This article assesses the prospects of social democracy in Turkey in light of two prominent debates regarding social democracy: the challenge of populism and the proper balance between a politics of redistribution and a politics of recognition. By focusing on the Republican People’s Party (CHP), it shows that the main problem the party faces is to find ways of addressing the issues of recognition and redistribution. Success in addressing these issues would provide an effective alternative to the populist agenda of (...) the ruling Justice and Development Party (AKP) and build channels for participatory democracy and institutions of accountability. We argue that social democracy, with its legacy of democratic rule and institutions, can serve as a significant anchoring point in such an effort. We point out, however, why current social, institutional, political, and cultural factors make the CHP’s task of pursuing a social democratic agenda in Turkey particularly difficult. (shrink)

This empirical study investigates the effects of nine ethical climate types (self-interest, company profit, efficiency, friendship, team interest, social responsibility, personal morality, company rules and procedures, and lastly laws and professional codes) on employee work satisfaction. The ethical climate typology developed by Victor and Cullen (in W. C. Frederick (ed.) Research in Corporate Social Performance and Policy, 1987; Administrative Science Quarterly 33, 101–125, 1988) is tested on a sample of staff and managers from 62 different telecommunication firms in Turkey. The (...) results obtained from the 1174 usable questionnaires confirm the existence of nine different ethical climate types observed in western cultures in the present sample context, which is a developing Muslim country. Regarding the effects of ethical climatic factors on employee work satisfaction, self-interest climate type appears to negatively influence work satisfaction, whereas team interest, social responsibility and law and professional codes climate types are found to have positive impacts. What is the point of ideology critique? Prominent Anglo-American philosophers recently proposed novel arguments for the view that ideology critique is moral critique, and ideologies are flawed insofar as they contribute to injustice or oppression. We criticize that view and make the case for an alternative and more empirically-oriented approach, grounded in epistemic rather than moral commitments. We make two related claims: (i) ideology critique can debunk beliefs and practices by uncovering how, empirically, they are produced by self-justifying power, and (...) (ii) the self-justification of power should be understood as an epistemic rather than moral flaw. Drawing on the recent realist revival in political theory, we argue that this genealogical approach has more radical potential, despite being more parsimonious than morality-based approaches. We demonstrate the relative advantages of our view by discussing the results of empirical studies on the contemporary phenomenon of neopatriarchy in the Middle East and North Africa. (shrink)

In recent public administration literature, much attention is paid to changes in public service values, including ethical values, that guide public service. This paper reports on the results of an empirical survey conducted among a group of Turkish governors and district governors (including those in service and retired) who are from different generations. By focusing on the transformation of value preferences of Turkish governors and district governors, this study tries to identify variations in values, particularly about public service ethics, in (...) accordance with the age and the length of tenure in public service. The findings of the research show a traditional and more or less consistent value pattern for Turkish governors and district governors. The most important public service values expressed by the respondents are consistent with often-mentioned crucial public service values in the literature. New or emerging values have not been present enough among the most important public service values. In brief, the results do not lend support to the often-assumed hypothesis that traditional public service values are devaluated or degraded by the emergence of businesslike values. In other words, new emerging values could not sneak into the public service culture in any convincing manner in spite of many years of NPM rhetoric and recipes. (shrink)

The philosophical debate on the freedom of movement focuses almost exclusively on long-term migration, what I call, migration as settlement. The normative justifications defending border controls assume that the movement of people across political borders, independent of its purpose and the length of stay, refers to migration as settlement. “Global mobility,” “international movement,” and “immigration” are oftenused interchangeably. However, global mobility also refers to the movements of people across international borders for a short length of time such as travel, short-term (...) and circular migration. While most scholarly attention has focused on long-term migration, the vast majority of cross-border movement of people (approximately 85% of all cross-border movements in 2019) is short-term. The existing literature offers normative arguments for border controls, which are grounded on states’ right to self-determination, the freedom of (dis)association, the welfare state, the duty to compatriots, and brain drain. In this paper, I argue that these arguments do not justify excluding travelers, short-term and circular migrants from the territory. (shrink)

In contemporary democracies, global capitalism exerts a significant influence over how state power is exercised, raising questions about where political power resides in global politics. This question is important, since our specific considerations about justifiability of political power, i.e. political legitimacy, depend on how we characterize political power at the global level. As a partial answer to this question, I argue that our notion of global political legitimacy should be reoriented to include the structural power of the Transnational Capitalist Class (...) as its subject matter. Structural power is a social relation in which the institutional context makes some agents comply with others’ preferences regardless of actors’ intentional efforts to bring about such outcomes. Even when global business elites do not intentionally exercise power to obtain political control of global governance, their structural power has recognizable effects that partly enforce the world order. To advance my claim, I utilize the radical realists’ argument that the notion of legitimacy is applicable to a broader range of social practices that are beyond dyadic power relations, i.e. rulers intentionally exercising power over subjects. This article argues that Bernard Williams’ Critical Theory Principle (CTP) is in tension with his realist commitments, i.e., deriving political norms from practices that are inherent to political life. The Williamsian theory of legitimate state power is based on the central importance of the distinction between political rule and domination. Further, Williams supplements the normative force of his theory with the CTP, i.e., the principle that acceptance of a justification regarding power relations ought not to be created by the very (...) same coercive power. I contend that the CTP is an epistemic criterion of reflective (un)acceptability which is not strictly connected to the question of whether people are dominated or not. I show that there are cases of non-domination that fail the epistemic requirements of the CTP. (shrink)

This paper argues that social media companies’ power to regulate communication in the public sphere illustrates a novel type of domination. The idea is that, since social media companies can partially dictate the terms of citizens’ political participation in the public sphere, they can arbitrarily interfere with the choices individuals make qua citizens. I contend that social media companies dominate citizens in two different ways. First, I focus on the cases in which social media companies exercise direct control over political (...) speech. They exercise quasi-public power over citizens because their regulation of speech on social media platforms implies the capacity to arbitrarily interfere with citizens’ democratic contestation in the political system. Second, companies’ algorithmic governance entails the capacity to interfere with citizens’ choices about what mode of discursive engagement they endorse in their relationships with fellow citizens. By raising the cost of deliberative engagement, companies narrow citizens’ choice menu. (shrink)

This paper argues that the critique of depoliticization in Mouffe’s agonistic political theory needs to be revised. This is because her account of the political does not succeed in filtering out undesirable forms of politicization such as science denialism and other types of post-truth politics. Mouffe's conception of the common symbolic space does not accomplish the task of limiting extreme pluralism in the absence of certain standards about how to correctly apply the fundamental notions of this space. By drawing on (...) a quasi-Wittgensteinian reading of linguistic normativity, I develop principled but non-universalist limits on politicization that are needed for a healthy, well-functioning democracy. This paper is about “glitters”, one of the sources of primary microplastics, which, in turn, are deemed an emerging source of pollutants affecting the environment. Today, most glitters available on the market are essentially microplastics, as they are made of polyesters and are of a size smaller than 5 mm. The tiny, shiny, decorative and colorful glitters are used in a wide range of products including but not limited to make-up or craft materials, clothing, shoes, bags, ornaments, and various objects. (...) The marketing of micron-sized plastic materials, the environmental risks of which are no longer disputable, as disposable products clearly merits attention. People without substantial knowledge or awareness about microplastics pollution and sources thereof have been consuming these glitter products without giving it a second thought. Given their tasteless, odourless, invisible, durable, and last but certainly not least, ubiquitous characteristics, small microplastics nowadays came to pose a substantial threat for the environment and the biota, as a sneaky and persistent contaminant. Microplastic pollution is a completely anthropogenic one. In this context, the consumers should assume a careful and sensible attitude, and question all their consumption habits. On the other hand, the responsibilities of the manufacturers and regulators are also substantial. For, in the lack of any regulation or sanctions in the context of laws and legislation concerning a global problem, and in a context of scarce awareness on part of the society, the people would continue to buy and consume plastic products like glitters without really thinking about them, for as long as they are supplied to the market. New methods for reading and understanding the religious sources have been applied along with the modern period. Some issues, that have already gained a certain shape in the classical period, have been discussed again as a result of the application of new methods and thus a number of conclusions which exceed the boundaries framed by Ijma (consensus of the Ummah) were reached. In the course of time, these discussions were not limited to transactions [al-Mu`amalat] but also expanded to worship (al-'Ibadah) (...) and faith (al-aqāʾid) issues. One of these debate topics is the issue whether it is mandatory for the Jews and Christians (Ahl al-Kitāb) to believe in and follow prophet Muhammad (pbuh) and the last holy book al-Quran to be on the straight path and to reach salvation. The detection and analysis of these historical breaking points in the modern period is of importance. To analyse these breaking points in the interpretation of the verses, two tafseers which reflect the traditional method and understanding (at-Tibyan and Bilmen’s Tafseer) are compared with two other tafseers (Çağdaş Tefsir and Kuran Yolu) which are written in the last 40 years period. This paper argues that instituting Citizen Boards of Governance (CBGs) is the optimal strategy to democratically contain Big Tech’s algorithmic powers in the digital public sphere. CBGs are bodies of randomly selected citizens that are authorized to govern the algorithmic infrastructure of Big Tech platforms. The main advantage of CBGs is to tackle the concentrated powers of private tech corporations without giving too much power to governments. I show why this is a better approach than ordinary state regulation or relying (...) on market mechanisms. My proposal follows from the critique of Big Tech’s concentrated powers, and explains how this justifies democratizing algorithms in the digital public sphere. My approach thus speaks to a core commitment in democratic theory: enhancing the autonomy of the public sphere from the centers of powers in modern societies, be it corporations or governments. The subject of this study is to examine the master's and doctoral theses in the field of Sociology of Religion, between 2005 and 2015 in Turkey and published in National Thesis Center of the Council of Higher Education, according to their subject, the main concept they deal with, their type, their advisor title, the year they were prepared and the university. This research can be described as a product of the search for a solution to the problem of looking at (...) the field holistically and quick and easy access to theses in the field of Sociology of Religion. Thanks to this research, the current status of the subject to be investigated in the field of Sociology of Religion will be seen more clearly; New and original works that are free from repetition will be enabled. Descriptive analysis was used to analyze the data. According to the results of this research, the majority of the studies conducted in the field of Sociology of Religion in Türkiye consist of master's theses. In the theses between 2005 and 2015, the concept of "religious life" (n=32) was mostly discussed. Later, research was conducted on the concepts of "woman" (n=23), "religious leaders" (n=21), "piety" (n=13) and "Alevism" (n=12).When the theoretical/empirical categorical distribution of theses is examined, 114 of the scientific studies at the master's level are theoretical sociology of religion research and 134 of them are empirical studies, whereas it was observed that there are more empirical studies in doctoral theses. When the distribution of theses was examined according to general subjects of Sociology of Religion, it was seen that more studies were conducted on "Social Structure and Institutions". (shrink)

Shirking, the act of avoiding the demands of one’s job, is generally seen as unethical. Drawing on empirical evidence from the sociology of work, I develop a normative conception of shirking as a form of worker resistance against illegitimate managerial power. In doing so, I present a new approach to the political theory of the firm, which is more adversarial and agent-centered than available alternatives. It is more adversarial as it recognizes the political value of counterproductive and disruptive behavior in (...) capitalist firms. It is more agent-centered because it theorizes the firm from the perspective of workers, asking what pro tanto reasons they have to shirk. I show that shirking under the structural domination of capitalism has diagnostic, agential, and epistemic values. The paper contributes to the wider methodological ambition to tailor political theorizing to the positionality of social actors, by shifting attention from the institutional design of the firm to the methods of worker resistance. This study is based on the argument that globalism is a product of nationalism. I argue that globalism, understood as the imagination of the world as a single place, was made possible by and accompanies the emergence of nationalism, defined as the formation of an imagined community in a given discursive space. Focusing on the specific ways in which globalism is understood and experienced locally in Turkey, this study examines how the world-at-large is seen from Turkey as part and product (...) of the founding national ideology during the 1920s and 1930s, particularly as expressed in cartoons, and how these visions and images of the globe are produced, mobilized and disseminated locally as part of ongoing nation-building efforts. I argue that during these years the global was invariably imagined as the West, referring mainly to Western Europe, and this imagining was mobilized toward the creation and projection of Turkey as a modern, Western, secular country. I argue that the founding national ideology projected an image of the West as the global-other to be taken as a model and imitated, setting norms for the creation of a new national identity and new norms of citizenship around the principles of secularism, modernity and civilization, which could only be attained by the erasure of the local. In the polemical literature against Judaism, it is stated that Islam is the last religion, Prophet Muhammad was foretold in the Bible, and the Bible is distorted. Among the authors of such works, there are many who embraced Islam from Jews and Christians. Through their works, these converts show Muslims how serious they are in embracing Islam. In this article, the treatise under the evaluation was first brought to the agenda in 1867 by Gustav Flügel (d. 1870). Flügel claimed that (...) the author of the treatise was a Spanish or Moroccan convert Jew named Rakili. However, recent researches have revealed that Rakili is the name of the copyist and the author is an unknown Jew. Due to the Hebrew words in the text of the treatise, the author is thought to be a Jewish convert. The author of the treatise makes use of intensive quotations from Tanakh. However, it seems that the criticism of the treatise is not as strong as Ibn Hazm. The author also quotes from the Jewish oral tradition. Although the author is thought to be a Jewish convert, it is difficult to say that there is a very strong polemic of Judaism. Rather than showing that the Torah has been tampered with, using the passages of Tanakh, he wants to demonstrate that the Israelites went astray. In doing so, he tries to refute the Jewish claim of chosenness. Instead of stating that the Jews were not at the point of religious representation of God’s message, the author claims that Muhammad's followers were the addressees of this election. This method, which we occasionally encounter in other polemical treatises, appears as a much more intense and central agenda in this treatise. The most original aspect of this treatise at issue is the Ishmael-Isaac, Hagar-Sarah and Moses- Muhammad comparisons. The author insistently emphasizes that the chosen line is not the lineage of Isaac, but the lineage of Ishmael. As a natural consequence of this, he tries to prove that Muhammad is the greatest prophet to be obeyed and followed. What is interesting here is that the author, as a Jewish convert, tried to refute the idea of the chosennes of Jewish nation. According to him, there is an election not through Sarah and Isaac, but through Hagar and Ishmael. It is seen that those who have converted do such things both to prove their sincerity and to be accepted by Muslim administrators. The author’s glorifications of the Prophet Muhammad and his miracles by scorning Moses' miracles and Jewish ancestors can be described as an extreme attitude in this sense. The author also devotes a place to the subject of Biblical prophecies about the Prophet Muhammad. In this part, the author of the treatise stated that the gematria (abjad) value of some words in the Torah and the word Muhammad are equal. He claims that there are passages pointing to Muhammad. However, these passages are known in the polemical literature and are issues that were mentioned before the author. Apart from these widely known passages, there are some other passages he quoted. But these passages are also based on strained interpretations. Again, in some passages he quoted from Tanakh, it is seen that he was flexible and not loyal to the text. One of the points that the author dwells upon is the sins committed by the Israelites and the curses that were inflicted on them. The author of treatise supports this with passages different from Tanakh. Drawing attention to the fact that the Jews were cursed in their own books, which they consider sacred, the author tries to show that a nation so cursed cannot be a chosen people. The author, contrary to the Jews' expectation of the Messiah, points out that Jesus will come back, break the cross, kill the pig, and rule the earth. The writer, who reported the hadith that the Jews would be killed in the End Times, even reports that when the Jews hid behind the stones, the stones would say "There is a Jew behind me, come and kill". According to him, the time for Jews to repent has passed, because they could not take this opportunity by denying Muhammad either. The author has an interesting explanation as to why the hereafter and resurrection are not mentioned in the Torah. According to this claim, when God sent down the Torah to Moses, he ordered the Israelites to keep their orders and refrain from their prohibitions. Since God knows the hardness and stubbornness of the hearts of the Israelites, that most of them are devilish, engaged in magic and pagan cults, and prefer the world to the hereafter, he did not mention the issues such as heaven, hell, reward and punishment in the Torah. On the contrary, in many parts of the Torah, God said to them if you keep my orders, your sustenance will increase, your generation will increase, fertility will increase, and you will win victories over your enemies. The intra-school controversies in Hanafī school are remarkable. These controversies pose a risk for legal safety and stability and creates difficulties for muqallīd Hanafī judges and muftīs. In the historical process, different types of literature such as mukhtaṣar and fatwa (legal opinion) books, and applications such as aṣṣaḥ-ı aqvāl and maʻrūdhāt, emerged to solve this problem. One of the last example of these applications is the codification movement. The subject of this study is the relationship between the Majalla al-Aḥkām al-ʿAdliyyah, (...) which is the first product of codification based on fiqh (Islamic jurisprudence), and the intra-school preference. In order to describe this relationship, it is briefly emphasized that one of the aims of codification of Majalla is to satisfy the need for intra-school preference. The function and content of Majallaʼs necessary reasons, (asbāb al-mūjiba) was analyzed in terms of intra-school preference. The interventions on the preferences of the Majalla Commission are also emphasized. The Majalla is a text of the intra-school preference. The analysis of its content in relation to intra-school preference is very important. Therefore, in order to reveal what kind of method is used in intra-school preferences and to determine different aspects of intra-school preference in the Majalla, the chapter about ‘sale’ (Kitāb al-Buyūʿ) of the Majalla are examined.Summary: The intra-school controversies in Hanafī School, which is quite important in terms of freedom of ijtihād (independent legal judgment) and legal wealth, possible to threaten legal safety and stability. These controversies also make difficult for judges to reach a judgment or fatwa in controversial affairs. For this reason, determination of the rājiḥ (preferred opinion) in controversial issues in the school, is a need that must be eliminated.The intra-school preference can be described as "to determine the superior, preponderant of different opinion or narrations about a specific issue in the school". In the historical process different types of literature such as mukhtaṣar and fatwa books, and different applications such as asaḥḥ-ı aqvāl and maʻrūzāt, emerged to meet this need. One of the applications aimed to meet this need is the codifications in the last period of the Ottoman State.The relationship between the Majalla al-Ahkam al-Adliyyah, which is the first example of codification based on fiqh (Islamic jurisprudence), and the intra-school preference; and in this context, while preparing the Majalla how a method was followed in the intra-school preference; at what rate be obeyed the rājiḥ (preferred) opinion; articles contrary to the rājiḥ (preferred) opinion in Majalla and their reasons; whether legal arrangements have been made in all controversial issues; at what rate be met the need of determination of rājiḥ (preferred) opinion are the issues that need to be examined.One of the main reasons for the need for a law text such as Majalla al-Ahkam al-Adliyyah is the multitude of the intra-school controversies in Hanafī School. Therefore, the goal of Majalla is to prepare a code that contains rājiḥ opinion.When Majallaʼs necessary reasons, i.e. asbāb al-mūjiba, are examined in terms of the intra-school preference, it is seen that there are two basic functions of necessary reasons. The first of them is, emphasizing that the code is prepared substantially in accordance with the râjih opinion in the school. In fact, that this issue in the asbāb al-mūjiba of the first ten books of Majalla is expressly stated. The other function of the asbāb al-mūjiba is to justify that why rājiḥ opinion are not be confirmed in some article. In the necessary reasons it is stated that twelve articles are prepared in the direction of unrâcih (unpreferable) opinion. Considering that Majalla is formed of 1851 article, it will be better understood that how the rājiḥ opinions are effective in Majalla's content. Essentially, the conditions of the period also make it necessary. The preference of the non-preferred opinion of Züfer (d. 158/775) in 692nd article of Kitāb al-Ḥavala, caused the reaction of some circles mainly Şeyhülislam Hasan Fehmi Efendi (d.1298/1881) and for this reason Ahmet Cevdet Pasa (d.1895) was dismissed from the ministry of Divan al-Ahkâm al-Adliyyah and the chairman of the Majalla Commission.When the asbāb al-mūjibas of contrary articles to rājiḥ opinions are examined, it is seen that maṣlaḥa and customs are determinative in these preferences. It is also seen that the preferences of some jurists are also mentioned as a reason of preference. The most widespread preference’s reason in Hanafī sources is in congruity with the texts. On the contrary, it is noteworthy that, besides the interdiction of extravagant (safih), it is not operated as a preference’s reason in Majalla.Some preferences of the Majalla Commission were intervened by other institutions. The chapters prepared by the commission were examined both by Majlis-i Wukalā and Mashihat, and these chapters were subject to some revisions at this time. Here, two articles prepared on the basis of the non-preferred opinion were intervened by Majlis-i Wukalā. The first of these is 216th article that written in the direction of opinion of Mashāyikh Balkh, which argues that it is permissible to sell separately ḥaqq al-murūr (the right of passage) and ḥaqq al-shirb (water right), the second is the 611th article which regulates the liability to damage of ajīr al-mushtarak (joint salaried employee).When the content of Kitāb al-Buyū, the first and the most voluminous book of Majalla, is examined in terms of the intra-school preference, it is seen that the rājiḥ opinions in the school are generally taken as basis. It is stated that in the asbāb al-mūjiba of the Kitāb al-Buyūʿ the four issues are prepared basing on the non-preferred opinion and these preferences are justified with custom and maṣlaḥa. However, the contrary articles to the rājiḥ opinion in the Kitāb al-Buyūʿ are not limited to these. According to our research, in addition to these, three articles were prepared with the preference of non-preferred opinion. These are the 118th article regarding that the bayʻ bi-l-wafā is permissible in chattels, 165th article on the definition of al-ghabn al-faḥiş (lesion), and the 309th article concerning the provision of the khiyār al-sharṭ (right of cancellation). These three articles show that the regulations contrary to the rājiḥ opinion in Majalla are not just those explained in the asbāb al-mūjiba and this situation is contrary to the method that is followed when preparing the Majalla.In some controversial issues in the Hanafi School, authorized jurists to preference (asḥāb al-tarjīh) disagreed over which opinion is rājiḥ. It wasn’t explained that how a method would be followed in Majalla when the legal arrangements were made in these matters. When these issues are examined, it can be said that the preferences of the majority, the providing of convenience and the preference by some jurists are effective.Preferences in Majalla have not been occurred only among the sharʻī (related to Islamic Law) provisions. In addition, the definitions and the inscription in the definitions are also the subject of preference. In this context, the preferences related to the definition of the sales contract, the suspended contract (al-ʻaqd al-maqqūf) and the al-ghabn al-faḥiş in Kitāb al-Buyūʿ can be mentioned as an example.Some controversial issues in the Hanafi School are not regulated in Majalla. When considering the multiplicity of controversial issues and therefore the difficulty of making legal arrangements to cover all of them, this situation is natural. Moreover, some of these issues may not have been regulated in Majalla because they are not frequent and necessary. However, it is not possible to explain all the controversial issues that have not been regulated for these reasons. Because some of the controversial issues that have not been legislated are basic, relatively important issues and they are included in the mukhtaṣars. This indicates that when preparing the Majalla, instead of making preference on some controversial issues, the method of non-regulation of these matters is adopted. It can be said that this method is applied as a way of creating law text which is clear of controversy. Thus, the determining of the rājiḥ opinion in these matters has been left to the judges. This situation is not suitable to meet the need of determining the rājiḥ opinion, which is the goal of Majalla. But it is the result of the difficulty of making a law that encompasses all legal issues. (shrink)

Representations of women, or more exactly of gender, and the presence and works of women filmmakers constitute an important area of analysis for gender studies and feminist film theories. In Turkey the presence and the participation of women in the public sphere have been one of the important objectives of the Kemalist modernization project since the founding of the modern nation-state in 1923. However, despite the modernizing efforts to empower women in different spheres of life there was no woman director (...) in Turkish commercial feature cinema until the beginning of the 1950s. Since the beginning of the 2000s the number of women directors has increased significantly, reaching a number well above that of the entire period before. This article investigates the reasons behind this increase based on quantitative data gathered from secondary sources and in-depth interviews with women producers and directors. It also questions whether and to what extent the increase in the number of women film directors contributed to the production of ‘women’s films’, based on a qualitative analysis of films produced by women directors between the years 2004 and 2013. The results show that in addition to technological and aesthetic changes in the industry, the increase in the availability of international and national public funding for low-budget independent film productions and the enlargement of the women’s movement allowed more women directors to enter the film industry. While half of the films made by women directors in the 2000s could be qualified as ‘women films’, the other half remained, largely due to market forces, within the conventions of popular or art house cinema. Majalla al-Aḥkam al-‘Adliyyah, which is the first example of codification based on Islamic law, has been the subject of criticism from different angles in terms of its preparation and content. The main reasons for criticism are following the casuistic method, being limited to the Hanafi sect, and therefore, the regulations on some issues not meeting the needs of the period, and the lack and excesses that do not comply with the content of the civil law. The commentator of the Majalla, (...) ‘Ali Ḥaydar Efendi, also criticized Majalla from different angles. In this study, it was aimed to identify, describe, and classify Ali Ḥaydar Efendi's critics of the Majalla, and -with some exceptions- no evaluation was made about the criticism of the commentator. Ali Ḥaydar Efendi, the author of the most comprehensive and famous commentary of the Majalla, Dureru'l-hukkâm, criticized the Majalla both in terms of law technique and content, justified his criticisms, and offered alternative suggestions regarding the issues he criticized. Although Ali Ḥaydar Efendi criticized an item for only one reason, he criticized some items from more than one point of view. In the article, each of the criticisms of Ali Ḥaydar Efendi on the Majalla’s items is discussed under a separate heading, and the items criticized from more than one point of view are discussed under a separate heading and exemplified as much as possible. His criticisms of the Majalla in terms of law technique are as follows: The statements of the items are prone to making wrong judgments, not of a general nature, the concepts are not used appropriately, both the concepts and the items are not compatible with each other and with the fiqh books, having some missing, unnecessary or incorrect statements in the items, and the lack of records in the statements. Among the criticisms made in terms of content, first of all, the fact that the provision contained in the article is contrary to the ruling in the fiqh books or the view of the sect should be mentioned. Some of the criticisms in terms of content are related to the preferences made while preparing the Majalla. In this context, it has been the subject of criticism that some of the preferred views are not suitable for the needs of the period or the preferred view in the madhhab, conflicting between preferences from time to time, and not making a choice in some controversial issues. The existence of provisions that do not comply with the requirements of the time, and the asl-far' incompatibility is another reason for criticism. In such criticisms, the suitability of the content of the law with the madhhab books in various aspects has been tried to be revealed, and inappropriate aspects have been criticized. However, ‘Ali Ḥaydar Efendi also pointed out that the text of the law should be prepared by making use of the provisions of different madhhabs, since it does not meet the needs of the time, although it is in accordance with the provisions of the madhhab. ‘Ali Ḥaydar Efendi also criticized the Majalla in terms of missing some issues or not being regulated sufficiently, and included provisions regarding the qarḍ contract and crimes against animals, which were not dealt with even though they should have been included in the Majalla. However, he never touched upon the subjects of consumption and ribā, which were not dealt with in the Majalla, although they should have been. ‘Ali Ḥaydar Efendi said that there is a deficiency in the items dealing with subjects such as luqata and hacr, since some conditions regarding these issues are not included. ‘Ali Ḥaydar Efendi also criticizes the Majalla in terms of the contradiction between the provisions contained in the items; the lack of unity in language, style and terminology among the items; and unnecessary repetitions both between the items and within the items. ‘Ali Ḥaydar Efendi, who did not make any criticism about the repetitions due to the fact that the Majalla was prepared with the casuistic method, justified or criticized the other repetitions and offered suggestions to avoid such repetitions. Also, according to him, there are deliberate repetitions in the Majalla. In addition, he also criticized the Majalla from a systematic point of view, such as the incompatibility of the title and content, the arrangement of similar subjects in different chapters/items/paragraphs, or the handling of different subjects in the same chapter/item/paragraph. Another criticism of ‘Ali Ḥaydar Efendi about the Majalla is about definitions. He criticizes the definitions made as not being collectively exhaustive, mutually exclusive and not being in the definition technique such as the tautology, but also on the grounds that it is not comprehensive, contrary to the method followed in other definitions made in the Majalla, and not being included in the fiqh books. Sensory processing problems and related dysfunctions are among the most common conditions in children with autism spectrum disorder. This study examined the effect of sensory integration therapy on different aspects of occupational performance in children with ASD. The study was conducted on an intervention group receiving SIT and a control group with 3- to 8-year-old children with ASD. The Short Child Occupational Profile was used to compare the two groups in terms of the changes in their occupational performance and the (...) Sensory Profile was used to assess sensory problems. The intervention group showed significantly greater improvement in all the SCOPE domains, as well as in all the SP domains, except for the “emotional reactions” and “emotional/social responses” domains,. The effectiveness of SIT in improving occupational performance in children with ASD as a health-related factor is supported by our findings. (shrink)

Öz (150-250 kelVAHİY ve İLHAM BAĞLAMINDA HANEFÎ-MÂTÜRÎDÎ KELÂM SİSTEMİNİN TASAVVUFLA İLİŞKİSİ Özet Modern zamanlarda Hanefî-Mâtürîdî kelâm sistemi ilham konusundaki ihtiyatlı tavrından dolayı genellikle tasavvuf karşıtı ya da tasavvufa karşı mesafeli olarak algılanmıştır. Ancak gerek Mâtürîdî gerekse Hanefî-Mâtürîdî kelâmcıları eserlerinde ilham konusunu geniş bir anlam yelpazesinde sunarak, ilhamın varlığını kabul etmişlerdir. Bununla birlikte ilhamı objektif bir bilgi kaynağı olarak kabul etmemişlerdir. Ancak Mâverâünnehir coğrafyasında etkili olan sûfîlerin de Hanefî-Mâtürîdî kelâmcılarının ilhamın bağlayıcılığı ve objektif bilgi kaynağı olmadığı yönündeki düşüncelerine paralel bir anlayış (...) içerisinde oldukları görülmektedir. Ayrıca Hanefî-Mâtürîdî kelâm sisteminin ilham konusundaki eleştirilerinin asıl hedefinin tasavvuf ve sûfîler olmadığı anlaşılmaktadır. Tasavvuf içinde onların eleştirilerini haklı çıkaracak şekilde bir düşünce içine giren bazı sûfîler olsa da, bu eleştirilerin hedefinin Şiî-Bâtınî fırkalar olduğu anlaşılmaktadır. THE RELATIONSHIP BETWEEN HANAFĪ- MĀTURĪDĪ KALAM SYSTEM AND SUFISM IN THE CONTEXT OF REVELATION AND INSPIRATION Abstract In modern times, the Hanafī- Māturīdī kalam system was generally perceived as anti-Sufi or distant from Sufism because of its cautious attitude towards inspiration. However, both Māturīdī and Hanafī-Māturīdī theorists have accepted the existence of inspiration by presenting the subject of inspiration in a wide range of meanings in their works. However, they did not accept inspiration as an objective source of information. However, Sufis who are influential in the geography of Maveraunnehir also have a parallel understanding of the Hanafī-Māturīdī theorists thought that inspiration is not a binding and objective source of information. It is also understood that the main target of the criticism of the Hanafī- Māturīdī kalam system on inspiration was not Sufism and Sufis. While there are some Sufis in Sufism who fall into a way of justifying their criticism, it is understood that the target of these criticisms are the Shiite-Bātınī groups. In this article, the meaning and the value of knowledge that the Hanafī-Māturīdī theorists, especially Māturīdī, have uploaded to the concept of inspiration, will be examined in a way that is connected with revelation. However, the reasons of the attitude of Hanafī-Māturīdī theorists towards inspiration will be examined by evaluating the Sufis and Shiite-Bātınī groups that exist in the Hanafī-Māturīdī culture geography. Sociability is essential for modern robots to increase their acceptability in human environments. Traditional techniques use manually engineered utility functions inspired by observing pedestrian behaviors to achieve social navigation. However, social aspects of navigation are diverse, changing across different types of environments, societies, and population densities, making it unrealistic to use hand-crafted techniques in each domain. This paper presents a data-driven navigation architecture that uses state-of-the-art neural architectures, namely Conditional Neural Processes, to learn global and local controllers of the mobile (...) robot from observations. Additionally, we leverage a state-of-the-art, deep prediction mechanism to detect situations not similar to the trained ones, where reactive controllers step in to ensure safe navigation. Our results demonstrate that the proposed framework can successfully carry out navigation tasks regarding social norms in the data. Further, we showed that our system produces fewer personal-zone violations, causing less discomfort. (shrink)

Fabian Wendt argues that political realism is not capable of explaining how the state’s moral right to rule over its subjects is generated. I believe that Wendt’s criticism is not sound because his position relies on the false implicit assumption that realism and moralism ask the same philosophical questions on state authority. I contend that it is fallacious to evaluate the realist account of legitimacy by the standards of moralism, and vice versa, as these two accounts arrive at different conceptions (...) of legitimacy by raising different sets of philosophical questions. The two sets of philosophical questions are not reducible to each other. The realist account of legitimacy does not aim to explain what the moralist account of legitimacy aims to explain. (shrink)

A two-stage sequential choice model is studied, the first stage being defined by q-Pareto multicriterial choice rule, and the second stage being defined by scalar extremization model. In this model, at the first stage the q-Pareto rule choses alternatives which are not only undominated in terms of Pareto comparison, but also includes into choice the alternatives which are dominated by no more than q alternatives. Since the choice set of the first-stage usually contains too many elements, obtained set is used (...) as a presentation for the second stage constructed by a scalar extremization model. The present study aims to examine the mediator effect of organizational intelligence between quantum leadership and innovative behavior of employees in health organizations. It is aimed to examine the mediator effect of organizational intelligence between quantum leadership and innovative behavior of employees in health organizations. The data of the study were collected from 626 healthcare professionals working in hospitals and health centers in Istanbul, Turkey, by survey method. After the analysis of normality, validity and reliability, the hypotheses of the research (...) were tested on the LISREL program using the structural equal modelling. The findings have showed that the three hypotheses of the research were confirmed: quantum leadership and organizational intelligence affect the innovative behaviors of employees positively and significantly, and organizational intelligence has a mediator effect between quantum leadership and the innovative behavior of employees. It is imperative that healthcare organizations, which are likely to encounter chaos and crisis risks such as the Covid-19 pandemic, follow innovation in order to provide better quality services. Quantum leadership and organizational intelligence are necessities in terms of revealing innovative behavior for healthcare organizations operating in a dynamic and chaotic environment. Since the effects of quantum leadership have not been studied in health organizations adequately, this study makes a contribution to fill this gap. In addition, it is predicted that the findings of this research will be illuminating in terms of innovative behaviors and leadership styles for health organizations that have a vital importance in all societies and have recently experienced a fact like COVID-19. Şems-i Sivâsî, Halvetiyye tarikatının ana şubelerinden biri olan Sivâsiyye kolunun müessisidir. On altıncı yüzyılın ilmî, siyâsî, kültürel ve dinî sahalarında derin izler bırakan Sivâsî, memleketi Zile’den Sivas’a hicret ettikten sonra ilk olarak İrşâdü’l-avâm adlı bir eser kaleme almış ve bu çalışmada nefsin ıslahı, mürşid-i kâmilin gerekliliği, mürşidlerin özellikleri ve nefsi ıslah konusundaki fonksiyonları gibi başlıklarla döneminde gözlemlediği ve zaman zaman istismar edildiğini düşündüğü mânevî yolculuğun kılavuzlarını konu edinmiştir. Eserin isminden de anlaşılacağı üzere Sivâsî, mânevî seyrin inceliklerini bilmedikleri için şekle aldanıp (...) süslü sözlere kanan ve layık olmadıkları halde şeyhlik makamını işgal edenleri kendilerine rehber edinenleri uyarmayı hedef olarak belirlemiştir. Sivâsî bu hedefine uygun olarak eserde sahte şeyhlerin itikâdî, amelî ve ahlâkî konulardaki sapmalarını âyetler, hadisler, naklettiği kıssalar ve kullandığı çeşitli metaforlarla gözler önüne sermiştir. O, tasavvufî sistemin istismar edilmesi noktasında şeyhlik/mürşid-i kâmillik konumunun son derece önemli olduğunu belirtmiş ve ilk dönemlerden itibaren bu konumun istismarına yönelik yapılan eleştiri ve uyarılara katkı sağlamıştır. Bu anlamda Hasan-ı Basrî, İmâm-ı Gazzâlî, Ahmed-i Yesevî, Mevlânâ, Necmeddîn-i Dâye ve Kâşânî’nin de ifade ettiği gibi, müteşeyyihlere dair uyarılarda bulunan bir geleneğin on altıncı asırdaki temsilcilerinden biri olmuştur. Language is a live organism and as every other living being develops and is enriched with new words and terms, which enter the life of society together with the new tool, i.e. they enter in and mix with the order of Albanian words. Such a thing is inevitable and in some cases even useful, but every word that is lined up in the order of Albanian words must be well filtered. “The introduction of new words and exclusion of old ones (...) is a natural process, and it happens in any language. This is what happened with the Greek borrowings in Latin, with the Arabic borrowings in Greek, with the Latin borrowings in many European languages, with the Persian borrowings in Turkish, with the Turkish borrowings in Albanian, etc.” - Prof. Hajri Shehu emphasizes in a scientific interview. In recent decades, with the expansion of the Internet, many foreign words began to enter and be used in the Albanian language. English took up more space than expected; in addition to penetrating through various tool notions, it also replaced centuries-old native words of Albanian. The paper has been divided into three parts and in each part an issue has been dealt with: the first part talks about the use of foreign words and the existing words in Albanian; the second part deals with the use of emoticons used instead of words and the third part deals with writing errors in the Albanian language. These are some of the issues that have created a great concern for the Albanian language in this century and they certainly need to be addressed seriously to prevent the dangers that may threaten it.
