Dentro de la variedad de miradas que se han establecido en torno del 98 cubano desde la historiografía, se considera de suma importancia realizar un cuestionamiento histórico-filosófico sobre el conflicto, pero partiendo de la idea de la "guerra" como concepto complejo. En este escrito se busca teorizar sobre la guerra, con el fin de dar a conocer los postulados de José Martí al respecto, en relación con los debates suscitados en el marco de los neocolonialismos y el desarrollo del proceso (...) independentista de Cuba. Among the many views that has been established around Cuban 98 from the historiography, we consider of extreme importance to make a historical-philosophical questioning about the conflict, but starting from the idea of war as a complex concept. In this paper we theorize about war to show Jose Martí's postulates in this respect, particularly in relation to the debates raised around neocolonialism and Cuban independence process development. La semantización de 98 cubano nos remite a hechos contextualizados en torno a un proceso, entendido como un cúmulo de acontecimientos que exceden al año signado. Nos referimos al conflicto que en diversos momentos enfrenta a España con Cuba y a España con Estados Unidos, desde mediados del siglo XIX en territorio caribeño y en el encuadre del proceso al que aludíamos. La conceptualización utilizada en torno al tema planteado, actúa como un significante de referente de identidad, partiendo de un (...) nosotros genuino y como alternativa a lo establecido por la historiografía tradicional. Partimos de una investigación centrada en la identificación y análisis de las formas de mediatización que los semanarios argentinos Cuba Libre y La República de Cuba (Buenos Aires 1896-1898) realizaron sobre el proceso independentista cubano de fines del siglo XIX, como un problema crítico, desagregado de la Historia política continental. Dicho proceso nos remite obligadamente a identificar grupos políticos que representan conjuntos de ideas en lucha vinculadas a una transformación política. En este sentido vemos la necesidad de posicionarnos desde una tríada multidisciplinar que logrará una interconectividad articulada sobre la Historia de las Ideas, la Historia Política y el Campo Comunicacional. La tríada planteada nos permitirá vincular, dialécticamente, las ideas políticas de los protagonistas de la lucha en Cuba con las provenientes del campo comunicacional periodístico argentino de ese presente, en el intento de rescatar una postura frente al resto de las producciones periódicas de nuestro país. The Purpose in Life Test is a measure of purpose in life widely used in many cultures and countries; however, cross-cultural assessments are scarce. The present study aimed to evaluate the cross-cultural measurement invariance of the PIL in the general population of seven Latin American countries. A total of 4306 people participated, selected by non-probabilistic convenience sampling, where Uruguay has the highest mean age ; while Ecuador has the lowest mean age. Furthermore, in each country, there is a higher proportion (...) of women than men. Using Multi-Group Confirmatory Factor Analysis, the factorial structure does not show evidence of invariance among the included countries. However, based on the Multi-Group Factor Analysis Alignment, there is evidence that a three-dimensional structure of the PIL is the same in the participating countries. Results based on item response theory indicate that most PIL items can significantly differentiate responses according to the level of life purpose. In addition, people with low life purpose will tend to choose the lower response alternatives on the PIL; while people with higher life purpose will choose higher response alternatives. The findings indicate that the PIL has the potential to increase knowledge about how people conceive and experience their purpose in life in different countries. (shrink)

The zone of latent solutions hypothesis provides an alternative approach to explaining cultural patterns in primates and many other animals. According to the ZLS hypothesis, non-human great ape cultures consist largely or solely of latent solutions. The current competing hypothesis for ape culture argues instead that at least some of their behavioural or artefact forms are copied through specific social learning mechanisms and that their forms may depend on copying. In contrast, the ape ZLS hypothesis does not require these forms (...) to be copied. Instead, it suggests that several social learning mechanisms help determine the frequency of these behaviours and artefacts within connected individuals. The ZLS hypothesis thus suggests that increases and stabilisations of a particular behaviour’s or artefact’s frequency can derive from socially-mediated form reinnovations. Therefore, and while genes and ecology play important roles as well, according to the ape ZLS hypothesis, apes typically acquire the forms of their behaviours and artefacts individually, but are usually socially induced to do so. The ZLS approach is often criticized—perhaps also because it challenges the current null hypothesis, which instead assumes a requirement of form-copying social learning mechanisms to explain many ape behavioural forms. However, as the ZLS hypothesis is a new approach, with less accumulated literature compared to the current null hypothesis, some confusion is to be expected. Here, we clarify the ZLS approach—also in relation to other competing hypotheses—and address misconceptions and objections. We believe that these clarifications will provide researchers with a coherent theoretical approach and an experimental methodology to examine the necessity of form-copying variants of social learning in apes, humans and other species. In this chapter, I argue that the insurrectionist ethics initially articulated by Leonard Harris, and further developed by other scholars such as Lee McBride III, Jacoby Carter, and Kristie Dotson, can fruitfully be deployed to understand how resistance movements and liberatory struggles have been framed in Mexico by some prominent intellectuals. To be more precise, I argue that one can read the historical work México a través de los siglos. El Virreinato from the nineteenth century Mexican historian and novelist Vicente (...) Riva Palacio as articulating a form of insurrectionist ethics adapted to the Mexican context to the extent that it exemplifies the core features that Harris identifies in insurrectionist ethics. Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...) AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA. (shrink)

The study employed a descriptive method. The study involved 54 kindergarten teachers in the division in accomplishing the 12-item self-assessment instrument. Data were analyzed using descriptive statistics. The results revealed that kindergarten teachers have a high level of competencies in content knowledge and pedagogy, learning environment and diversity of learners, curriculum and (...) planning, and assessment and reporting. These indicate that they possess almost all of the competencies of efficient teachers. Results further revealed a very high extent of professional needs in content knowledge and pedagogy and the learning environment and diversity of learners, while they had a high extent of professional needs in the remaining domains. Since they reported very high priorities in content knowledge and pedagogy and the learning environment and diversity of learners, these areas would be the main considerations in the crafting of a professional development plan. This paper investigated the variation in the multidimensional competencies and professional development needs of kindergarten teachers using a cross-sectional research design. It involved 54 purposively selected kindergarten teachers and collected the data using the self-assessment tool adopted by the Department of Education from the National Research Center for Teacher Quality in the Philippines. These data were analyzed using both descriptive and inferential statistics. As found, kindergarten teachers have a high level of competencies across dimensions. Also, they have a very high (...) extent of professional development needs in content knowledge and pedagogy and the learning environment and diversity of learners. Moreover, they have a high extent of professional needs in two dimensions. The reported high priorities for training imply more emphasis on providing them professional development activities. Results found no significant difference in the competencies of kindergarten teachers in terms of age, position, civil status, degree, and years of teaching. On the contrary, significant differences revealed in their competencies in content knowledge and pedagogy, learning environment and learners’ diversity, and curriculum and planning between those with masters and without a master’s degree. Lastly, results show no significant difference in their professional development needs. These results have implications for future research and planning for a more responsive and cost-effective professional development initiatives in the locale. (shrink)

Este es un ensayo fotográfico que, ante el deterioro del fondo habitacional de Centro Habana, Cuba, se pretende construir un archivo tipológico de las decoraciones con azulejos o baldosas hidráulicas vidriadas, aún visibles en algunas edificaciones, mediante la fotografía documental, para preservar lo que alguna vez fuera parte de la vida cotidiana de residentes y transeúntes, y que ha sido reconocido por los especialistas como parte del patrimonio de la ciudad.

Though Indigenous women in Mexico have traditionally exhibited some of the highest levels of maternal mortality in the country—a fact that some authors have argued was an important reason to explain the EZLN uprising in 1994—there is some evidence that the rate of maternal mortality has fallen in Zapatista communities in the Chiapas Highlands in the last two decades, and that other health indicators have improved. In this article, we offer an account of the modest success that Zapatista communities have (...) achieved in improving their health levels. In particular, we argue that Zapatista women have implicitly used a form of feminist standpoint theory to diagnose the epistemic (and economic) injustice to which they have been traditionally subjected and to develop an epistemology of resistance that is manifested in actions such as becoming health promoters in their communities. We also argue that this epistemology of resistance is partially responsible for the improvement of health levels in their communities. Finally, on the basis of our discussion of the Zapatista case, we suggest that standpoint theory could play an important role in other healthcare settings involving oppressed minorities. (shrink)

Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. La literatura especializada ha solido reproducir la distinción scheleriana entre “actos” y “funciones” sin aventurar, por lo general, una justificación teórica satisfactoria de la misma; la cual tampoco es ofrecida con claridad por el fenomenólogo muniqués. En este artículo propongo una interpretación de dichos conceptos que ayude a clarificarlos y que haga comprensible su diferenciación. Se comprobará que la distinción entre acto y función es de importancia decisiva para la antropología filosófica y, en particular, para el contraste entre el “mundo” (...) (Welt) de la persona humana y el “entorno” (Umwelt) del animal. Como contribución al tratamiento de tales cuestiones, plenamente vigentes un siglo después de la muerte de Scheler, me permito introducir el concepto adicional de “mera función”. (shrink)

Though it is held that some models in science have explanatory value, there is no conclusive agreement on what provides them with this value. One common view is that models have explanatory value vis-à-vis some target systems because they are developed using an abstraction process. Though I think this is correct, I believe it is not the whole picture. In this paper, I argue that, in addition to the well-known process of abstraction understood as an omission of features or information, (...) there is also a family of abstraction processes that involve aggregation of features or information and that these processes play an important role in endowing the models they are used to build with explanatory value. After offering a taxonomy of abstraction processes involving aggregation, I show by considering in detail several models drawn from different sciences that the abstraction processes involving aggregation that are used to build these models are responsible for their having explanatory value. A settant'anni dalla più celebre ed universale Dichiarazione dei Diritti dell'Uomo, continua ad essere urgente la necessità di semantizzarli alla luce di un'antropologia filosofica. Già, perché è proprio di umanità che parliamo quando chiamiamo in causa questi diritti, che non per essere arrivati alla positivizzazione solamente in epoca così tarda possono considerarsi un'invenzione moderna o postmoderna. L'approccio ontofenomenologico adottato in questo studio legittima la persuasione che di una struttura del giuridico si tratti, e non di una sua contingenza come orizzonte (...) definitivo del discorso giuridico. Se è l'umanità degli uomini la cifra specifica di questi diritti, è su di essa che occorre filosoficamente interrogarsi e riflettere, anche proprio allo scopo di comprendere meglio la loro portata, i possibili contenuti e limiti, la genealogia come le applicazioni, e quindi il fondamento della loro pretesa di giustiziabilità, così audace e così spesso frustrata. The EU proposal for the Artificial Intelligence Act (AIA) defines four risk categories: unacceptable, high, limited, and minimal. However, as these categories statically depend on broad fields of application of AI, the risk magnitude may be wrongly estimated, and the AIA may not be enforced effectively. This problem is particularly challenging when it comes to regulating general-purpose AI (GPAI), which has versatile and often unpredictable applications. Recent amendments to the compromise text, though introducing context-specific assessments, remain insufficient. To address this, (...) we propose applying the risk categories to specific AI scenarios, rather than solely to fields of application, using a risk assessment model that integrates the AIA with the risk approach arising from the Intergovernmental Panel on Climate Change (IPCC) and related literature. This model enables the estimation of the magnitude of AI risk by considering the interaction between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. The present article is framed within the biosemiotic glossary project as a way to address common terminology within biosemiotic research. The glossary integrates the view of the members of the biosemiotic community through a standard survey and a literature review. The concept of ‘semiotic threshold’ was first introduced by Umberto Eco, defining it as a boundary between semiotic and non-semiotic areas. We review here the concept of ‘semiotic threshold’, first describing its denotation within semiotics via an examination on the history (...) of the concept, its synonyms, antonyms, etymology, usage in other languages and context in which it is used. Then we present a general overview of the survey among researchers, analyzing the difference in responses for the concept of ‘lower semiotic threshold’ and related concepts. From the answers we also review the difference between the general usage of ‘semiotic threshold’ versus its specific use within biosemiotics, and attempt to make a general synthesis of the concept taking into account what we have learned from the survey and the literature review. The EU Artificial Intelligence Act (AIA) defines four risk categories for AI systems: unacceptable, high, limited, and minimal. However, it lacks a clear methodology for the assessment of these risks in concrete situations. Risks are broadly categorized based on the application areas of AI systems and ambiguous risk factors. This paper suggests a methodology for assessing AI risk magnitudes, focusing on the construction of real-world risk scenarios. To this scope, we propose to integrate the AIA with a framework developed by (...) the Intergovernmental Panel on Climate Change (IPCC) reports and related literature. This approach enables a nuanced analysis of AI risk by exploring the interplay between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. We further refine the proposed methodology by applying a proportionality test to balance the competing values involved in AI risk assessment. Finally, we present three uses of this approach under the AIA: to implement the Regulation, to assess the significance of risks, and to develop internal risk management systems for AI deployers. El objetivo del artículo es operacionalizar teóricamente la complementariedad significativa, de tres niveles de significación social (representaciones sociales, imaginarios y mitologías), a través de la construcción discursiva en la prensa alternativa digital chilena. A nivel metodológico, se aplica el análisis de contenido cualitativo, analizando dos notas de prensa pertenecientes a El Desconcierto y El Mostrador, haciendo alusión a la temática de la Marcha más Grande de Chile acaecida durante el Estallido Social de 2019. En términos de hallazgos y conclusiones se (...) evidencia a nivel teórico y operativo la estrecha dialéctica y complementariedad entre las tres nociones teóricas de significación mencionadas. La fundamentación metafísica que sirve de núcleo a la ética de la responsabilidad de Hans Jonas participa de unos determinados presupuestos acerca de la relación entre los aspectos objetivo y subjetivo de la ética, donde la objetividad se atribuye automáticamente a lo teórico y la relatividad subjetiva a lo valorativo. Con ayuda de la crítica que realizó Max Scheler de estos mismos presupuestos en el formalismo ético de Immanuel Kant, se trata de discutirlos y mostrar que suprimen el fundamento propio (...) de la moral, que reside en el conocimiento objetivo, pero al mismo tiempo afectivo, de cualidades materiales de valor en tanto que objetos intencionales del percibir afectivo. Aquí discutiré cómo la presencia de préstamos léxicos en las lenguas es un indicio de la pluralidad del mundo real. Para esto, tomaré la tesis expuesta por Lewis sobre la pluralidad de mundos y presentaré ejemplos del muisca y del español1, como una prueba de que el mundo, como un único lugar donde todo está incluido, conlleva la pluralidad (...) del mundo real, debido a que hay otro que suele ser desconocido y, en consecuencia, no posible dentro de sus mundos posibles. Desde los inicios de la humanidad hasta finales de la Edad Media, la imagen del universo reflejaba una visión teológica, para girar en torno al hombre en el siglo XVI. Con la llegada de la revolución industrial, de la concepción cíclica del tiempo propugnada por el Humanismo se pasa a la idea moderna de progreso. Por último, se produce la evolución de la sociedad disciplinaria organizada en torno a la fábrica como lugar cerrado y en la que el individuo sabe (...) quien ostenta el poder, hasta la sociedad de control en la era tecnológica actual deslocalizada en empresas con individuos que tienen acceso a la información hasta cierto nivel. El hombre se sitúa en el panóptico y sabe que está siendo observado, convertido en una forma de entretenimiento voyeurístico y exhibicionista. La perversión del mundo informatizado en el que el optimismo ante la posibilidad de verlo todo, se contrapone al control de la información y a la vigilancia permanente. Esta deshumanización afecta también al terreno plástico, que pretende dar soluciones a través de un arte participativo con nuevos planteamientos, estéticas y soportes. Studying the origin of semiosis is a task obscured by terminological and metaphysical issues which create an ambiguous set of definitions for biosemiotics when referring to the concept of emergence. The question is, how emergent can semiosis be? And what are the conditions for semiosis to be an emergent of a certain type? This paper will attempt to briefly deal with the general terminology of emergence from a philosophical point of view and will discuss the characterization of semiosis as an (...) emergent phenomenon based on the distinctions made by Bedau, Kim and Chalmers. Accordingly, we will consider the possibility of strong and weak emergence in an attempt to bring some clarity to what it means for something in biosemiotics to be an emergent and how the philosophical concepts play out when applied to biosemiotic research. In inquiring into the metaphysical status of semiosis, we change our semiotic theories to correspond to the assumptions contained in the elementary objects of our theories. This being the case, the way semiosis–the constitutive element that it is for semiotics–is taken to be with regards to its possible ontology, will conduct to different research objects for the long-term investigation of its origins and necessary conditions. This commentary draws upon the author's experience in bioethics and as a physician, ordained Rabbi, and certified Mohel (a Jewish professional qualified to perform infant male circumcisions (MC)). People's identity and adherence to a religious belief are frequently cited reasons for deciding whether to circumcise their male children. For Jewish and Muslim males, circumcision is considered essential. In this commentary, the author uses his medical, religious, and bioethical knowledge, expertise, and experience to address common arguments used in opposing nontherapeutic male (...) circumcision of minors. In these narratives, half of the parents agreed with circumcision, and half did not. The parents against circumcision cite human rights violations, security, privacy, and bodily integrity issues and refer to circumcision as genital mutilation, while those who agree argue that circumcision should be done for religious reasons to prevent health issues, promote hygiene and cleanness, avoid cancer, or for later sexual enjoyment. After evaluating the evidence, the author states that parents should be free to either consent or decline MC for a son. Though a reoccurring theme in these narratives was for mothers to leave the circumcision decision up to their male partners, the author concludes that women have considerable power regarding the decision.
