In timing perception studies, the timing of one event is usually manipulated relative to another, and participants are asked to judge if the two events were synchronous, or to judge which of the two events occurred first. Responses are analyzed to determine a measure of central tendency, which is taken as an estimate of the timing at which the two events are perceptually synchronous. When these estimates do not coincide with physical synchrony, it is often assumed that the sensory signals (...) are asynchronous, as though the transfer of information concerning one input has been accelerated or decelerated relative to the other. Here we show that, while this is a viable interpretation, it is equally plausible that such effects are driven by shifts in the criteria used to differentiate simultaneous from asynchronous inputs. Our analyses expose important ambiguities concerning the interpretation of simultaneity judgement data, which have hitherto been underappreciated. (shrink)

Decision-making assisted by algorithms developed by machine learning is increasingly determining our lives. Unfortunately, full opacity about the process is the norm. Would transparency contribute to restoring accountability for such systems as is often maintained? Several objections to full transparency are examined: the loss of privacy when datasets become public, the perverse effects of disclosure of the very algorithms themselves, the potential loss of companies’ competitive edge, and the limited gains in answerability to be expected since sophisticated algorithms usually are (...) inherently opaque. It is concluded that, at least presently, full transparency for oversight bodies alone is the only feasible option; extending it to the public at large is normally not advisable. Moreover, it is argued that algorithmic decisions preferably should become more understandable; to that effect, the models of machine learning to be employed should either be interpreted ex post or be interpretable by design ex ante. A socio-cognitive approach to trust can help us envisage a notion of networked trust for multi-agent systems (MAS) based on different interacting agents. In this framework, the issue is to evaluate whether or not a socio-cognitive analysis of trust can apply to the interactions between human and autonomous agents. Two main arguments support two alternative hypothesis; one suggests that only reliance applies to artificial agents, because predictability of agents’ digital interaction is viewed as an absolute value and human relation is (...) judged to be a necessary requirement for trust. The other suggests that trust may apply to autonomous agents because predictability of agents’ interaction is viewed only as a relative value since the digital normativity that grows out of the communication process between interacting agents in MAS has always deal with some unpredictable outcomes (_reduction of uncertainty_). Furthermore, human touch is not judged to be a necessary requirement for trust. In this perspective, a diverse notion of trust is elaborated, as trust is no longer conceived only as a relation between interacting agents but, rather, as a relation between cognitive states of control and lack of control (_double bind_). In his recent analysis of multiculturalism, Tom Beauchamp has argued that those who implement multicultural reasoning in their arguments against common morality theories, such as his own, have failed to understand that multiculturalism is neither a form of moral pluralism nor ethical relativism but is rather a universalistic moral theory in its own right. Beauchamp’s position is indeed on the right track in that multiculturalists do not consider themselves ethical relativists. Yet, Beauchamp tends to miss the mark when he argues (...) that multiculturalism is in effect a school of thought that endorses a form of moral universalism that is akin to his own vision of a common morality. As a supporter of multiculturalism, I would like to discuss some aspects of Beauchamp’s comments on multiculturalism and clarify what a multicultural account of public bioethics might look like. Ultimately, multiculturalism is purported as a means of managing diversity in the public arena and should not be thought of as endorsing either a version of moral relativism or a universal morality. By simultaneously refraining from the promotion of a comprehensive common moral system while it attempts to avoid a collapse into relativism, multiculturalism can serve as the ethico-political framework in which diverse moralities can be managed and in which opportunities for ethical dialogue, debate and deliberation on the prospects of common bioethical norms are made possible. Cyber warfare has changed the scenario of war from an empirical and a theoretical viewpoint. Cyber war is no longer based on physical violence only, but on military, political, economic and ideological strategies meant to exploit a state’s informational resources. This means that a deeper understanding of what cyber war is requires us to adopt an informational approach. This approach may enable us to account for the two-dimensional nature of cyber war, to revise the notion of violence on which war (...) is premised and to understand to what extent the traditional ideas of ‘just war’ may apply to the scenario of cyber warfare. The ongoing pandemic of COVID-19 has forced governments to impose a lockdown, and many people have suddenly found themselves having to reduce their social relations drastically. Given the exceptional nature of similar situations, only a few studies have investigated the negative psychological effects of forced social isolation and how they can be mitigated in a real context. In the present study, we investigated whether the amount of digital communication technology use for virtual meetings during the lockdown promoted the perception of (...) social support, which in itself mitigated the psychological effects of the lockdown in Italy. Data were collected in March 2020, during the lockdown imposed to reduce the COVID-19 spread. The results indicated that the amount of digital technology use reduced feelings of loneliness, anger/irritability, and boredom and increased belongingness via the perception of social support. The present study supported the positive role of digital technologies in maintaining meaningful social relationships even during an extreme situation such as a lockdown. Implications such as the need to reduce the digital divide and possible consequences of the ongoing pandemic are discussed. (shrink)

É bem conhecida a divergência entre as posições de Gottlob Frege e Bertrand Russell com relação ao tratamento semântico dado a sentenças contendo termos singulares indefinidos, ou seja, termos singulares sem referência ou com referência ambígua, tais como ‘Papai Noel’ ou ‘o atual rei da França’ ou ‘1/0 ’ ou ‘√4’ ou ‘o autor de Principia Mathematica’. Para Frege, as sentenças da linguagem natural que contêm termos indefinidos não formam declarações e portanto não são nem verdadeiras nem falsas. Já para (...) as sentenças da matemática, Frege defende que elas precisam ser corrigidas através da convenção forçada de uma referência não ambígua. Russell, por outro lado, aceita os termos indefinidos e propõe, através de sua teoria das descrições definidas, uma maneira de avaliar as sentenças em que eles ocorrem; e Quine amplia a teoria de Russell para abranger também os nomes com problemas de referência. Na prática da matemática são comuns os termos singulares indefinidos, sem referência, tais como ‘1/0 ’, ou com referência ambígua, tais como ‘√4’. Apesar de não haver uma sistematização rigorosa desta situação entre os matemáticos, há, no entanto, um conjunto de regras convencionais que tradicionalmente costumam ser aplicadas no tratamento matemático dos termos indefinidos. Nossa proposta é tomar a convenção matemática como inspiração e modelo para apresentar uma interpretação semântica formal para as descrições definidas e os nomes e utilizá-la como um argumento que favorece a abordagem de Russell relativamente à de Frege. This paper argues that, because Science and Technology Studies lost contact with political philosophy, its defense of public participation in policy-making involving technical claims is normatively unsatisfactory. Current penchants for political under-laboring and normative individualism are critiqued, and the connections between STS and theorists of deliberative democracy are explored. A conservative normativity is proposed, and STS positions on public participation are discussed in relation to current questions about individual and group rights in a liberal democracy. Much of the ontology made in the analytic tradition of philosophy nowadays is founded on some of Quine’s proposals. His naturalism and the binding between existence and quantification are respectively two of his very influential metaphilosophical and methodological theses. Nevertheless, many of his specific claims are quite controversial and contemporaneously have few followers. Some of them are: (a) his rejection of higher-order logic; (b) his resistance in accepting the intensionality of ontological commitments; (c) his rejection of first-order modal logic; and (...) (d) his rejection of the distinction between analytic and synthetic statements. I intend to argue that these controversial negative claims are just interconnected consequences of those much more accepted and apparently less harmful metaphilosophical and methodological theses, and that the glue linking all these consequences to its causes is the notion of extensionality. The purpose of this article is to support the logical incompatibility of the opposing views as a criterion for characterizing disagreements as genuinely metaphysical. That is, I intend to argue that a specific dispute is a metaphysical disagreement only when the conflicting views are governed by different logics. If correct, this criterion would not only help to separate merely verbal from genuine metaphysical debates, but it also would ground an argument against deflationism, guaranteeing the substantiality and relevance of metaphysics. As várias disputas entre crentes e ateus, ou realistas e nominalistas são apenas dois tipos de exemplos. Interessado em contribuir para a inteligibilidade do debate sobre ontologia, em 1939 W. V. Quine iniciou uma série de trabalhos em que apresenta a noção de compromisso ontológico e propõe um critério supostamente objetivo para identificar as condições exatas em que um discurso teórico (...) sinaliza uma suposição de existência. Pretendo apresentar o conceito de compromisso ontológico e o critério quineano, apresentar e avaliar algumas das muitas críticas que o critério recebeu e situá-lo no contexto da filosofia de Quine. Como produto destas análises, espero contribuir para a reflexão sobre a relevância e o lugar filosófico da noção de compromisso ontológico. (shrink)

Além de responder à pergunta título, pretende-se também apresentar as linhas gerais de um caminho que vem sendo proposto por alguns pensadores sobre de que modo a ciência poderia se modificar de modo a que pudéssemos utilizá-la para resolver nossos principais problemas. Para tanto iniciaremos explicitando o que consideramos as características mais fundamentais da racionalidade científica hegemônica, a saber: o atomismo e o método axiomático. Em seguida, apresentamos alguns conhecidos problemas das ciências, evidenciando suas relações com estas características fundamentais. Tais (...) problemas são tanto epistemológicos e metodológicos, internos ao próprio conhecimento, quanto éticos, relacionados às suas consequências. Em seguida, indicamos como a forte interconexão destes dois tipos de problemas pode ser compreendida quando entendemos a ciência de modo instrumental como uma resposta ao interesse de previsão para manipulação e controle. Por fim, partindo do reconhecimento do caráter contingente e socialmente construído do conhecimento científico, inclusive de suas características fundamentais, respondemos à questão título e apontamos, ainda de modo incipiente, algumas possibilidades de modificações metodológicas que têm sido propostas nos últimos anos. Em especial, apresentamos as que foram rotuladas de complexidade e a transdisciplinaridade, indicando algumas questões e possíveis linhas de pesquisa que estas abordagens suscitam. (shrink)

The aim of the paper is to give an account of Peter Winch's conception of persuasion. According to Winch, persuasive arguments are those carried out in order to let an interlocutor with a different world picture, and thus a different epistemology, see the point of our practices and beliefs. This involves convincing him of the fact that his way of thinking is neither unique nor better than other ones. In Roger Pielke Jr.’s The Honest Broker (2007) he discusses different roles a scientist can adopt when giving advice to policymakers. The honest broker role focuses on clarifying and expanding the scope of choice for others. This role has the virtues of being sensitive to known problems with experts being partisan by stealth, dominating policy decisions by controlling knowledge input, and reducing the scope of considerations deemed relevant to decision-making. Yet I argue that to the extent the honest broker role (...) involves expanding the scope of choice, an array of problems arises. These include ambiguity about which and whose consensus ought to guide scientists in their decisions about what role to adopt, an implicit tendency to insulate politics from science, and a possible replication of the anti-pluralism of political populism. Drawing upon Phillip Pettit’s critique of Isaiah Berlin’s account of freedom as non-interference, I argue that the honest broker role for scientists inherits the problems afflicting accounts of freedom as the non-restriction of options: namely, the problems of adaptive preference formation and ingratiation. On this basis I suggest not advising scientists to be honest brokers, because doing so might fail to help them be reflexive scientists. (shrink)

There has been a rising trend in cosmopolitan moral theory to seriously take into consideration the human's rootedness in, and partiality toward, particular cultures, places, peoples and traditions. This essay suggests that reframing our theorizing on cosmopolitanism from one that primarily addresses an ethico-political set of questions to one that addresses questions related to moral psychology, personal and collective identity formation and the ways in which civilizations and cultural communities cultivate an ethos may assist in the task of generating a (...) rooted form of cosmopolitanism. Conceptualizing cosmopolitanism as an ethos entails a shift from considering our moral obligations to distant others toward a focus on the types of dispositions and character traits necessary to forge a sense of intercultural solidarity. Through an analysis of the ideas of ‘diaspora’, ‘proximity’, ‘partiality' and the ‘foreign’, it will be suggested that through our rootedness in particularity, and our ability to be partia.. This book discuss the meaning and implications of the social and ethical implications of the notion of social responsibility in healthcare in six major world religions — Buddhism, Christianity, Confucianism, Hinduism, Islam, & Judaism. This collection of papers is based on a four-day workshop where bioethics experts from various religious traditions gathered. They discussed the ways in which their respective traditions could, or could not, uphold the tenets of Article 14 of UNESCO's Universal Declaration of bioethics and Human Rights. The (...) different papers presented in this book are based on this interchange of ideas at the workshop. The book explores the potential points of convergence among the various perspectives presented, as well as a discussion on the ways in which their moral differences may be managed. The managing of these moral differences through international socio-ethical mechanisms, contributes significantly to the UNESCO Universal Declaration of Bioethics and Human Rights’ goal of simultaneously respecting religio-cultural pluralism while upholding a commitment to human rights. The paper examines how the current evolution and growth of ICTs enables a greater number of individuals to communicate and interact with each other on a larger scale: this phenomenon enables people to cross the conventional boundaries set up across modernity. The presence of diverse barriers does not however disappear, and we therefore still experience cultural, political, legal and moral boundaries in the globalised Information Society. The paper suggests that the issue of boundaries is to be understood, primarily, in philosophical (...) terms, in order to explain in what sense the fundamental historicity and situatedness of human beings does not necessarily prevent them from being able to cross the boundaries of their own experiences and to communicate with other human beings. Our line of reasoning is based on the idea that the epistemic and moral subject is neither a pure universal subject always transcending the limits of its experience nor the mere product of the context in which it find itself embedded. By virtue of its continued existence and experience of any given context, the epistemic and moral subject is asked to respond to the constraining affordances of data and to account for the moral calls of the other. This intertwinement of responsiveness and accountability towards what is "over there" confers us an original understanding of what is "here". (shrink)

Lorenzo Magnani’s book is a broad and deep meditation on the theme of violence. For the author, the theoretical and methodological problem lies not in trying to find a privileged access to the issue of violence, but rather to raise this issue to the status of an independent, chiefly philosophical subject. This requires a strategic twofold move: on the one hand, one needs a strong and comprehensive philosophical hypothesis about violence; on the other, it is necessary to bring to a (...) theoretical unity the plurality or, to put it differently, the fragmentation of analyses consecrated to the issue of violence—and this result is achieved precisely thanks to a comprehensive philosophical hypothesis. With notable exceptions, specialist museums have generally failed to collect an adequate record of the material culture of post-war science and technology. Some reasons for this failure are identified, and some suggestions for remedying this situation are made with the help of a specific example: genomic science and medicine. Genomics is a quintessentially 21st-century science: data-rich, digital, and technique-and technology-driven. As such, it presents particular challenges and opportunities to museums wishing to improve their performance in collecting recent and contemporary science (...) and technology. The paper explores different dimensions of this challenge through the attempt to establish a Museum Genomics Initiative, an international group of museum professionals who are committed to collaborating around the documentation of genomic science and medicine.
