This work examines Japanese government policies that impact on the environment in order to determine whether they incorporate a sufficient ethical substance. In the enquiry into the ethics of the policies, Kagawa-Fox explores how Western philosophers combined their theories to develop a 'Western environmental ethics code'; she also reveals the existence of a unique 'Japanese environmental ethics code' built on Japan's cultural traditions, religious practices, and empirical experiences. The discovery of the distinctive Japanese code is not only important for (...) what it discloses as a new philosophy, but most importantly how it can be used to analyse the ethical framework of the Japanese policies. In spite of the positive contributions that Japan has shown towards the global environment, the government has failed to show a corresponding moral obligation to the world ecology in its global environmental policy. The policies examined in the three case studies comprising whaling, nuclear energy, and forestry, have also been found wanting in ecological ethical considerations, both from a Western and Japanese perspective. The main reason for this is that the integrity of the policies has been compromised by Japanese vested interest groups; business and political interests ensure that the policies are primarily focused on maintaining sustainable economic growth. The subject of Western environmental ethics has been widely written about and discussed but the same can not be said of 'Japanese' environmental ethics. This discipline has not been covered in any branch of Japanese philosophy nor has there been sufficient pressure exerted by ecologists on Japanese thinkers and writers to explain how the Japanese code addresses environmental concerns. Although some Japanese scholars have in the past articulated their ideas on working with the natural world, the field covering the spirit (...) and core of Japanese environmental ethics remains largely unexplored. This paper examines and compares the discipline of Japanese environmental ethics, a 'bottom up process', with that of the Western model, a 'top down process'. It defines, and presents a new insight into environmental ethics from the Japanese perspective where the concept of 'living with nature' is more sensitive towards the environment than is the Western one of 'taming nature'. Several studies have shown that our visual system may construct a “summary statistical representation” over groups of visual objects. Although there is a general understanding that human observers can accurately represent sets of a variety of features, many questions on how summary statistics, such as an average, are computed remain unanswered. This study investigated sampling properties of visual information used by human observers to extract two types of summary statistics of item sets, average and variance. We presented three models of (...) ideal observers to extract the summary statistics: a global sampling model without sampling noise, global sampling model with sampling noise, and limited sampling model. We compared the performance of an ideal observer of each model with that of human observers using statistical efficiency analysis. Results suggest that summary statistics of items in a set may be computed without representing individual items, which makes it possible to discard the limited sampling account. Moreover, the extraction of summary statistics may not necessarily require the representation of individual objects with focused attention when the sets of items are larger than 4. (shrink)

Machine ethics and robot rights are quickly becoming hot topics in artificial intelligence and robotics communities. We will argue that attempts to attribute moral agency and assign rights to all intelligent machines are misguided, whether applied to infrahuman or superhuman AIs, as are proposals to limit the negative effects of AIs by constraining their behavior. As an alternative, we propose a new science of safety engineering for intelligent artificial agents based on maximizing for what humans value. In particular, we challenge (...) the scientific community to develop intelligent systems that have human-friendly values that they provably retain, even under recursive self-improvement. (shrink)

Male white-rumped munias sing syntactically simpler songs than their domestic counterparts, Bengalese finches. The differences in song structure may reflect differences in natural selection pressures between wild and domestic environments. Deacon (2010) proposed song simplicity of the wild strain could be subject to natural selection. We hypothesized the selection pressure may be species identification. Thus, we compared song variations in relation to ecological factors and dispersal history of white-rumped munias to understand song evolutionary processes. We found geographic variations of song (...) syntactical complexity. The difference of song syntactical complexity did not corresponded to genetic distance, but did to that of the proportion of mixed flocks with sympatric related species. Birds that inhabited the areas with more mixed flocks sang simpler songs. The song complexity might be constrained to intensify distinct conspecific signals from related species. Our field work provided empirical evidence supporting a proposal made by Deacon (2010). This article explores the principles of interaction that shape grammatical practices of conversational speech cross-linguistically. Seven such principles are explored, and the grammatical practices they give rise to are illustrated. The role of these principles in shaping non-linguistic behavior is also touched on.

Clinical bioethics is big business. There are now hundreds of people who bioethics in community and university hospitals, nursing homes, rehabilitation and home care settings, and some who play the role of clinical ethics consultant to transplant teams, managed care companies, and genetic testing firms. Still, there is as much speculation about what clinically active bioethicists actually do as there was ten years ago. Various commentators have pondered the need for training standards, credentials, exams, and malpractice insurance for ethicists engaged (...) in clinical consultation. Much of the discussion seems to accept an implicit presumption that all clinical ethics consultation practices look pretty much alike. But is this accurate? What do clinical ethicists do, how and where do they do it, and what kind of clinical ethics is useful in the hospital and in other settings? (shrink)

The relation between Hume’s constructive and skeptical aims has been a central concern for Hume interpreters. Hume’s two definitions of ‘cause’ in the Treatise and first Enquiry apparently represent an important constructive achievement, but this paper argues that the definitions must be understood in terms of Hume’s skepticism. The puzzle I address is simply that Hume gives two definitions rather than one. I use Don Garrett’s interpretation as a foil to develop my alternative skeptical interpretation. Garrett claims the definitions exhibit (...) a general susceptibility to two kinds of definition that all “sense-based concepts” share. Against Garrett, I argue that the definitions express an imperfection Hume finds only in our concept of causation. That imperfection is absent from other sense-based concepts, and prompts skeptical sentiments in Hume’s conclusion to the Treatise’s Book 1. I close by comparing my interpretation with those of Helen Beebee, Stephen Buckle, Galen Strawson and Paul Russell. (shrink)

This article offers a critique of the recently revised BMA guidance on routine neonatal male circumcision and seeks to challenge the assumptions underpinning the guidance which construe this procedure as a matter of parental choice. Our aim is to problematise continued professional willingness to tolerate the non-therapeutic, non-consensual excision of healthy tissue, arguing that in this context both professional guidance and law are uncharacteristically tolerant of risks inflicted on young children, given the absence of clear medical benefits. By interrogating historical (...) medical explanations for this practice, which continue to surface in contemporary justifications of non-consensual male circumcision, we demonstrate how circumcision has long existed as a procedure in need of a justification. We conclude that it is ethically inappropriate to subject children—male or female—to the acknowledged risks of circumcision and contend that there is no compelling legal authority for the common view that male circumcision is lawful. The bearing of certain psychological doctrines upon ethical theory is important, and has been made use of especially by those who espouse empiricism in Ethics. It is the purpose of this paper to examine some of these leading doctrines and the ethical theory which has been connected with them. In doing so, it is appropriate to select for examination the views of Professor W. McDougall, as expressed principally in his Social Psychology and Outline of Psychology ; and this for two (...) reasons. One is, that these views are significant of much more than the opinions of one man. In 1999, Médecins Sans Frontières set out to explore and demonstrate the feasibility of preventing and treating HIV/AIDS in a so-called resource-poor, economically and socially disadvantaged setting. The first MSF mission to incorporate antiretroviral treatment into its HIV-AIDS-oriented medical program was undertaken in Bangkok. The second project was launched in Khayelitsha where MSF has been providing ARV treatment for persons with HIV/AIDS since May 2001. Khayelitsha is an enclave of some 500,000 inhabitants, most of whom live in corrugated-iron shacks, without (...) running water or electricity. Unemployment is extremely high; crime and violence are rampant. The general prevalence of HIV/AIDS is 26%, measured among pregnant women. The tuberculosis incidence rate is one of the world's highest for open-space sites. Unsurprisingly, TB/HIV coinfection is very high too: 63% of those with TB are also infected with HIV. (shrink)

Recently there has been a renewed interest in moral inquiry among American scholars in a variety of disciplines. This collection of accessible essays by scholars in philosophy, political theory, psychology, history, literary studies, sociology, religious studies, anthropology, and legal studies affords a view of the current state of moral inquiry in the American academy, and it offers fresh departures for ethically informed, interdisciplinary scholarship. Propositional temporalism is the view that there are temporary propositions: propositions that are true, but not always true. Factual futurism is the view that there are futurist facts: facts that obtain, but that will at some point not obtain. Most A-theoretic views in the philosophy of time are committed both to propositional temporalism and to factual futurism. Mark Richard, Jeffrey King and others have argued that temporary propositions are not fit to be the contents of propositional attitudes, or to be (...) the semantic values of natural language utterances. But these discussions have overlooked another role that the A-theorist’s posits struggle to play: the role of facts in explaining other facts. Focusing on the case of action explanation by reasons, this paper presents the challenge that explanation poses for factual futurism. It then brings that challenge to bear against propositional temporalism and the A-theory more generally. My argument saddles the factual futurist with surprising commitments concerning reasons, facts and explanation. The futurist might accept those commitments and pay the price. The alternative – which I prefer – is to reject factual futurism, and with it the A-theory. (shrink)

Recent work by Alfred Mele, Romy Jaster and Chandra Sripada recognizes that abilities come in degrees of fallibility. The rough idea is that abilities are often not surefire. They are liable to fail. The more liable an ability is to fail, the more fallible it is. Fallibility is plausibly significant for addiction, responsibility, and normative theorizing. However, we lack an adequate account of what fallibility consists in. This article addresses that problem. Perhaps the most natural approach is to say (roughly) (...) the fallibility of your ability to F is the proportion of scenarios in which you do not F, among those in which you try to F. I argue that this approach (in all plausible versions) is mistaken. I then introduce the notion of an action’s “fragility,” and propose that we use that new notion to understand fallibility. Studies of primate cognition have conclusively shown that humans and apes share a range of basic cognitive abilities. As a corollary, these same studies have also focussed attention on what makes humans unique, and on when and how specifically human cognitive skills evolved. There is widespread agreement that a major distinguishing feature of the human mind is its capacity for causal reasoning. This paper argues that causal cognition originated with the use made of indirect natural signs by early hominins forced (...) to adapt to variable late Miocene and early Pliocene environments; that early hominins evolved an innate tendency to search for such signs and infer their causes; that causal inference required the existence of incipient working memory; and that causal relationships were stored through being integrated into spatial maps to create increasingly complex causal models of the world. Estrogen receptor α (ERα) is a ligand‐dependent transcription factor that regulates the expression of estrogen‐responsive genes. Approximately 70% of patients with breast cancer are ERα positive. Estrogen stimulates cancer cell proliferation and contributes to tumor progression. Endocrine therapies, which suppress the ERα signaling pathway, significantly improve the prognosis of patients with breast cancer. However, the development of de novo or acquired endocrine therapy resistance remains a barrier to breast cancer treatment. Therefore, understanding the regulatory mechanisms of ERα is essential to (...) overcome the resistance to treatment. This review focuses on the regulation of ERα expression, including copy number variation, epigenetic regulation, transcriptional regulation, and stability, as well as functions from the point of view post‐translational modifications. Now the text is available for the first time in English as _In the Far Away Mountains and Rivers_, a heart-wrenching and thought-provoking collection of letters, journal entries, and essays written by University of Tokyo students as they were drafted to fight in World War II. Many of them deplored the war, and many were simply motivated by a sense of duty to their families and their country.
