a theoretical and qualitative treatment of the ways in which social and contextual factors serve as a resource for understanding the particularities of ‘cybercrime’ that emanates from Nigeria. The thesis illuminates how closer attention to Nigerian society aids the understanding of Nigerian cybercriminals (known as Yahoo Boys), their actions and what constitutes ‘cybercrime’ in a Nigerian context. ‘Cybercrime’ is used in everyday parlance as a simple acronym for all forms (...) of crimes on the internet, whereas ‘cybercrime’ in a Nigerian context is rooted in socioeconomics and determined by it. In particular, the defrauding of victims for monetary benefit is the most significant theme that emerged from the analysis of Yahoo Boys. While all six publications are situated at the intersections of multiple fields of study, they all share a common endorsement of the constructionist/interpretivist position. The six published works comprise: [a] three conceptual publications; and [b] three empirical publications. The conceptual publications deconstruct the meanings of multiple taken-for-granted concepts in cybercrime scholarship and develop more robust conceptual lenses, namely: (1) ‘Digital Spiritualization’; (2) ‘The Tripartite Cybercrime Framework – TCF’; and (3) ‘The Synergy between Feminist Criminology and the TCF’. These new conceptual lenses represent the candidate’s contribution to developing theory in the field. Alongside this, the empirical section includes three sets of qualitative data, which include: (1) interviews with seventeen Nigerian parents; (2) lyrics from eighteen Nigerian musicians; and (3) interviews with forty Nigerian law enforcement officers. These diverse sources of qualitative data provide a more fully-developed understanding of ‘cybercrime’ in the Nigerian context (and elsewhere). All six-published works, while individually contributing to knowledge, collectively shed clearer light on the centrality of cultural context in the explanation of ‘cybercrime’. (shrink)

This study examines online advocacy campaigns by five women action groups in Nigeria and Ghana. Based on modern social movement theories, the study utilizes computer-mediated discourse analysis to qualitatively analyze the content of the websites and social media platforms of these groups. Findings show that social media provide women advocacy groups a voice that tend to defy intimidation and the traditional patriarchal stereotypes to demand the rights of women to political leadership. Discourse structures of protest discourses include imperative statements (...) or direct acts that demand change by all means. Through online activism, the advocacy groups extend their voices, and activities to reach national and international audiences and communities of people – also reaching out to the most vulnerable rural women and the underprivileged. However, only a small percentage of women in rural areas have access to the Internet, thereby limiting participation in online activism in cities and urban centers. (shrink)

This paper examines the problem of nationalism in Nigeria construed as the search for a basis on which the members of the society can claim a sense of belonging, identity and common purpose. There is a problem of the national question here because ethnicity, corruption, disobedience to law and order, disdain for the rule of law and accountability and the disregard for the value of human life have undermined the social order and eventually created an army of the vulnerable (...) and marginal peoples that can be manipulated for parochial ends. The apparent underperformance of the various instruments of the state such as the police, national assembly, appointed ministers, law courts, prisons, etc, due to inefficiency, injustice, under-funding, politicization and social dissatisfaction have threatened the unity of Nigeria and highlighted deficits in the social order that have made Nigeria to appear as a contested construct or category. Given the above we seek a philosophical approach to building a social system or social philosophy of national integration. (shrink)

Background Interest in biobanking for collection of specimens for non-communicable diseases research has grown in recent times. This paper explores the perspectives of Nigerians on donation of specimen for the biobanking research. Methods We conducted 16 Focus Group Discussions (FGD) with individuals from different ethnic, age and socio-economic groups in Kano (North), Enugu (Southeast), Oyo States (Southwest) and Abuja, the Federal Capital Territory (Central) of Nigeria. We used topic guides and prompt statements to explore the knowledge and understanding of (...) interviewees to general issues about biobanking of biospecimens, their use and specifically about role of biobanking in non-communicable diseases research. Results A total of 123 individuals participated in 16 focus group discussions in 2011. Our participants had limited knowledge of the concept of biobanking but accepted it once they were educated about it and saw it as a worthwhile venture. Half of our study participants supported use of broad consent, a quarter supported restricted consent while the remaining quarter were in favour of tiered consent. Most discussants support shipment of their samples to other countries for further research, but they prefer those collaborations to be done only with competent, ethical researchers and they would like to receive feedback about such projects. The majority preferred health care as a benefit from participation, particularly for any unexpected condition that may be discovered during the course of the research instead of financial compensation. Participants emphasized the need to ensure that donated samples were not used for research that contradicts their religious beliefs. Conclusions Our study demonstrates that our participants accepted biobanking once they understand it but there were different attitudes to elements of biobanking such as type of consent. Our study highlights the need to carefully document population attitudes to elements of modern scientific research and the consenting process. (shrink)

Professionalisation of Journalism has been a subject under global scrutiny since the nineteenth century. Contemporary studies show how journalism profession grapples with the implementation of standard journalism education and practices across the globe. The author discovered that the development of journalism has remarkable link with the advent of Christianity, however, an apparent decline of ethical values in higher education and professional practices abound thereby revealing the type of quality of education provided and the substandard nature of journalistic Professionalisation. Empirical research (...) conducted in this regard geared towards assessing the socio-ethical relevance of Professionalisation as beneficial to democratic development, and the challenges journalists encounter that hinder the implementation of professional ethics and cultural values as a contribution to human dignity, rights, justice, solidarity and the common good. To critically examine these phenomena, this research study is anchored of scientific materials. It adopted the see-judge-act (A Theological methodology approach used in appraising socio-ethical situations) as well as qualitative and quantitative methods. The researcher conducted thirteen semi-standardised interviews as well as analysed 200 data samples (twenty-three questions) with Mayring model and (SPSS) was used to evaluate the quantitative data. The research results showed the thirteen different interview partners unanimously consented that journalism in Nigeria must be professionalised and there is need to integrate Christian social ethics and culture driven values into the training curriculum if journalists are to regain their credibility and integrity. A woman’s lack of or limited reproductive autonomy could lead to adverse health effects, feeling of being inferior, and above all being unable to adequately care for her children. Little is known about the reproductive autonomy of married Ikwerre women of Rivers State, Nigeria. This study demonstrates how Ikwerre women understand the terms autonomy and reproductive rights and what affects the exercise of these rights. An exploratory research design was employed for this study. A semi-structured interview schedule was used (...) to conduct thirty-four in-depth interviews and six focus group discussions with purposively sampled educated, semi-educated, and uneducated Ikwerre women in monogamous or polygynous marriages. The collected data was analysed qualitatively with MAXQDA 11 using open and axial coding. The interviews and focus group responses reveal a low level of awareness of autonomy and reproductive rights amongst the Ikwerre women in Nigeria. While some educated women were aware of their reproductive rights, cultural practices were reported to limit the exercise of these rights. Participants reported that Ikwerre culture is a patriarchal one where married women are expected to submit and obey their husbands in all matters; and a good married woman according to Ikwerre standard is one who complies with this culture. Women’s refusal of sexual advances from their husbands is described as not being acceptable in this culture; and hence rape in marriage is not recognized in Ikwerre culture. Education and awareness creation on the importance of women’s reproductive autonomy could improve their reproductive rights and autonomy in marital settings. Overcoming the patriarchal aspects of Ikwerre culture—for example, the greater value placed on male children than female children and treating women as incompetent individuals—is necessary to promote gender equality as well as help improve women’s reproductive autonomy.
