There are increasing calls internationally for the development of regulation and policies related to the rapidly growing nanotechnologies sector. As part of the process of policy formation, it is widely accepted that deliberative community engagement processes should be included, enabling publics to have a say about nanotechnologies, expressing their hopes and fears, issues and concerns, and that these will be considered as part of the policy process. The Australian Federal and State governments have demonstrated a commitment to these ideals, undertaking (...) a number of public engagement activities in recent years. However, despite promises that these community engagement activities will enable policy makers to identify complex and contested community attitudes, and that these will be included as part of the policy making process, a closer look at Australia’s engagement activities reveals something quite different. Through an analysis of a number of Australia’s nano-engagement activities, this paper demonstrates the limits of public engagement related to the development of nanotechnology related policies and regulation in Australia. Our analysis reveals the extent to which industry interests have captured policy makers and regulators, dissenting voices have been excluded from engagement processes, and engagement processes have not connected with actual policy making activities. Reflecting on these limits, this paper concludes with recommendations for improving public engagement processes related to nanotechnologies in Australia. (shrink)

Human evolution sits at several important thresholds. In organic evolution, interplay between exogenous environmental and genetic factors rendered new phenotypes at rates limited by genetic variation. The interplay took place on adaptive fitness landscapes determined by correspondence of genetic and environmental relationships. Human evolution involved important emergences that altered the adaptive landscape: language, writing, organized societies, science, and the internet. These endogenous factors ushered in transformative periods leading to more rapidly evolving emergences. I explore the impact of development of emerging (...) biotransformative technologies capable of being applied to effect self-genetic modification and artificial intelligence-augmented cognition on the evolutionary landscape of phenotypes important to cognitive plasticity. Interaction effects will yield unanticipated emergences resulting in hyperrealm adaptive landscapes with more rapid evolutionary processes that feed back upon more fundamental levels while vastly outpacing organic evolution. Emerging technologies exist that are likely to impact the evolution of cognitive plasticity in humans in ways and at rates that will lead to societal upheaval. I show that the theoretical contribution of organic evolution in future human evolution is expected to become comparatively insignificant relative to that made by endogenous environmental factors such as external cognition aids and manipulation of the human genome. The results support the conclusion of a strong recommendation of a moratorium on the adoption of any technology capable of completely altering the course of human evolution. (shrink)

Formalised knowledge systems, including universities and research institutes, are important for contemporary societies. They are, however, also arguably failing humanity when their impact is measured against the level of progress being made in stimulating the societal changes needed to address challenges like climate change. In this research we used a novel futures-oriented and participatory approach that asked what future envisioned knowledge systems might need to look like and how we might get there. Findings suggest that envisioned future systems will need (...) to be much more collaborative, open, diverse, egalitarian, and able to work with values and systemic issues. They will also need to go beyond producing knowledge about our world to generating wisdom about how to act within it. To get to envisioned systems we will need to rapidly scale methodological innovations, connect innovators, and creatively accelerate learning about working with intractable challenges. We will also need to create new funding schemes, a global knowledge commons, and challenge deeply held assumptions. To genuinely be a creative force in supporting longevity of human and non-human life on our planet, the shift in knowledge systems will probably need to be at the scale of the enlightenment and speed of the scientific and technological revolution accompanying the second World War. This will require bold and strategic action from governments, scientists, civic society and sustained transformational intent. (shrink)

Sandžak has the largest Muslim Slav (Bosniak) community in the Balkans outside Bosnia–Herzegovina. In 1990, Sandžak Bosniaks organized a branch of the Party of Democratic Action (Alija Izetbegović’s party) and began to agitate for regional autonomy. During the 1990s under Slobodan Milošević’s regime, local Bosniaks became the victims of state terror that saw widespread official discrimination and the ethnic cleansing of entire villages. In spite of having a high birth rate, the Bosniak population of Sandžak declined by 7.88% in the (...) years 1991–2002 entirely because of the Milošević regime’s policies. Since the overthrow of Milošević, however, the Belgrade government has begun investing in the region’s infrastructure and economy. When participants make judgments about the onset of self-initiated movements they typically report the movement occurred earlier than it had [Obhi, S. S., & Haggard, P. . Free will and free won’t. American Scientific, 92, 358–365.]. One interpretation is that feed-forward processes lead to awareness of the movement prior to execution. Because individuals with autism experience reduced preparatory activity prior to a voluntary movement, the present study sought to determine whether these anticipatory biases are exhibited by persons with autism. Participants (...) watched a dot move in a circle and pressed the spacebar any time after one revolution. A tone either followed the participants’ voluntary movement or was computer generated. Participants in both groups made anticipatory judgements regarding movement initiation . When the movement and tone occurred together this anticipatory bias was also present, regardless of which event participants focused on. Individuals with autism appear to have access to a similar representation of voluntary movements, however this representation may be more variable. (shrink)

Theodore of Tarsus served as archbishop of Canterbury for twenty-two years until his death in 690, aged eighty-eight. Because the only significant record we had of Theodore was that contained in Bede's Historia, until recently it was very difficult to say anything about his life before this appointment, and even more difficult to determine anything about his thought. All of that changed in the last half of the twentieth century, when the discovery of some biblical glosses from Canterbury was revealed (...) and the ensuing scholarship uncovered more of Theodore's work than had previously been known. The Laterculus Malalianus is a text that benefited from treatment in this period. This present work examines the Laterculus for what it has to say about the person and work of Christ, and establishes that Theodore's main theological inspiration was Irenaeus of Lyons and the concept of recapitulation, even while he cast his thought in language heavily drawn from the Syriac East, and Ephrem the Syrian in particular. The volume represents a contribution to our understanding of the early medieval theological project in Britain, the transmission of eastern Mediterranean thought in the early medieval West and, ultimately, of the work of Theodore of Tarsus. James Siemens continues to research theological questions arising from the encounter between the Greek and Semitic East and Latin West through the late antique and early medieval periods. Although many portions of this book have been published previously, their collection here, with some re-editing by the author, is valuable not only because the journals and studies in which they appeared are unlikely to be accessible but because they combine to make a smooth flowing, unified and well written book. Hart's mastery of the entire opus is as befits an editor in the new series of Collected Works of Jeremy Bentham. His focus on jurisprudence and philosophy of law affords (...) both a wealth of information about Bentham's under-appreciated contributions, and the insights of the foremost contemporary expositor of this emerging discipline. The book also includes a critical assessment of the work of recent writers in the field--e.g., Lyons, Hacker and of course Dworkin. (shrink)

It is unusual, to say the least, to find in a tract de Ecclesia a treatment of primitive religion and a reference to the pre-frontal lobes. But then this book by a professor at the faculty of Theology in Lyon is a new and refreshing approach to the writing of a tract on the Church.

Outside of philosophy, ‘intuition’ means something like ‘knowing without knowing how you know’. Intuition in this broad sense is an important epistemological category. I distinguish intuition from perception and perception from perceptual experience, in order to discuss the distinctive psychological and epistemological status of evaluative property attributions. Although it is doubtful that we perceptually experience many evaluative properties and also somewhat unlikely that we perceive many evaluative properties, it is highly plausible that we intuit many instances of evaluative properties as (...) such. The resulting epistemological status of evaluative property attributions is very much like it would be if we literally perceived such properties. (shrink)

This article endeavors to identify the strongest versions of the two primary arguments against epistemic scientific realism: the historical argument—generally dubbed “the pessimistic meta-induction”—and the argument from underdetermination. It is shown that, contrary to the literature, both can be understood as historically informed but logically validmodus tollensarguments. After specifying the question relevant to underdetermination and showing why empirical equivalence is unnecessary, two types of competitors to contemporary scientific theories are identified, both of which are informed by science itself. With the (...) content and structure of the two nonrealist arguments clarified, novel relations between them are uncovered, revealing the severity of their collective threat against epistemic realism and its “no-miracles” argument. The final section proposes, however, that the realist’s axiological tenet “science seeks truth” is not blocked. An attempt is made to indicate the promise for a nonepistemic, purely axiological scientific realism—here dubbed “Socratic scientific realism.”. (shrink)

This book offers solutions to two persistent and I believe closely related problems in epistemology. The first problem is that of drawing a principled distinction between perception and inference: what is the difference between seeing that something is the case and merely believing it on the basis of what we do see? The second problem is that of specifying which beliefs are epistemologically basic (i.e., directly, or noninferentially, justified) and which are not. I argue that what makes a belief a (...) perceptual belief, or a basic belief, is not any introspectible feature of the belief but rather the nature of the cognitive system, or "module", that is causally responsible for the belief. Thus, even zombies, who in the philosophical literature lack conscious experiences altogether, can have basic, justified, perceptual beliefs. -/- The theories of perceptual and basic beliefs developed in the monograph are embedded in a larger reliabilist epistemology. I use this theory of basic beliefs to develop a detailed reliabilist theory: Inferentialist Reliabilism, which offers a reliabilist theory of inferential justification and which solves some longstanding problems for other reliabilist views by demanding inferential support for some—but not all—beliefs. The book is an instance of a thoroughgoingly naturalistic approach to epistemology. Many of my arguments have an empirical basis, and the view that I endorse reserves a central role for the cognitive sciences—in particular, cognitive neuroscience—in filling in the details of an applied epistemological theory. This volume collects David Lyons' well-known essays on Mill's moral theory and includes an introduction which relates the essays to prior and subsequent philosophical developments. Like the author's Forms and Limits of Utilitarianism (Oxford, 1965), the essays apply analytical methods to issues in normative ethics. The first essay defends a refined version of the beneficiary theory of rights against H.L.A. Hart's important criticisms. The central set of essays develops new interpretations of Mill's moral theory with the aim of determining (...) how far rights can be incorporated in a utilitarian framework. They Mill's analysis of moral concepts promises to accommodate the argumentative force of rights, and also provide a significant new reading of Mill's theory of liberty. The last essay argues that the promise of Mill's theory of justice cannot be fulfilled. Utilitarianism is unable to account for crucial features of moral rights, or even for the moral force of legal rights whose existence might be justified on utilitarian grounds. (shrink)

Veridically perceiving puts us in a better epistemic position than, say, hallucinating does, at least in that veridical perception affords knowledge of our environment in a way that hallucination does not. But is there any _further_ epistemic advantage? Some authors have recently argued that veridical perception provides a superior epistemic benefit over hallucination not just concerning knowledge, but concerning justification as well. This contrasts with a traditional view according to which experience provides justification irrespective of whether it’s veridical or hallucinatory. (...) I think both views are mistaken. Although this traditional view should be rejected in favor of one on which _some_ hallucinations are epistemically worse than veridical perceptions (and some are not), I don’t believe there is good reason to think that the mere fact of hallucination—or factivity more generally—has any consequences for justification. Susanna Schellenberg has endorsed both the traditional and the factive views (for different elements or kinds of perceptual justification), and I critique her views in detail, though I also draw out more general epistemological lessons about factivity and evidence. The most promising contemporary form of epistemic scientific realism is based on the following intuition: Belief should be directed, not toward theories as wholes, but toward particular theoretical constituents that are responsible for, or deployed in, key successes. While the debate on deployment realism is quite fresh, a significant degree of confusion has already entered into it. Here I identify five criteria that have sidetracked that debate. Setting these distractions aside, I endeavor to redirect the attention of both realists and (...) non-realists to the fundamental intuition above. In more detail: I show that Stathis Psillos (1999) has offered an explicit criterion for picking out particular constituents, which, contrary to Kyle Stanford’s (2006a) criticisms, neither assumes the truth of theories nor requires hindsight. I contend, however, that, in Psillos’s case studies, Psillos has not successfully applied his explicit criterion. After clarifying the various alternative criteria at work (in those case studies and in a second line of criticism offered by Stanford), I argue that, irrespective of Stanford’s criticisms, the explicit criterion Psillos does offer is not an acceptable one. Nonetheless, the deployment realist’s fundamental intuition withstands all of these challenges. In closing, I point in a direction toward which I’ve elsewhere focused, suggesting that, despite the legitimacy and applicability of the deployment realist’s intuition, the historical threat that prompted it remains. David Malament argued that Hartry Field's nominalisation program is unlikely to be able to deal with non-space-time theories such as phase-space theories. We give a specific example of such a phase-space theory and argue that this presentation of the theory delivers explanations that are not available in the classical presentation of the theory. This suggests that even if phase-space theories can be nominalised, the resulting theory will not have the explanatory power of the original. Phase-space theories thus raise problems for (...) nominalists that go beyond Malament's initial concerns. A main thread of the debate over mathematical realism has come down to whether mathematics does explanatory work of its own in some of our best scientific explanations of empirical facts. Realists argue that it does; anti-realists argue that it doesn't. Part of this debate depends on how mathematics might be able to do explanatory work in an explanation. Everyone agrees that it's not enough that there merely be some mathematics in the explanation. Anti-realists claim there is nothing mathematics can (...) do to make an explanation mathematical ; realists think something can be done, but they are not clear about what that something is. I argue that many of the examples of mathematical explanations of empirical facts in the literature can be accounted for in terms of Jackson and Pettit's [1990] notion of program explanation, and that mathematical realists can use the notion of program explanation to support their realism. This is exactly what has happened in a recent thread of the debate over moral realism. I explain how the two debates are analogous and how moves that have been made in the moral realism debate can be made in the mathematical realism debate. However, I conclude that one can be a mathematical realist without having to be a moral realist. (shrink)

Moral philosophy is the study of what morality is and what it requires of us. As Socrates said, it's about "how we ought to live"-and why. It would be helpful if we could begin with a simple, uncontroversial definition of what morality is. Unfortunately, we cannot. There are many rival theories, each expounding a different conception of what it means to live morally, and any definition that goes beyond Socrates's simple formula-tion is bound to offend at least one of them.
