Evolutionary theory assumed that mutations occur constantly, gradually, and randomly over time. This formulation from the “modern synthesis” of the 1930s was embraced decades before molecular understanding of genes or mutations. Since then, our labs and others have elucidated mutation mechanisms activated by stress responses. Stress‐induced mutation mechanisms produce mutations, potentially accelerating evolution, specifically when cells are maladapted to their environment, that is, when they are stressed. The mechanisms of stress‐induced mutation that are being revealed experimentally in laboratory settings provide (...) compelling models for mutagenesis that propels pathogen–host adaptation, antibiotic resistance, cancer progression and resistance, and perhaps much of evolution generally. We discuss double‐strand‐break‐dependent stress‐induced mutation in Escherichia coli. Recent results illustrate how a stress response activates mutagenesis and demonstrate this mechanism's generality and importance to spontaneous mutation. New data also suggest a possible harmony between previous, apparently opposed, models for the molecular mechanism. They additionally strengthen the case for anti‐evolvability therapeutics for infectious disease and cancer. (shrink)

A speech perception experiment provides evidence that the linguistic relationship between words affects the discrimination of their talkers. Listeners discriminated two talkers' voices with various linguistic relationships between their spoken words. Listeners were asked whether two words were spoken by the same person or not. Word pairs varied with respect to the linguistic relationship between the component words, forming either: phonological rhymes, lexical compounds, reversed compounds, or unrelated pairs. The degree of linguistic relationship between the words affected talker discrimination in (...) a graded fashion, revealing biases listeners have regarding the nature of words and the talkers that speak them. These results indicate that listeners expect a talker's words to be linguistically related, and more generally, indexical processing is affected by linguistic information in a top-down fashion even when listeners are not told to attend to it. Are social sciences that are indigenous to the West necessarily universal for other cultures? This collection of South Asian scholarship draws on the experiences of the region to discuss this question in depth.

Three experiments examined contributions of study phase awareness of word identity to subsequent word-identification priming by manipulating visual attention to words at study. In Experiment 1, word-identification priming was reduced for ignored relative to attended words, even though ignored words were identified sufficiently to produce negative priming in the study phase. Word-identification priming was also reduced after color naming relative to emotional valence rating (Experiment 2) or word reading (Experiment 3), even though an effect of emotional valence upon color naming (...) (Experiment 2) indicated that words were identified at study. Thus, word-identification priming was reduced even when word identification occurred at study. Lady Cotton, when Sr. Robert Cotton was magnifying of a shoe, wch was Moses's or Noahs, & Wondering att the strange shape & fashion of it: but, Mr. Cotton, sayes shee, are you sure 'tis a shooe. 1A law of nature is a rule discovered by reason. 2 This is the key to John Deigh's attempt to show that "Hobbes's ethics is logically independent of his moral psychology." 3 By this he means that the "theorems" of Hobbes's ethics, the laws of nature, "have no other ground than the definition on which it [his ethics] is based." 4 Deigh thinks he establishes this conclusion by taking seriously both Hobbes's definition of a law of nature as "a Precept, or generall Rule, found out by Reason, by which a man is forbidden to do, that, which is destructive of his life," and his definition of reason as "nothing but Reckoning (that is, Adding and Substracting) of the Consequences of generall names." 5 Deigh puts these two definitions together to argue that Hobbes's ethics is a deductive science, and that those who instead think of his ethics as dependent on desire or as involving instrumental reason ("means-to-ends thinking," as he calls it) are mistaken. The particular virtue of this interpretation, Deigh says, is that without it we have to read Hobbes in the Leviathan as sometimes using "reason" in a way that is different from the way he defines it in chapter 5. 6I will argue that Deigh misunderstands the basis, status, and scope of Hobbesian natural law. In his attempt to save Hobbes from using "reason" equivocally, Deigh attributes mistakes and inconsistencies to him that are more serious and have less [End Page 111] textual justification than that apparent equivocation. A source of the misunderstanding is a simplification—accepted by Mark Murphy and many other interpreters—of Hobbes's conception of reason.Let us begin with Deigh's view of the scope of the law of nature, as he admits that his interpretation would be undermined were he wrong about this. The paper by Dr. Myles Sheehan “Why Doctors Hate Medical Ethics” highlights some of the problems of teaching ethics to an extremely weary group of house officers who may look at ethics as a waste of time, as a requirement that must be overcome, or as “a lot of crap” Although Dr. Shee-han's paper offers a number of interesting and valuable insights, it really fails to say why residents hate the teaching of medical ethics any more than they may (...) hate any other conference which, inevitably, intrudes on their time. In this response, I do not so much want to take issue with Sheehan's paper as to comment and to offer some of my own experiences teaching ethics. To do so, I am fully aware, may be regarded as matching anecdote with anecdote, a tiresome and ultimately futile process. (shrink)

According to Froula, Paradise Lost is aimed at affirming or reaffirming the power of orthodox authority, by locating its source in an invisible being beyond understanding or question. In this respect, Milton’s own authority is analogous to that of the metaphorical priest in the Virginia Woolf passage quoted at the beginning of Froula’s essay, who can claim a direct connection, presumably derived from the laying on of hands, with this original authority to which the rest of us have no access. (...) It is an odd analogy: Milton and a priest. It sorts very badly with everything we know about Milton, who was dedicated to the eradication of formal instutitional authority in favor of freedom of conscience. What is more important, such a view sorts oddly with the working of Paradise Lost itself.If we try to read Paradise Lost as an attempt to affirm orthodox authority by mystifying it, we run immediately into some major problems well before “Hee for God only, shee for God in him.” The first of these problems is Satan, who is, as we all know, in many ways an impressively heroic figure. Satan directly affirms the autonomy that Eve is said to be made to repress in the story she tells of her creation in book 4. This Satanic affirmation, moreover, is also made to depend upon a creation story. In book 5, responding to Abdiel’s argument that he owes gratitude to God for his creation, Satan says that he doesn’t remember any time when he was not as he is. The notion that God created him is, Satan declares, a “strange point and new” . If Milton’s purpose in the poem is the affirmation of authority, why has he made the proponent of autonomy and rebellion into such an impressive figure? There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment.
