Summary In this paper we examine the reaction of the Leiden low-temperature laboratory of Heike Kamerlingh Onnes to new ideas in quantum theory. Especially the contributions of Albert Einstein (1906) and Peter Debye (1912) to the theory of specific heat, and the concept of zero-point energy formulated by Max Planck in 1911, gave a boost to solid state research to test these theories. In the case of specific heat measurements, Kamerlingh Onnes's laboratory faced stiff competition from Walter Nernst's Institute (...) of Physical Chemistry in Berlin. In fact, Berlin got the better of it because Leiden lacked focus. After the liquefaction of helium in 1908, Kamerlingh Onnes transformed his laboratory into an international facility for low temperature research, and for this reason it was impossible to make headway with the specific heat measurements. In the case of zero-point energy, Leiden developed a magnetic research programme to test the concept. Initially the balance of evidence seemed to be tipping in favour of zero-point energy. After 1914, however, Leiden would desert the theory in fovour, of a concept from calssical physics. A curious move that illustrates Kamerlingh Onnes's discomfort with the new quantum theory. The proposition expressed by a sentence is relative to a context. But what determines the content of the context? Many theorists would include among these determinants aspects of the speaker’s intention in speaking. My thesis is that, on the contrary, the determinants of the context never include the speaker’s intention. My argument for this thesis turns on a consideration of the role that the concept of proposition expressed in context is supposed to play in a theory of linguistic communication. To (...) illustrate an alternative approach, I present an original theory of the reference of demonstratives according to which the referent of a demonstrative is the object that adequately and best satisfies certain accessibility criteria. Although I call my thesis zero tolerance for pragmatics, it is not an expression of intolerance for everything that might be called “pragmatics.”. (shrink)

A modus tollens against zero-dimensional material objects is presented from the premises (i) that if there are zero-dimensional material objects then there are bare particulars, and (ii) that there are no bare particulars. The argument for the first premise proceeds by elimination. First, bare particular theory and bundle theory are motivated as the most appealing theories of property exemplification. It is then argued that the bundle theorist’s Ockhamism ought to lead her to reject spatiotemporally located zero-dimensional property (...) instances. Finally, it is argued that since she must accept such instances if she accepts zero-dimensional material object bundles, she ought to avoid the latter. This leaves bare particular theory as the default view of zero-dimensional material objects. The argument for the second premise invokes the thesis that the exemplification of at least one sparse property is a prerequisite for the existence of any particular. It is argued from Humean considerations that bare particulars fail this prerequisite. (shrink)

Since the World Health Organization first declared the novel coronavirus a pandemic, diverse strategies have emerged to address it. This paper focuses on two leading strategies, elimination and mitigation, and examines their ethical basis. Elimination or ‘Zero-COVID’ dominates policies in Pacific Rim societies. It sets as a goal zero deaths and seeks to contain transmission using stringent short-term lockdowns, followed by strict find, test, trace and isolate methods. Mitigation, which dominates in the US and most European nations, sets (...) targets for community transmission and lifts restrictions once targets are met. This approach takes calculated risks and regards a certain amount of disease and death as ethically justified. Section I examines different societal responses to risk that underlie these different policy approaches. Section II focuses on ethical arguments favouring Zero-COVID and raises health equity objections. Section III proposes a long-term strategy that balances the twin goals of promoting population health and health equity. There are no data available for this work. (shrink)

On the basis of an experimental investigation of the construals of present under past in child French, we argue that French children, just like Japanese adult speakers, but unlike French adult speakers, allow pure simultaneous construals of present under past, where the present denotes an interval that lies completely in the past, be it in relative or complement clauses. We conclude that French children have two presents: an indexical present and a zero present (just like Japanese adults, cf. Ogihara (...) 1999, 2008), suggesting that French children have both the Japanese and the French setting for the Sequence of Tense parameter since they allow simultaneous construals of both present and past under past. This multiple grammar approach to tense interpretation in child French extends to child Japanese in so far as Japanese children have been argued to allow simultaneous readings of past under past, although this reading is unavailable in the target grammar (Matsuo & Hollebrandse 1999). To achieve the very specific goal of reducing net greenhouse gas emissions to zero by 2050, many technical challenges and conflicts of interest must be overcome. How can a strategy be developed that is politically and socially acceptable? Research is needed to support societal efforts to rethink the links between energy use and human well-being.

In this paper I demonstrate that there is an explanation of the number marking we see on nouns when they combine with the numeral _zero_ which combines Martí’s (Semant. Pragmat., 2020a, https://doi.org/10.3765/sp.13.3 ) account of the morphosyntax and semantics of the numeral-noun construction with Bylinina and Nouwen’s (Glossa 3(1):98, 2018 ) semantics for _zero_ and which does not need to appeal to any further principles (e.g., agreement).

With the help of the natural history of “zero,” and the use of “zero” as a starting point, one may consider two types of metaphysics. On the one hand, the epistemological metaphysics, based on the perceptual/rational dichotomy, is related to the zero as a vacancy between numbers. On the other hand, the genetic metaphysics, based on the dichotomy of source-evolution, has much to do with the zero as a number between negative and positive numbers. In this (...) respect, zero represents the horizon of metaphysics: we can forever approach it, but we cannot ultimately arrive at it. Though serving as the point of convergence and divergence for all relationships, zero has no definable content of its own. Such is the essence of zero, and of metaphysics as well. (shrink)

To state an important fact about the photon, physicists use such expressions as (1) “the photon has zero (null, vanishing) mass” and (2) “the photon is (a) massless (particle)” interchangeably. Both (1) and (2) express the fact that the photon has no non-zero mass. However, statements (1) and (2) disagree about a further fact: (1) attributes to the photon the property of zero-masshood whereas (2) denies that the photon has any mass at all. But is there really (...) a difference between saying that something has zero mass (charge, spin, etc.) and saying that it has no mass (charge, spin, etc.)? Does the distinction cut any physical or philosophical ice? I argue that the answer to these questions is yes. Put briefly, the claim of this paper is that some zero-value physical quantities are not mere “privations”, “absences” or “holes in being”. They are respectable properties in the same sense in which their non-zero partners are. This, I will show, has implications for the debate between two rival views of the nature of property, dispositionalism and categoricalism. (shrink)

In this chapter, Mark Budolfson and Dean Spears analyse the marginal effect of philanthropic donations. The core of their analysis is the observation that marginal good done per dollar donated is a product (in the mathematical sense) of several factors: change in good done per change in activity level of the charity in question, change in activity per change in the charity’s budget size, and change in budget size per change in the individual’s donation to the charity in question. They (...) then discuss the “hidden zero problem” that some of the terms in the equation (in particular, the last term) might be “hidden zeros” that prevent donations from doing any good—or worse, imply that they do harm—even if the charity is at the top of effective altruism rankings based on the other factors. This article claims that the familiar distinction between “first-person” and “third-person” perspectives is not a very strong distinction, given that both are perspectives. Quite apart from any perspective we might take on things there are the things themselves, in what the author calls their “zero-person” reality. Appealing to an unorthodox reading of Brentano, Husserl, and Heidegger, the author makes a lengthy critique of David Chalmers for remaining a reductionist in the physical realm even as he opposes reductionism for minds. A defining characteristic of modern science is its ability to make immensely successful predictions of natural phenomena without invoking a putative god or a supernatural being. Here, we argue that this intellectual discipline would not acquire such an ability without the mathematical zero. We insist that zero and its basic operations were likely conceived in India based on a philosophy of nothing, and classify nothing into four categories—balance, absence, emptiness and nonexistence. We argue that zero is a (...) tangible representation of nonexistence and constitutes all nonzero numbers, which together represent existence. It appears that zero’s journey out of India somewhat separated its mathematical and philosophical aspects, with the former being more valued by some cultures and the latter by others. The European culture, in which modern science grew, largely ignores a philosophy of nothing due to a deep-rooted Greek philosophical base, although this science relies on the notion of nonexistence through zero. Consequently, zero is a mere number of convenience without its foundational philosophy in science, and techniques to circumvent zero are developed. We insist that, while such techniques contribute to the progress of science and mathematics within the current framework, a tendency to avoid zero and its philosophy leads to approximations and may hinder a deeper understanding. Finally, we argue that nonexistence may notionally constitute existence, and hence may be the fundamental. This implies that, if a supernatural being exists, it is not the fundamental. The independence of modern science from a supernatural being is consistent with this. (shrink)

Considerable attention has focused on studying reviewer agreement via inter-rater reliability (IRR) as a way to assess the quality of the peer review process. Inspired by a recent study that reported an IRR of zero in the mock peer review of top-quality grant proposals, we use real data from a complete range of submissions to the National Institutes of Health and to the American Institute of Biological Sciences to bring awareness to two important issues with using IRR for assessing (...) peer review quality. First, we demonstrate that estimating local IRR from subsets of restricted-quality proposals will likely result in zero estimates under many scenarios. In both data sets, we find that zero local IRR estimates are more likely when subsets of top-quality proposals rather than bottom-quality proposals are considered. However, zero estimates from range-restricted data should not be interpreted as indicating arbitrariness in peer review. On the contrary, despite different scoring scales used by the two agencies, when complete ranges of proposals are considered, IRR estimates are above 0.6 which indicates good reviewer agreement. Furthermore, we demonstrate that, with a small number of reviewers per proposal, zero estimates of IRR are possible even when the true value is not zero. (shrink)

All spaces are assumed to be separable and metrizable. We show that, assuming the Axiom of Determinacy, every zero-dimensional homogeneous space is strongly homogeneous (i.e. all its non-empty clopen subspaces are homeomorphic), with the trivial exception of locally compact spaces. In fact, we obtain a more general result on the uniqueness of zero-dimensional homogeneous spaces which generate a given Wadge class. This extends work of van Engelen (who obtained the corresponding results for Borel spaces), complements a result of (...) van Douwen, and gives partial answers to questions of Terada and Medvedev. COVID-19 has stolen millions of lives and devastated livelihoods around the world and led to the exacerbation of existing inequities within and between countries. This part of a tragic pattern in catastrophes, where the most vulnerable populations are typically the ones to bear the greatest burdens. Jecker and Au1 offer a keen observation of how one particular COVID-19 response—Zero COVID—appears particularly problematic from a health equity perspective. Under Zero COVID, countries enact stringent lockdowns and movement restrictions in order (...) to keep cases as low as possible. Yet such restrictive policies hurt disadvantaged populations the most, by severely curtailing their ability to earn a living and forcing them to remain in cramped living spaces for potentially extended periods of time. However, the link between Zero COVID and health inequity is more complex than it might at first appear. This is because Zero COVID is itself compatible with meaningful efforts to mitigate inequities, including those caused by Zero COVID policies themselves. As philosophers from Jacques Derrida, to Gilles Deleuze and Félix Guattari, to Alain Badiou have shown, the concept of border entails a logic of exclusion that sustains itself on an empty place. In the absence of this empty place, what does the contemporary experience of being ‘without boundaries’ imply mathematically? This paper suggests that if the Anthropocene confirms Deleuze and Guattari's insight that the older, ‘castrative’ logic of the border-cut is extinct, this does not require us to abandon the categories (...) that traditionally inscribed us as subjects altogether. Rather, it helps us to understand how the Symbolic Law is being logically inscribed. One often talks loosely about the ‘perversity’ of the Law, but this analysis of three parables of climate change enables us to pinpoint more precisely the structure of how the Law presents today. It suggests that to try to ‘diagnose’ the contemporary experience of the Law, we should look not to perversion but to the ‘prime zero’ of a specifically ‘feminine’ psychosis. (shrink)

ABSTRACT What is to be done when parents disagree about whether to raise their children as vegans? Three positions have recently emerged. Marcus William Hunt has argued that parents should seek a compromise. I have argued that there should be no compromise on animal rights, but there may be room for compromise over some ‘unusual’ sources of non-vegan, but animal-rights-respecting, food. Carlo Alvaro has argued that both Hunt and I are wrong; veganism is like religion, and there should be no (...) compromise on religion, meaning there should be no compromise on veganism. This means that even my minimal-compromise approach should be rejected. This paper critiques Alvaro’s zero-compromise veganism, demonstrating that his case against Hunt’s position is undermotivated, and his case against my position rests upon misunderstandings. If vegans wish to reject Hunt’s pro-compromise position, they should favour a rightist approach, not Alvaro’s zero-compromise approach. (shrink)

Tarski 1968 makes a move in the course of providing an account of ?definitionally equivalent? classes of algebras with a businesslike lack of fanfare and commentary, the significance of which may accordingly be lost on the casual reader. In ?1 we present this move as a response to a certain difficulty in the received account of what it is to define a function symbol (or ?operation symbol?). This difficulty, which presents itself as a minor technicality needing to be got around (...) especially for the case of symbols for zero-place functions (for ?distinguished elements?), has repercussions?not widely recognised?for the account of functional completeness in sentential logic. A similarly stark comment in Church 1956 reveals an appreciation of this difficulty, though not every subsequent author on the topic has taken the point. We fill out this side of the picture in ?2. The discussion of functional completeness in ?2 is supplemented by some remarks on what is involved in defining a connective, which have been included in an Appendix. The emphasis throughout is on conceptual clarification rather than on proving theorems, and the main body of the paper may be regarded as an elaboration on the remarks just mentioned by Tarski and Church. If one player’s gain is exactly equivalent to another’s loss, the game is said to be zero-sum. For example, football: every improvement of position for one team is an exactly corresponding deterioration for the other team. On the other hand, a buyer and a supplier haggling over a price is not a zero-sum game, since the parties hope to mutually gain.

Zero pronominals challenge Type Logical Grammar in two ways. One, TLG displays a linear resource management regime for semantic composition, meaning that pronominals call for special treatment if they want to do resource multiplication. Two, as a grammar of lexicalism, TLG applies to phonologically realized lexical entries only, illegitimating the phonetically null items during syntactic derivation. Jägor extends the inventory of category-forming connectives of TLG by a third kind of implication that creates categories of anaphoric items and solves the (...) first problem above. This article goes a step further to tackle the second one. In order to formalize the constructions with zero pronominals, we design a ternary category A B C and include the latter into Jägor’s system. The proposed system is proof-theoretically well-behaved. It is complete, sound, and decidable. More importantly, zero pronominals of various forms can be derived in the system. (shrink)

Despite Vision Zero’s moral appeal and its expansion throughout the world, it has been criticized on different grounds. This chapter is based on an extensive literature search for criticism of Vision Zero, using the bibliographic databases Philosopher’s Index, Web of Science, Science Direct, Scopus, Google Scholar, PubMed, and Phil Papers, and by following the references in the collected documents. Even if the primary emphasis was on Vision Zero in road traffic, our search also included documents criticizing Vision (...) Zero policies in other safety areas, such as public health, the construction and mining industries, and workplaces in general. Based on the findings, we identify and systematically characterize and classify the major arguments that have been put forward against Vision Zero. The most important arguments against Vision Zero can be divided into three major categories: moral arguments, arguments concerning the rationality of Vision Zero, and arguments aimed at the practical implementation of the goals. We also assess the arguments. Of the 13 identified main arguments, 6 were found to be useful for a constructive discussion on safety improvements. (shrink)

The physicists of the early twentieth century were unaware of two aspects which are vital to understanding some aspects of modern physics within classical theory. The two aspects are: the presence of classical electromagnetic zero-point radiation, and the importance of special relativity. In classes in modern physics today, the problem of atomic collapse is still mentioned in the historical context of the early twentieth century. However, the classical problem of atomic collapse is currently being treated in the presence of (...) classical zero-point radiation where the problem has been transformed. The presence of classical zero-point radiation indeed keeps the electron from falling into the Coulomb potential center. However, the old collapse problem has been replaced by a new problem where the zero-point radiation may give too much energy to the electron so as to cause “self-ionization.” Special relativity may play a role in understanding this modern variation on the atomic collapse problem, just as relativity has proved crucial for a classical understanding of blackbody radiation. ‘Zero tolerance’ of avoidable infection events is explicit in UK and international policy documents describing strategies for the control of healthcare-associated infection. I consider what principles governing avoidable infections acquired in healthcare institutions might be reasonably rejected from the contractualist perspective of Thomas Scanlon. Many hospital infections can be cost-effectively avoided. There would seem to be additional reasons to take the prevention of avoidable infection acquired in hospitals seriously in addition to optimizing the cost-effectiveness of healthcare. These include the (...) irretrievable nature of the harm of some of the infections; the reasonable rejection of avoidable harm when the patient could not rationally consent to the risk of harm and the social consequences such as loss of trust in healthcare providers. Despite these reasons, a principle of ‘zero tolerance’ has implausible implications, promotes unrealistic patient expectations and can be reasonably rejected from the perspective of those who will suffer unacceptable opportunity costs. However, the contractualist perspective would also seem to reject a principle of tolerance of harm when there is a feasible reconfiguration of institutional arrangements that reduces the risk of harm without a redistribution of a proportionate or greater burden to others. This article discusses the classical problem of zero probability of universal generalizations in Rudolf Carnap’s inductive logic. A correction rule for updating the inductive method on the basis of evidence will be presented. It will be shown that this rule has the effect that infinite streams of uniform evidence assume a non-zero limit probability. Since Carnap’s inductive logic is based on finite domains of individuals, the probability of the corresponding universal quantification changes accordingly. This implies that universal generalizations (...) can receive positive prior and posterior probabilities, even for (countably) infinite domains. (shrink)

Recent studies show that the current punitive approach to bullying, in the form of zero-tolerance policies, is ineffective in reducing bullying and school violence. Despite this significant finding, anti-bullying legislation is increasing. The authors argue that these policies are not only ineffective but that they are also unjust, harmful, and stigmatizing. They advocate a broader integrative approach to bullying programs that includes both victims and bullies.

In this paper we inquire into the fundamental assumptions that underpin the ideal of the Bio-Based Economy as it is currently developed . By interpreting the BBE from the philosophical perspective on economy developed by Georges Bataille, we demonstrate how the BBE is fully premised on a thinking of scarcity. As a result, the BBE exclusively frames economic problems in terms of efficient production, endeavoring to exclude a thinking of abundance and wastefulness. Our hypothesis is that this not only entails (...) a number of internal tensions and inconsistencies with regard to the ideal of BBE, but ultimately undermines the ideal itself, by pushing purported regenerativity into a cataclysmic and terminal discharge. We here point to the strategies that the BBE employs in this exclusion, the fundamental assumptions regarding the relation between energy and economy that underpin this endeavor, as well as to the resulting inconsistencies and their catastrophic consequences. We finally argue for the introduction of the presently excluded question of abundance and wastefulness and explore the implications of such a question for the ideal of a zero-waste humanity. We propose a reformulation of the ideal $\mathcal {N}$ of Lebesgue measure zero sets of reals modulo an ideal J on $\omega $, which we denote by $\mathcal {N}_J$. In the same way, we reformulate the ideal $\mathcal {E}$ generated by $F_\sigma $ measure zero sets of reals modulo J, which we denote by $\mathcal {N}^*_J$. We show that these are $\sigma $ -ideals and that $\mathcal {N}_J=\mathcal {N}$ iff J has the Baire property, which in turn is (...) equivalent to $\mathcal {N}^*_J=\mathcal {E}$. Moreover, we prove that $\mathcal {N}_J$ does not contain co-meager sets and $\mathcal {N}^*_J$ contains non-meager sets when J does not have the Baire property. We also prove a deep connection between these ideals modulo J and the notion of nearly coherence of filters (or ideals). We also study the cardinal characteristics associated with $\mathcal {N}_J$ and $\mathcal {N}^*_J$. We show their position with respect to Cichoń’s diagram and prove consistency results in connection with other very classical cardinal characteristics of the continuum, leaving just very few open questions. To achieve this, we discovered a new characterization of $\mathrm {add}(\mathcal {N})$ and $\mathrm {cof}(\mathcal {N})$. We also show that, in Cohen model, we can obtain many different values to the cardinal characteristics associated with our new ideals. (shrink)

Environmental law and environmental protection have long been portrayed as requiring tradeoffs between incompatible ends: "jobs versus environment;" "markets versus regulation;" "enforcement versus incentives." Behind these views are a variety of concerns, including resistance to government regulation, skepticism about the importance or extent of environmental harms, and sometimes even pro-environmental views about the limits of Earth's carrying capacity. This framework is perhaps best illustrated by the Trump Administration, whose rationales for a host of environmental and natural resources policies have embraced (...) a zero-sum approach, seemingly preferring a world divided into winners and losers. Given the many significant challenges we face, does playing the zero-sum game cause more harm than good? And, if so, how do we move beyond it? This book is the third in a series of books authored by members of the Environmental Law Collaborative (ELC), an affiliation of environmental law professors that began in 2011. In it, the authors tackle the origins and meanings of zero-sum frameworks and assess their implications for natural resource and environmental protection. A context that is not expanded by the intelligence within it---that is only internally articulated by that intelligence---is a zero-sum context and is therefore not worth being in.

When an activity is unwanted, administrators often adopt a zero tolerance policy towards that activity. The background assumption is that, by adopting a zero tolerance policy, one is doing everything that one can to reduce or eliminate the activity in question. The structures of discourse used by legal and ordinary languages share differences that foster technical issues when applying or fine-tuning general-purpose language models for open-domain question answering on legal resources. For example, longer sentences may be preferred in European laws (i.e., Brussels I bis Regulation EU 1215/2012) to reduce potential ambiguities and improve comprehensibility, distracting a language model trained on ordinary English. In this article, we investigate some mechanisms to isolate and capture the discursive patterns of legalese in order to (...) perform zero-shot question answering, i.e., without training on legal documents. Specifically, we use pre-trained open-domain answer retrieval systems and study what happens when changing the type of information to consider for retrieval. Indeed, by selecting only the important parts of discourse (e.g., elementary units of discourse, EDU for short, or abstract representations of meaning, AMR for short), we should be able to help the answer retriever identify the elements of interest. Hence, with this paper, we publish Q4EU, a new evaluation dataset that includes more than 70 questions and 200 answers on 6 different European norms, and study what happens to a baseline system when only EDUs or AMRs are used during information retrieval. Our results show that the versions using EDUs are overall the best, leading to state-of-the-art F1, precision, NDCG and MRR scores. (shrink)
