The processing of time intervals in the sub- to supra-second range by the brain is critical for the interaction of primates with their surroundings in activities, such as foraging and hunting. For an accurate processing of time intervals by the brain, representation of physical time within neuronal circuits is necessary. I propose that time dimension of the physical surrounding is represented in the brain by different types of neuronal oscillators, generating spikes or spike bursts at regular intervals. The proposed oscillators (...) include the pacemaker neurons, tonic inputs, and synchronized excitation and inhibition of inter-connected neurons. Oscillators, which are built inside various circuits of brain, help to form modular clocks, processing time intervals or other temporal characteristics specific to functions of a circuit. Relative or absolute duration is represented within neuronal oscillators by “neural temporal unit,” defined as the interval between regularly occurring spikes or spike bursts. Oscillator output is processed to produce changes in activities of neurons, named frequency modulator neuron, wired within a separate module, represented by the rate of change in frequency, and frequency of activities, proposed to encode time intervals. Inbuilt oscillators are calibrated by (a) feedback processes, (b) input of time intervals resulting from rhythmic external sensory stimulation, and (c) synchronous effects of feedback processes and evoked sensory activity. A single active clock is proposed per circuit, which is calibrated by one or more mechanisms. Multiple calibration mechanisms, inbuilt oscillators, and the presence of modular connections prevent a complete loss of interval timing functions of the brain. (shrink)

The 20th anniversary of the Bhopal calamity fell on December 3, 2004. The world's worst industrial disaster in Bhopal, India, happened because of inadequate maintenance by Union Carbide and poor monitoring by the Indian authorities. Malfunctioning safety measures, inappropriate location of the plant, and lack of information about the identity and toxicity of the gas worsened the effects of the accident on people and livestock. The Bhopal disaster has raised questions about the implications of the transfer of potentially hazardous technology (...) to the developing countries. Even after 20 years, Bhopal has not recovered. In this article, we present what happened and why and what lessons can be learned at this terrible cost. (shrink)

Most writings on Indian philosophy assume that its central concern is with moska, that the Vedas along with the Upanishadic texts are at its root and that it consists of six orthodox systems knowns as Mimamasa, Vedanta, Nyaya, Vaisesika, Samkhya, and Yoga, on the one hand and three unorthodox systems: Buddhism, Jainism and Carvaka, on the other. Besides these, they accept generally the theory of Karma and the theory of Purusartha as parts of what the Indian tradition thinks about human (...) action. The essays in this volume question these assumptions and show that there is little ground for accepting them. Ali comparative studies imply simultaneously an identity and a difference, a situation that is replete with intellectual difficulties which give rise to interminable disputes regarding whether we are talking about the same thing or different things. One may cut the gordian knot by deciding either way, but the situation would reappear again as it is bound up with the comparative perspective itself and not with any particular example of it. How long shall we go on “naming”, for the process is (...) unending and ultimately “everything is what it is. and not another thing”. Or, if we do not like “names” as they hardly give us any knowledge and if we opt for “description” which gives us “facts”, then they too are as unending as the “names”, for, as the Jains taught us long ago, they are a function of the dṛṣti that we have or the point of view that we adopt. God as a term denoting that which is ultimately real and absolutely valuational is simultaneously the necessary presupposition of all thought and action and also their ultimate goal. Yet, it is equally true that it is neither known nor even knowable in principle in the sense that any finite being or set of such beings may hope to know it in any determinate manner. Being generally conceived as beyond both space and time and transcending them in the sense that, even (...) when considered as immanent in the world, It can never be regarded as completely revealed at any particular point in space or time, it cannot but be unknown and unknowable in the deepest sense of the word. Yet, however paradoxical the idea of God may be, it is a symbol of that which man as a self-conscious reflective being, who both knows and acts, has to encounter at every turn. (shrink)

To talk of God is almost a presumption, for who can say with any certainty that it is or if it is, in what sense of “is” it is, and what is its nature. And, perhaps, of all those who talk of God, the philosopher is the least qualified, as by temperament and training he lives in a world where concepts and arguments and ratiocinative thought are more real than anything else. And God, whatever it may or may not be, (...) is not an idea or a concept or the conclusion of a well-reasoned chain of argumentation. Nor is it even a hypothesis to be tested or a necessary postulate without which our experience would make no sense and life cease to have a meaning. (shrink)

Indian classical thought about society and polity had to deal with a basic dilemma which was set for it by the fundamental premises of the culture in which it developed. This derived from the fact that both Buddhism and Jainism, which emerged as powerful forces on the Indian scene sometime in the sixth century bce, regarded the social and political worlds not only as inferior realities in relation to the ultimate pursuit of man, but also as impeding that pursuit to (...) a substantive extent. And this, strangely enough, occurred in spite of the fact that both of these religions spread with the active support of kings and wealthy merchants, as evidenced in the earliest stories pertaining to the times of the Buddha and the Mahāvīra (the founder of Jainism). Yet, as every thinker concerned with these realms well knows, they constitute the very basis and foundation of all the worthwhile pursuits of man, including the spiritual pursuits. Thinkers dealing with these subjects, therefore, had simultaneously to be true to the reality of the realm they were thinking about and also be on the right side of the values dominant in the culture in which they lived. In addition, they had to take into account the changes that occurred in their culture over time, for while both society and polity may have dimensions that are comparatively invariant, there are also those which are subject to important changes that inevitably occur with the passage of time. The latter feature is revealed more in the legal texts, which have to take note of the changes that occur in social customs and deal with them fairly directly, than in the theoretical and abstract issues relating to society and polity with which the social and political theorists are primarily concerned. Anonymous sperm donation offspring often yearn for information about their biological fathers, and as they come of age that yearning increases in intensity. We first explore will and interest theory regarding this desire to know one’s heritage and argue that both theories lead to a right of the offspring to know. We then turn to the donor contract, look at the inconsistencies between donor ability to eschew parental responsibility compared to other biological fathers, and argue that there should be a (...) procedure similar to adoption procedures, whereby sperm donors take seriously the legal severing of their parental rights and responsibilities. We conclude that the offspring have a right to their genetic heritage and call for caring reproductive technological practices that ensure children of donors this right. (shrink)

The ArgumentBlood tests developed at the turn of the century could in some cases discern genetic relations. While such tests could never prove that a given individual had fathered a child in question, men of certain blood types could be exonerated from paternity of children with other blood types. Starting in the 1930s, scientists and lawmakers attempted to introduce such evidence into paternity or bastardy trials to attest to a man's innocence. Evidence from blood tests soon came to be used (...) in divorce cases.Blood tests appeared to be ideal for providing relevant information in cases when divorcing men claimed as a part of their suit that they had not fathered their ex-wife's child or children. Nevertheless, the courts remained reluctant to intro duce such evidence in divorce cases. This paper will argue that reluctance derived not from a distrust of the science, but from the courts' clinging to a definition of paternity that was not rooted in genetic connection.Many judges and juries fell back on the pre-industrial assumption that once a man married a woman he was automatically the father of any children she bore. While this assumption flew in the face of scientific evidence, it did have the advantage of ensuring that the children of married women could not be bastard ized. The changing manner in which courts handled the tension between genetic paternity and traditional paternity in divorce cases reveals how society's views on paternity have evolved over the course of this century.
