In recent decades, developing and middle-income countries around the globe have adopted path-breaking reforms to their social protection systems. Latin America has been a pioneer region, expanding the state’s commitment on behalf of low-income citizens in key policy areas in many countries. This paper undertakes two tasks. First, it documents the surprising extension of noncontributory social protection policies across many Latin American countries, highlighting how tax-financed programs have come to play a central role in a variety of settings. Second, it (...) examines citizen-level preferences that support this trend, arguing that employment vulnerability and threats to income continuity play a decisive role in shaping demand for public, rather than private, social protection. Survey data on labor-market risks and social policy preferences from eighteen countries corroborate these claims. Our findings suggest that other countries undergoing labor-market strains may experience similar demands for a “return of the state” as a guarantor of social protection in the coming years. (shrink)

This book introduces the reader to relevant logic and provides the subject with a philosophical interpretation. The defining feature of relevant logic is that it forces the premises of an argument to be really used in deriving its conclusion. The logic is placed in the context of possible world semantics and situation semantics, which are then applied to provide an understanding of the various logical particles and natural language conditionals. This paper uses Avron’s algebraic semantics for the logic RMI to model some ideas in the philosophy of science. Avron’s relevant disjunctive structures are each partitioned into relevance domains. Each relevance domain is a boolean algebra. I employ this semantics to act as a formal framework to represent what Nancy Cartwright calls the “dappled world”. On the dappled world hypothesis, local scientific theories each represent restricted aspects and regions of the universe. I use relevance domains to represent the domains of (...) each of these local theories and I provide a formalisation of the salient relationships between so-called fundamental theories and local theories. I also examine ways in which the paraconsistent nature of RMI can be used to deal with inconsistencies within and between theories adopted by scientists. Traçam-se as figurações do crânio de Conselheiro na imprensa brasileira do fim do século XIX e nos trabalhos do médico legista Raimundo Nina Rodrigues e do engenheiro e escritor Euclides da Cunha. Embora ambos esperassem que o crânio de Conselheiro apresentasse evidências físicas de degeneração racial, as observações craniométricas de Nina (...) Rodrigues revelaram um crânio normal. AbstractThis essay examines the textual afterlife of a head—that of Antônio Vicente Mendes Maciel (Antônio Conselheiro [1830-1897]), after his death in the Canudos War (1896-1897). It traces figurations of Conselheiro’s skull in the late nineteenth-century Brazilian press and in the works of Raimundo Nina Rodrigues and Euclides da Cunha. Although these two social scientists expected Conselheiro’s skull to display physical evidence of racial degeneration, Nina Rodrigues’s craniometric measurements and observations revealed a perfectly normal skull. It is argued that this failure of a materialist approach to the human psyche allowed a stronger reliance on sociological explanations for the Canudos phenomenon that opens up questions on scientific racism and the visibility of race in the turn of the twentieth century and in contemporary times.Keywords: Race. In this paper, we make explicit the changing configurations of power relations that currently characterize the Brazilian Emergency Care System (SAMU) team in Belo Horizonte, Brazil. The SAMU is a recent innovation in Brazilian healthcare service delivery. A qualitative case study methodology was used to explore SAMU’s current organizational arrangements, specifically the power relations that have developed and that demonstrate internal team struggles over space and defense of particular occupational interests. The argument advanced in this paper is that these professionals (...) are developing their work in conditions of exposure, that is, they are always being observed by someone, and that such observational exposure provides the conditions whereby everyday emergency care practices are enacted such that practice is shaped by, as well as shapes, particular, yet recognizable power relationships. Data were collected through the observation of the SAMU’s work processes and through semi‐structured interviews. Research materials were analyzed using discourse analysis. In the emergency care process of work, visibility is actually embedded in the disciplinary context and can thus be analyzed as a technique applied to produce disciplined individuals through the simple mechanisms elaborated by Foucault such as hierarchical surveillance, normalizing judgment, and the examination. Lisa Tessman (2016: 164) recounts the case of a Jewish mother, running from Nazis, who faced a terrible choice. She could (a) drown her infant, or (b) accept the virtual certainty that her baby’s cries would doom the refugee group she was fleeing with. Given those options, (b) is worse. If the whole group is discovered, many will die, including the infant. Still, preemptively drowning a baby—indeed one’s own baby—is a terrible act. To make sense of cases like this, Tessman (...) turns to the concept of moral failure: an act that violates an important moral value such that the loss cannot be fully redeemed by gains elsewhere. I will argue that criminal justice needs a moral framework like Tessman’s. It needs to make sense of the fact that some options are genuinely better than others, without letting honorifics like ‘justice’ obscure the equally important fact the best available option might be terrible. More specifically, I will argue that when punishment involves prison, as it often does, it is a moral failure. It can be justified only in the sense that preemptively drowning an infant can be justified: like the fleeing mother, society might on some terrible occasions find itself with no better alternative. Typically seniors like others choose to avoid institutional care. However, when age-related infirmity requires it, they not only enter into the care of others, but they also do so as vulnerable members of society. As their frailty increases with age, so does their dependence on the professionals who care for them and on the enforcement of policies concerning their care. A qualitative case study involving seniors and their carers revealed that breaches of confidentiality, unprofessional behaviour and the non-enforcement of policy, (...) continue to hide the physical and emotional abuse perpetrated by nursing and other staff on vulnerable consumers. Professional ethics, including at a corporate level, enforcing policy, protecting whistleblowers and creating reporting mechanisms for aged care researchers, are amongst the recommendations arising from this study. The paper presents different clustering approaches in legal judgments from the Special Civil Court located at the Federal University of Santa Catarina. The subject is Consumer Law, specifically cases in which consumers claim moral and material compensation from airlines for service failures. To identify patterns from the dataset, we apply four types of clustering algorithms: Hierarchical and Lingo, K-means and Affinity Propagation. We evaluate the results based on the following criteria: entropy and purity; algorithm's ability in providing labels; legal expert’s (...) evaluation; and experimental complexity. The results demonstrate that the most advantageous approach is Hierarchical Clustering, since it has the best entropy and purity numbers, as well as the least difficulty for the expert to analyze the clusters, and the least experimental complexity. The main contribution of the paper is to show the advantages and disadvantages of each approach, especially to identify labels in unstructured and non-indexed legal texts. (shrink)

The best arguments against gun control invoke moral rights—it might be good if there were fewer guns in circulation, but there is a moral right to own firearms. Rather than emphasizing the potential benefits of gun control, this paper meets the best arguments on their home turf. I argue that there simply is no moral right to keep guns on one’s person or in one’s residence. In fact, our moral rights support the mutual disarmament of citizens and police.

A theory of ersatz impossible worlds is developed to deal with the problem of counterpossible conditionals. Using only tools standardly in the toolbox of possible worlds theorists, it is shown that we can construct a model for counterpossibles. This model is a natural extension of Lewis's semantics for counterfactuals, but instead of using classical logic as its base, it uses the logic LP.

The quantified relevant logic RQ is given a new semantics in which a formula for all xA is true when there is some true proposition that implies all x-instantiations of A. Formulae are modelled as functions from variable-assignments to propositions, where a proposition is a set of worlds in a relevant model structure. A completeness proof is given for a basic quantificational system QR from which RQ is obtained by adding the axiom EC of 'extensional confinement': for all x(A V (...) B) -> (A V for all xB). with x not free in A. Validity of EC requires an additional model condition involving the boolean difference of propositions. A QR-model falsifying EC is constructed by forming the disjoint union of two natural arithmetical structures in which negation is interpreted by the minus operation. (shrink)

This Element looks at two projects that relate logic and information: the project of using logic to integrate, manipulate and interpret information and the proect of using the notion of information to provide interpretations of logical systems. The Element defines 'information' in a manner that includes misinformation and disinformation and uses this general concept of information to provide an interpretation of various paraconsistent and relevant logics. It also integrates these logics into contemporary theories of informational updating, probability theory and (rather (...) informally) some ideas from the theory of the complexity of proofs. Despite a constitutional and oft-stated political commitment to an undefined notion of non-racialism, South Africans continue to operate in formal and informal ways with ‘race’ as the common-sense organizing principle of legal systems, ways of thinking, social identities, constructing arguments or closing debate, organizational and mobilizing strategies, policy development and execution, and interaction in daily life. This state of affairs is regrettable and dangerous, often questioned and rejected, but objections are waged and alternatives suggested against the tide of societal trends. (...) What the organizing principle of race thinking does is to close the mind to alternative possibilities – of thought, social practice and ways of living. Here I explore an overview of racialism as it permeates and shapes the life cycles of citizens from birth to death. A logic is called 'paraconsistent' if it rejects the rule called 'ex contradictione quodlibet', according to which any conclusion follows from inconsistent premises. While logicians have proposed many technically developed paraconsistent logical systems and contemporary philosophers like Graham Priest have advanced the view that some contradictions can be true, and advocated a paraconsistent logic to deal with them, until recent times these systems have been little understood by philosophers. This book presents a comprehensive overview on paraconsistent logical systems to change (...) this situation. The book includes almost every major author currently working in the field. The papers are on the cutting edge of the literature some of which discuss current debates and others present important new ideas. The editors have avoided papers about technical details of paraconsistent logic, but instead concentrated upon works that discuss more 'big picture' ideas. Different treatments of paradoxes takes centre stage in many of the papers, but also there are several papers on how to interpret paraconistent logic and some on how it can be applied to philosophy of mathematics, the philosophy of language, and metaphysics. In this paper we discuss how Australian feminism has contributed to a better understanding of women’s economic position within Australian society. Through this analysis we seek to shed some light on the current implementation of the ‘women in business’ policy in Australia. We trace the development of this position from the early beginnings of unionism and wage centralisation through to the social change movements of the 1960s and 1970s. We then examine how the neo-liberal turn of the 1990s manifested itself (...) in a move from a focus on numerical representation of women, through Equal Employment Opportunity and Affirmative Action policies and initiatives, to one that concentrated on an individualist approach to women in business. We conclude that feminism has had its most significant impact at the level of public policy. However, recent epistemological turns in Australian feminism appear to have resulted in less attention being paid to materialist concerns, and furthermore have not been able to resolve the sameness/difference divide that continues to haunt feminist philosophy. Developments in professional practice can be related to ongoing changes in relations of power among professionals, which often lead to changes in the boundaries of practices. The differing contexts of practices also influence these changing relations among health professionals. Legislation governing professional practice also differs from country to country. In Brazil, over the past 12 years, in a climate of deep disagreement, a new law to regulate medical practice has been discussed. It was sanctioned, or made into law, but with (...) some notable changes, in July 2013. Of interest to us in this paper are the ways the proposed legislation, by setting out the boundaries and scope of medical practice, ‘interfered’ in the practices of other health professions, undermining many ‘independent’ practices that have developed over time. However, even taking into account the multiple routes through which practices are established and developed, the role of legislation that seems able to contradict and deny the historical realities of multiple, intersecting practices should be critically interrogated. In this paper, we use the theoretical resources of poststructuralist thinking to explore gaps, ambiguities, and power relations implicit in the discourses that constituted this law. We argue that although the new law can be understood as a social and political device that will interfere in the organization of other health professions’ practices, such legislation is only part of what constitutes change in a consolidated professional practice. And while it is important to understand the effects of such legislation, healthcare practices are also realized or ‘made real’ through ongoing relations of knowledge and power, including, as we will see in this case, activities of resistance. The problem, then, is to understand the practical arrangements, including legislation, traditions and routines, values and knowledge that come to shape the practices of nursing in a particular context. Umbilical cord blood banking is one of many biomedical innovations that confront pregnant women with new choices about what they should do to secure their own and their child’s best interests. Many mothers can now choose to donate their baby’s umbilical cord blood (UCB) to a public cord blood bank or pay to store it in a private cord blood bank. Donation to a public bank is widely regarded as an altruistic act of civic responsibility. Paying to store UCB may (...) be regarded as a “unique opportunity” to provide “insurance” for the child’s future. This paper reports findings from a survey of Australian women that investigated the decision to either donate or store UCB. We conclude that mothers are faced with competing discourses that force them to choose between being a “good mother” and fulfilling their role as a “good citizen.” We discuss this finding with reference to the concept of value pluralism. The paper describes a computational model that we have implemented in an experimental dialogue system. Communication in a natural language between two participants A and B is considered, where A has a communicative goal that his/her partner B will make a decision to perform an action D. A argues the usefulness, pleasantness, etc. of D, in order to guide B's reasoning in a desirable direction. A computational model of argumentation is developed, which includes reasoning. Our model is based on the (...) studies in the common-sense conception of how the human mind works in such situations. Theoretical considerations are followed by an analysis of Estonian spoken human–human dialogues. First, calls of clients to travel agencies are studied where a travel agent could use various arguments in order to persuade a client to book a trip. This paper contributes to the growing line of thought in bioethics that respect for autonomy should not be equated to the facilitation of individualistic self determination through standard requirements of informed consent in all healthcare contexts. The paper describes how in the context of donation for living related liver transplantation (LRLT) meaningful, responsible decision making is often embedded within family processes and its negotiation. We suggest that good donor risk communication in families promote “conscientious autonomy” and “reflective trust”. From this, (...) the paper offers the suggestion that transplant teams and other relevant professionals have to broaden their role and responsibility for risk communication beyond proper disclosure by addressing the impact of varied psychosocial conditions on risk interpretation and assessment for potential donors and family stakeholders. This paper uses an atomistic ontology of universals, individuals, and facts to provide a semantics for ramified type theory. It is shown that with some natural constraints on the sort of universals and facts admitted into a model, the axiom of reducibility is made valid.

É curioso notarmos que Husserl também se deparou com muitos dos problemas epistêmicos enfrentados pelo Brentano. No entanto, Husserl não tinha o compromisso de melhorar a teoria brentaniana, uma vez que o autor não quis continuar como um membro de sua escola. Conforme veremos, Husserl elaborou desde os seus escritos iniciais sobre (...) a temporalidade fenomenológica e a consciência-tempo, algo totalmente diverso daquilo que foi proposto pela primeira teoria do tempo de Brentano. There are a bewildering variety of ways the terms "realism" and "anti-realism" have been used in philosophy and furthermore the different uses of these terms are only loosely connected with one another. Rather than give a piecemeal map of this very diverse landscape, the authors focus on what they see as the core concept: realism about a particular domain is the view that there are facts or entities distinctive of that domain, and their existence and nature is in some important (...) sense objective and mind-independent. The authors carefully set out and explain the different realist and anti-realist positions and arguments that occur in five key domains: science, ethics, mathematics, modality and fictional objects. For each area the authors examine the various styles of argument in support of and against realism and anti-realism, show how these different positions and arguments arise in very different domains, evaluate their success within these fields, and draw general conclusions about these assorted strategies. Error theory, fictionalism, non-cognitivism, relativism and response-dependence are taken as the most important positions in opposition to the realist and these are explored in depth. Suitable for advanced level undergraduates, the book offers readers a clear introduction to a subject central to much contemporary work in metaphysics, epistemology and philosophy of language. This article combines a pragma-dialectical conception of argumentation, a sociological conception of legitimacy and a sociological theory of the political field. In particular, it draws on the theorization of the political field developed by Pierre Bourdieu and tries to determine what new insights into the concept of strategic maneuvering might be offered by a sociological analysis of the political field. I analyze a speech made by the President of Romania, Traian Băsescu, following his suspension by Parliament in April 2007. I (...) suggest that the argument developed in this speech can be regarded as an example of adjudication and I discuss its specificity as an adjudication in the political field in an electoral campaign. I also try to relate legitimation as political strategy to strategic maneuvering oriented to meeting the contradictory demands of the political field, which I see—following Bourdieu—as involving a double political game, a game of democratic representation and a game of power. We show that the implicational fragment of intuitionism is the weakest logic with a non-trivial probabilistic semantics which satisfies the thesis that the probabilities of conditionals are conditional probabilities. We also show that several logics between intuitionism and classical logic also admit non-trivial probability functions which satisfy that thesis.
