Ethnic diversity and cultural heterogeneity are a reality for the city of Skopje, the capital of North Macedonia. The changing ethnic demography and redressed power-balance between majority and non-majority groups on local level have spurred a turbulent conflict – that of governance of diversity in public space. This paper aims to understand citizens’ views on how language, ethnicity, religion and collective cultural symbols are legitimised through the political, social and symbolic value of public spaces in their neighbourhoods. The results (...) indicate that the political value of public spaces to stimulate contact, deliberation and debate among citizens on issues of their concern is undermined. Public spaces in Skopje are not planned and managed through a wide forum of citizen engagement. The colliding ethnonationalism and symbolic power struggle between the major ethnic groups result in co-ethnic preferences in socialisation and selection of public spaces. The concept of “the appropriate citizen” constructed through the symbolic meaning of public spaces perpetuates ethnonational rhetoric and supports expressions of citizenship that are limited to the nation-state and ethnic identification. In opposition to contact theory, this research indicates that self-segregation of ethnic groups can be prevalent in multi-ethnic neighbourhoods. This should make us think of the context where the contact is established and not only of the content of the interaction. (shrink)

Classical archaeology in the service of the state and national identity is not a new concept, although it is one that is seen less, or at least less blatantly, in modern Europe. This particular use of the classical past is still very much in use in the region of Macedonia, both the Greek province and the Former Yugoslav Republic of Macedonia. Nationalism uses archaeology and the imagery of the ancient world to claim legitimacy in the modern world. By claiming the (...) ancient past and projecting it into the present, nations can create a strong national identity. By tying the present day inhabitants of an area to a strong cultural past, the nation itself becomes more legitimate. Problems arise when two nations seek to claim the same past as in the case in the Greek province of Macedonia and the Former Yugoslav Republic of Macedonia. This competition and issues surrounding the claim of ownership of a particular national past can be seen through the examples of the tumulus at Vergina and the differing traditions of the symposion in Macedonia and Athens. The projection of the past into the present can be seen in the Former Yugoslav Republic of Macedonia flag, in three pamphlets on the “Macedonian Question” from Greece, and in the recent rebuilding of Former Yugoslav Republic of Macedonia’s capital, Skopje. An account of the contribution of Justinian, a Byzantine emperor, born in 483 at Tauresium in Illyricum (now Skopje, Macedonia). He is best remembered for his codification of laws, military acumen, ecclesiastical contribution, and encouragement of Christian architecture. In the Orthodox Church he is regarded a saint, whose feast day falls on November 14th.

The use of student evaluations of teaching (SET) has become a widespread practice in higher education despite inconclusive evidence reported in the literature around its validity. Not surprisingly, the question of the validity of SET continues to be a current debate in higher education, pointing to the need for more research in this area. This paper is a part of a larger scale study, which aims to contribute to broadening the knowledge and understanding of SET validity by analysing the process (...) within the South East European University (SEEU) in North Macedonia in order to determine whether student evaluations are objective and critical. A likert scale questionnaire, containing 9 questions, was designed for the purpose of the analysis. The questionnaire was sent to all students from the five (5) Faculties: Business and Economics, Law, Contemporary Sciences and Technologies, Contemporary Social Sciences and Faculty of Languages, Cultures and Communications, in both campuses, Tetovo and Skopje. Three hundred and thirty three (333) students participated in the survey. Statistical Package for Social Science (SPSS) was used for analysing the results. Findings revealed that the information students received about the reputation, experience and qualifications of the professors had the highest influence on their perceptions, which in turn influenced the evaluations. As an addition, the present paper also compares two methods on a data set of actual SET. For illustrative purposes, only data from one faculty have been analysed. It is shown that the traditional method of considering the average values can misrepresent a teacher’s performance as it can be highly sensitive to any extreme grades, being either very positive or very negative. Bearing on mind the idea of the proverb “Justice Delayed is Justice Denied” Macedonian Legislator within the new Code of Criminal Procedure has introduced several legal mechanisms for accelerating the criminal procedure. The most important instruments among them, by all means, are the Guilty Plea and Sentence Bargaining. In this article, the author elaborates the practical implementation of these CPC’s provisions and performs analysis of its implementation by the Basic Court Skopje 1 in Skopje, as the biggest and (...) most caseload-burdened court in Macedonia, and by the Public Prosecution Office in Skopje. The analysis discovered several weak points, which should be properly addressed, both through theoretical scrutiny and through introduction of amendments to the CPC or through production of a general opinion by the Supreme Court. Only through these amendments to the legal provisions of the CPC can be expected to have improved court practice in a manner which would accentuate the real/just benefits of these instruments for accelerating of the criminal procedure. Several conclusions and suggestions for improvement or specific issues, which were determined as problematic were developed, such as: tackling the impact of a guilty plea by one of the codefendants to the other codefendants who did not plead guilty; treatment of the altered statement by one of the codefendants during the plea agreement and its use against the other codefendant; and the burden of proof and amount of evidence which is necessary to support the sentence bargaining process. The research paper elaborates on the main concepts and terminology of strategic planning in education, including all the steps of building a strategic plan with mission and vision statements. Furthermore, it analyses and compares some successful strategic planning case studies in education by identifying the strengths and some weaknesses. The final results of this inquiry serve as recommendations for positive changes and reforms in North Macedonian education. Furthermore, this research paper emphasizes the importance of the SMART strategic goals for improving (...) education, articulated via the mission and vision statements. It is quite interesting that internationally accredited educational organizations like NOVA IS of Skopje have more successful improvement plans based on shared values and goals via their mission and vision. The implementation of their strategic plans is closely monitored and evaluated. Moreover, some successful educational reforms happened in Finland, Singapore, and Victoria, Australia, and their ministries of education are dedicated and accountable to aligning their mission and vision with all public schools in these countries. On the contrary, although the Ministry of Education of North Macedonia has clearly published the mission and vision statements, there is still a huge gap in the reality of implementation of those in all public schools, and rarely any school has a shared mission and vision on their web page. Browsing around, one primary school in North Macedonia, “Jan Amos Komenski” has recently started sharing their school’s mission and vision, values, and goals with the community which is a positive change toward SMART reforms. Strategic planning affects the improvement of learning and teaching; therefore it needs to be built inclusively and wisely. (shrink)

In recent years, artificial intelligence has made significant progress, leading to a wide variety of applications, such as speech recognition, product recommendations, language translation, and many other applications. Although gender equality and artificial intelligence can be considered separate fields, they are closely related and mutually influence each other. The purpose of this paper is to outline various aspects of relationship between gender equality and artificial intelligence, to identify interrelationship between them, and to present challenges and possible solutions to problems arising (...) from their connection. This text will present the issue of gender equality in the development of artificial intelligence, but also the impact of artificial intelligence on gender equality; challenges and possible solutions, successful examples and case studies, legislation and policies supporting gender balance in artificial intelligence, the impact of gender equality on quality and innovation in artificial intelligence; the future of dynamics of development of relationship of gender equality and artificial intelligence. Forecasting is an integral part of the planning process and analogously without forecasting we cannot even attempt to understand all the complexity of today’s world, the phenomena and processes that occur in it, the complexity of situations and systems if we do not face the need from their understanding and prediction. Analysing all aspects of forecasting is a very complex and difficult task, as it is characterized by great dynamism, complexity, and specificity. Therefore, the study of forecasting should primarily be (...) based on its full understanding and differentiation from other security management functions to avoid any one-sidedness. Forecast within the framework of this paper primarily has several meanings. First, significant specifics and characteristics of the forecasting are determined. Second, in the context of forecasting, the emphasis is on forecasting and prognosing. Third, theoretical explication refers to establishing the causality of forecasting and planning in order to perceive the dialectical relationship and connection. (shrink)

The importance of pedagogy as a science is in exploration and improvement of education as an integral part of the social reality. Theory of education, General pedagogy and Methodics of educational work are the scientific disciplines that are most directly related to examining the educational work, and represent its theoretical and methodological basis in the process of its realization. Educational work provides the essence of the overall education process, since it refers and unites the knowledge, skills, attitudes, beliefs and values (...) of the individual, and its results are seen in developing student’s unique personality. In this paper the focus is on the Methodics of educational work, as a pedagogical discipline which is most closely related to the process of realization of educational work. The aim is through analysis of the basic theoretical and terminological aspects to emphasize its role in the overall education process. Taking into consideration the complexity of educational work and difficulties related to the process of assessment of the outcomes, application of the taxonomy of the affective domain is suggested as a possible approach. Also, the importance of some topics that are particularly relevant in pedagogy is emphasized, but which, due to terminological inconsistencies, are not sufficiently recognized as part of the Methodics of educational work.
