Responsibility is commonly understood in a backwards-looking manner, identifying causally responsible actors to blame for a bad outcome. If only a backwards-looking responsibility model is applied, epigenetics might give rise to arduous responsibility ascriptions to individuals for their health and the health of their future descendants. This would put heavy responsibility burdens on actors constrained by unequal social and economic structures. In contrast, a forward-looking responsibility notion takes account of structural conditions and pay attention to who is best placed to do something about conditions contributing to bad outcomes. A forward-looking responsibility notion would partly free disadvantaged individuals from responsibility, and identify actors with power and capacity to do something about structural factors constraining genuine choice. The purpose of this paper is to discuss the responsibility of AI experts for guiding the development of AI in a desirable direction. More specifically, the aim is to answer the following research question: To what extent are AI experts responsible in a forward-looking way for effects of AI technology that go beyond the immediate concerns of the programmer or designer? AI experts, in this paper conceptualised as experts regarding the technological aspects of AI, have knowledge and control of AI (...) technology that non-experts do not have. Drawing on responsibility theory, theories of the policy process, and critical algorithm studies, we discuss to what extent this capacity, and the positions that these experts have to influence the AI development, make AI experts responsible in a forward-looking sense for consequences of the use of AI technology. We conclude that, as a professional collective, AI experts, to some extent, are responsible in a forward-looking sense for consequences of use of AI technology that they could foresee, but with the risk of increased influence of AI experts at the expense of other actors. It is crucial that a diversity of actors is included in democratic processes on the future development of AI, but for this to be meaningful, AI experts need to take responsibility for how the AI technology they develop affects public deliberation. Jung has never pursued the "psychology of religion" apart from general psychology. The unique importance of his work lies rather in his discovery and treatment of religious, or potentially religious, factors in his investigation into the unconscious as a whole and in his general therapeutic practice. In Answer to Job , first published in Zurich in 1952, Jung employs the familiar language of theological discourse. Such terms as "God," "wisdom," and "evil" are the touchstones of his argument. And yet, Answer (...) to Job , perhaps Jung's most controversial work, is not an essay in theology as much as it is an examination of the symbolic role that theological concepts play in a person's psychic life. Insight into worldviews is essential for approaches aiming to design and support sustainable pathways for society, both locally and globally. However, the nature of worldviews remains controversial, and it is still unclear how the concept can best be operationalized in the context of research and practice. One way may be by developing a framework for the understanding and operationalization worldviews by investigating various conceptualizations of the term in the history of philosophy. Worldviews can be understood as inescapable, overarching systems of (...) meaning and meaning making that to a substantial extent inform how humans interpret, enact, and co-create reality. Moreover, worldviews are profoundly historically and developmentally situated. An Integrative Worldview Framework can operationalize worldviews by differentiating five interrelated aspects: ontology, epistemology, axiology, anthropology, and societal vision. The evolution of the worldview concept is suggestive of an increasing reflexivity, creativity, responsibility, and inclusiveness—each of which are qualities that appear to be crucial for the global sustainable development debate. Artificial intelligence (AI) is becoming increasingly influential in most people’s lives. This raises many philosophical questions. One is what responsibility we have as individuals to guide the development of AI in a desirable direction. More specifically, how should this responsibility be distributed among individuals and between individuals and other actors? We investigate this question from the perspectives of five principles of distribution that dominate the discussion about responsibility in connection with climate change: effectiveness, equality, desert, need, and ability. Since much (...) is already written about these distributions in that context, we believe much can be gained if we can make use of this discussion also in connection with AI. Our most important findings are: (1) Different principles give different answers depending on how they are interpreted but, in many cases, different interpretations and different principles agree and even strengthen each other. If for instance ‘equality-based distribution’ is interpreted in a consequentialist sense, effectiveness, and through it, ability, will play important roles in the actual distributions, but so will an equal distribution as such, since we foresee that an increased responsibility of underrepresented groups will make the risks and benefits of AI more equally distributed. The corresponding reasoning is true for need-based distribution. (2) If we acknowledge that someone has a certain responsibility, we also have to acknowledge a corresponding degree of influence for that someone over the matter in question. (3) Independently of which distribution principle we prefer, ability cannot be dismissed. Ability is not fixed, however and if one of the other distributions is morally required, we are also morally required to increase the ability of those less able to take on the required responsibility. It is argued here that cognitive science currently neglects an important source of insight into the human mind: the effects created by magicians. Over the centuries, magicians have learned how to perform acts that are perceived as defying the laws of nature, and that induce a strong sense of wonder. This article argues that the time has come to examine the scientific bases behind such phenomena, and to create a science of magic linked to relevant areas of cognitive science. Concrete (...) examples are taken from three areas of magic: the ability to control attention, to distort perception, and to influence choice. It is shown how such knowledge can help develop new tools and indicate new avenues of research into human perception and cognition. (shrink)

Ethicisation refers to the tendency to frame issues in ethical terms and can be observed in different areas of society, particularly in relation to policy-making on emerging technologies. The turn to ethics implies increased use of ethics expertise, or at least an expectation that this is the case. Calling for experts on ethics when ethically complicated questions need to be handled helps us to uphold central virtues, but there are also problems connected with ethicisation. In policy-making processes, the turn to (...) ethics may not always be a sign of a sincere aspiration to moral performance, but a strategic move to gain acceptance for controversial or sensitive activities, and ethicisation may depoliticise questions and constrain room for democratic participation. Nevertheless, ethicisation, and the ensuing call for ethics experts, suggests an expectation of confidence in ethics and ethics expertise, and that ethical guidance is an effective way of governing people’s behaviour in a morally desirable way. The purpose of this article is to explore democratic and epistemic challenges of ethicisation in the context of emerging technologies, with a specific focus on how the notions of _under-reliance_ and _over-reliance_ of ethics expertise can unpack the processes at play. By using biotechnology and the EU process of bio-patents and the publication of ethical guidelines for AI development as illustrations, it is demonstrated how ethicisation may give rise to democratic and epistemic challenges that are not explicitly addressed in discussions on the political use of ethics expertise. This paper introduces a receiver who perceives ambiguity in a binary model of Bayesian persuasion. The sender has a well-defined prior, while the receiver considers an interval of priors and maximizes a convex combination of worst and best expected payoffs. We characterize the sender’s optimal signal and find that the receiver’s payoff differences across states given each action, play a fundamental role in the characterization and the comparative statics. If the sender’s preferred action is the least sensitive one, then the (...) sender’s equilibrium payoff, as well as the sender’s preferred degree of receiver ambiguity, is increasing in the receiver’s pessimism. Doctors occasionally make diagnoses in strangers outside of formal medical settings by using the medical skill of visual inspection, such as noticing signs of melanoma or the symptoms of hyperthyroidism. This may cause considerable moral unease and doubts on the side of the diagnosing physician. Such encounters force physicians to consider whether or not to intervene by introducing themselves to the stranger and offering an unsolicited medical opinion despite the absence of a formal doctor-patient relationship. A small body of literature (...) has addressed the topic of the unsolicited medical opinion, often with a primary focus on practical advice. This article seeks to establish an ethical-theoretical basis for physicians' ethical obligation to offer an unsolicited medical opinion when they make a diagnosis by visual inspection in a stranger outside of the formal medical context. Using a utilitarian approach, it is argued that, if it is in the physicians' power to prevent a possible loss of well-being, without thereby sacrificing anything of equal value, physicians have an ethical obligation to intervene. In _Images of Savages,_ the distinguished psychologist Gustav Jahoda advances the provocative thesis that racism and the perpetual alienation of a racialized 'other' are a central leagacy of the Western tradition. Finding the roots of these demonizations deep in the myth and traditions of classical antiquity, he examines how the monstrous humanoid creatures of ancient myth and the fabulous "wild men" of the medieval European woods shaped early modern explorers' interpretations of the New World they encountered. Drawing on a (...) global scale the schematic of the Western imagination of its "others," Jahoda locates the persistent identification of the racialized other with cannibalism, sexual abandon and animal drives. Turning to Europe's scientific tradition, Jahoda traces this imagery through the work of 18th century scientists on the relationship between humans and apes, the new racist biology of the 19th century studies of "savagery" as an arrested evolutionary state, and the assignment, especially of blacks, to a status intermediate between humans and animals, or that of children in need of paternal protection from Western masters. Finding in these traditional tropes a central influence upon the most current psychological theory, Jahoda presents a startling historical continuity of racial figuration that persists right up to the present day. Far from suggesting a program for the eradication of racial stereotypes, this remarkable effort nevertheless isolates the most significant barriers to equality buried deep within the Western tradition, and proposes a potentially redemptive self-awareness that will contribute to the gradual dismantling of racial injustice and alienation. Gustav Jahoda demonstrates how deeply rooted Western perceptions going back more than a thousand years are still feeding racial prejudice today. When assessing the cost effectiveness of health care programmes, health economists typically presume that distant events should be given less weight than present events. This article examines the moral reasonableness of arguments advanced for positive discounting in cost-effectiveness analysis both from an intergenerational and an intrapersonal perspective and assesses if arguments are equally applicable to health and monetary outcomes. The article concludes that behavioral effects related to time preferences give little or no reason for why society at large should favour (...) the present over the future when making intergenerational choices regarding health. The strongest argument for discounting stems from the combined argument of diminishing marginal utility in the presence of growth. However, this hinges on the assumption of actual growth in the relevant good. Moreover, current modern democracy may be insufficiently sensitive to the concerns of future generations. The second part of the article categorises preference failures (which justify paternalistic responses) into two distinct groups, myopic and acratic. The existence of these types of preference failures makes elicited time preferences of little normative relevance when making decisions regarding the social discount rate, even in an intrapersonal context. As with intergenerational discounting, the combined arguments of growth and diminishing marginal utility offer the strongest arguments for discounting in the intrapersonal context. However, there is no prima facie reason to assume that this argument should apply equally to health and monetary values. To be sure, selecting an approach towards discounting health is a complex matter. However, the life-or-death implications of any approach require that the discussion not be downplayed to merely a technical matter for economists to settle. (shrink)

This book details a history of the methodology of textual interpretation from Ancient Greece to the 20th century. It presents a complete English translation of Hermeneutics and Its Problems, written by Russian philosopher Gustav Gustavovich Shpet, along with insightful commentary. Written in 1918, Shpet's text remained unpublished in its original Russian until the collapse of the Soviet Union. This engaging translation will be of value to anyone interested in early phenomenology, Russian intellectual history, as well as the divergence of (...) phenomenology and the analytic philosophy of language. The volume also features translations of five key essays written by Shpet. The first presents an extended elaboration of a non-egological conception of consciousness on Husserlian grounds that considerably predates the well-known arguments of early Sartre and Gurwitsch. The second details the rudiments of a phenomenological philosophy of history that traces a central theme back to Parmenides. The next two reveal Shpet’s abiding philosophical interest in combating skepticism and what he took to be the reigning neo-Kantian model by which philosophy is a handmaiden to mathematical physics. The final one features a terse statement of Shpet’s overall philosophical viewpoint, written during the early years of the Stalinist period. Shpet offers an example of one facet of philosophy from a phenomenological viewpoint, demonstrating the progress as well as the deficiencies of successive eras along the historical journey. In doing so, he also gradually reveals the need for a theory of signs, interpretation, and understanding. This collection brings together key documents for assessing Shpet’s hermeneutic phenomenology and his perceived need to develop a phenomenological philosophy of language. (shrink)

In “Intentional action and side-effects in ordinary language” (2003), Joshua Knobe reported an asymmetry in test subjects’ responses to a question about intentionality: subjects are more likely to judge that a side effect of an agent’s intended action is intentional if they think the side effect is morally bad than if they think it is morally good. This result has been taken to suggest that the concept of intentionality is an inherently moral concept. In this paper, we draw attention to (...) the fact that Knobe’s original interpretation of the results is based on an abstract rendering of the central scenario that is significantly different from the vignettes presented to the survey participants. In particular, the experimental vignettes involve temporal and social dimensions; they portray sequences of social actions involving an agent and an interlocutor, rather than a lone agent making a momentary decision in light of certain attitudes. Through textual analyses of a set of vignettes used to study the Knobe effect, drawing on ethnomethodology, conversation analysis, and discursive psychology, we show that there are many differences between the experimental conditions besides the moral valence of the side effect. In light of our textual analyses, we discuss vignette methodology in experimental philosophy and suggest an alternative interpretation of Knobe’s original experimental results. We also argue that experimental philosophy could benefit from considering research on naturally occurring social interaction as an alternative source of empirical findings for discussions of folk-psychological concepts.
