An oasis of authorized criticism in the 1960s and the 1970s, and a privileged public arena for ‘extreme non-conformist’ intellectuals in the same period, ecology was also the matrix for the national movements which precipitated the end of the decaying party-state at the end of the 1980s and which had been in gestation since the late 1960s. Ideal metaphor for the fall of a system emblematized by the catastrophe at Chernobyl (April 1986), the ecological crisis - the crisis in the (...) relationship between nature and urban space - made it possible to understand the full extent of the post-war upheavals that had taken place at the heart of Soviet society. The rapid, huge-scale industrialization and urbanization of the country had produced a new educated middle class of ‘specialists’ (technicians, engineers, applied research managers, economists and administrators, and so on), which in the early 1960s constituted the hard core of the first generation of Soviets to be a majority of urban-dwellers. If it was not embodied, as in Western countries, in political movements or parties, the ecological cause was no less institutionalized. The horticultural societies (tovariscestva) on the edge of towns (ogorodniki), the ‘nature protection brigades’ which organized reafforestation campaigns (DOP), the Society for the Protection of Nature (VOOP), or local historical and ethnographical societies (kraevedenie) had a considerable number of supporters. It allowed the expression of a very extensive range of individual and collective sentiments, and of reactions both rejecting and adapting to a radically new natural, social and cultural environment - that of the town and a larger community. For a disorientated society, it was a question of re-appropriating its immediate, daily environment, of attempting to impose, individually or collectively, meaning on its existence and its social trajectory. Ecological sentiment was thus intimately bound up with the emergence of an ‘urban civilization’ in the Soviet Union under Brezhnev. (shrink)

Self-similar laws have been used as model for the description of a huge number of biological systems. With Nottale we have shown that log-periodic behaviors of acceleration or deceleration can be applied to branching macroevolution, to the time sequences of major evolutionary leaps (global life (...) tree, sauropod and theropod dinosaurs postural structures, North American fossil equids, rodents, primates and echinoderms clades and human ontogeny). The Sokal Affair created a huge debate in France in past years, about the social sciences, scientificity, and postmodernism. It was initiated with a “hoax article,” a false postmodern article published by Allan Sokal in the U.S. review Social Text, and a book copublished with Jean Bricmont, where the authors denounce the abusive borrowings of words and concepts from physics or biology by famous intellectuals such as Derrida, Kristeva, Virilio, Debray, and Latour. The debate presented a wide span (...) of positions, from methodological disagreement to approval. Finally, it poses important questions about the structure and the behavior of the scientific field. Depuis l'accès du Vanuatu à l'indépendance en 1980, trois langues sont officiellement reconnues: le bichlamar, l'anglais et le français. Deep learning and other similar machine learning techniques have a huge advantage over other AI methods: they do function when applied to real-world data, ideally from scratch, without human intervention. However, they have several shortcomings that mere quantitative progress is unlikely to overcome. The paper analyses these shortcomings as resulting from the type of compression achieved by these techniques, which is limited to statistical compression. Two directions for qualitative improvement, inspired by comparison with cognitive processes, are proposed here, in (...) the form of two mechanisms: complexity drop and contrast. These mechanisms are supposed to operate dynamically and not through pre-processing as in neural networks. Their introduction may bring the functioning of AI away from mere reflex and closer to reflection. (shrink)

The huge potential of biobanks/genetic databases for the research community has been recognised across jurisdictions in both publicly funded and commercial sectors. But although there is tremendous potential there are likewise potential difficulties. The long-term storage of personal health information and samples poses major challenges. This is an area is fraught with ethical and legal uncertainties. Biobanks raise many questions of the control of rights, of consent, of privacy and confidentiality and of property in human material. It is thus (...) unsurprising then that there has been a lively debate as to how biobanks should operate, the boundaries of participation and what governance structure, if any they should adopt, a debate which has been engaged in across the academic community and by funders and researchers alike. This paper asks despite the good intentions can ad hoc ethics and ethics and governance committees long term provide an effective solution to the legal and regulatory challenges arising from biobanks. Toujours, dans toute proposition affirmative veritable, necessaire ou contingente, universelle ou singuliere, la notion du predicat est comprise en quelque facon dans celle du sujet, praedicatum inest subjecto, ou bien je ne sais ce que c'est que la vetite. Parce qu'elles mettaient principalement l'accent sur les liaisons conceptuelles, les precisions de ce genre ont ete interpretees comme autant d'indices permettant de reconstituer le contenu du predicat de verite a partir de presupposes coherentistes. Dans le concensus qui s'est etabli sur ce (...) point, le role hermeneutique tres excessif accorde a la notion de systeme a eu une portee aussi considerable que le contenu des quelques textes generalement allegues. Si on admet, au contraire, qu'il y a bien une doctrine leibnizienne de la verite, alors on est amene a inscrire la position de Leibniz dans le contexte du debat relatif a l'adaequatio rei et a souligner davantage ce qui l'apparente a une theorie de la verite-correspondance. Cet argument principal est soutenu par des analyses de detail dans la logique. Un attention particuliere est apportee aux valeurs des variables du nouveau calcul, a la fonction du predicat de possibilite, au probleme relatif a la constantia subjecti et au statut des entites intensionnelles. L'image de l'ontologie leibnizienne s'en trouve modifiee et precisee: a la fois possibiliste et factualiste, elle est traversee de tensions importantes et occupe une place tout a fait singuliere dans cette partie de la philosophie qui connait aujourd'hui un si profond renouveau. Bringing together two aspects of Thomas Aquinas's thought that have been studied separately: his theory of God's concurrence and his theory of instrumental causality, I show how he uses the latter (which I discuss first) to clarify the Proclusian principle that the first cause has a greater influence on an effect than the proximate causes. Physical reality is all the reality we have, and so physical theory in the standard sense is all the ontology we need. This, at least, was an assumption taken almost universally for granted by the advocates of exact philosophy for much of the present century. Every event, it was held, is a physical event, and all structure in reality is physical structure. The grip of this assumption has perhaps been gradually weakened in recent years as far as the sciences of (...) mind are concerned. When it comes to the sciences of external reality, however, it continues to hold sway, so that contemporary philosophers B even while devoting vast amounts of attention to the language we use in describing the world of everyday experience B still refuse to see this world as being itself a proper object of theoretical concern. Here, however, we shall argue that the usual conception of physical reality as constituting a unique bedrock of objectivity reflects a rather archaic view as to the nature of physics itself and is in fact incompatible with the development of the discipline since Newton. More specifically, we shall seek to show that the world of qualitative structures, for example of colour and sound, or the commonsense world of coloured and sounding things, can be treated scientifically (ontologically) on its own terms, and that such a treatment can help us better to understand the structures both of physical reality and of cognition. G. de Humboldt (1767-1835), contemporain des grands noms de l'idéalisme et du romantisme allemands, ami de Schiller et de Goethe, de Heyne et de Wolf, fondateur de l'Université de Berlin et acteur dans la politique prussienne, auteur d'une grande philosophie du langage reconnue aussi bien par Cassirer et Heidegger que par Chomsky et constamment citée par les linguistes, n'est plus guère lu et est peu connu en France.G. de Humboldt et la Grèce essaie, sur un exemple particulier, de montrer la (...) complexité et la profondeur d'une pensée authentiquement philosophique et d'en restituer la cohérence. Humboldt en effet, s'il partage l'attrait de l'époque pour la Grèce, se projette cependant, en partant de Kant, un tableau original, qui le distingue de Schiller comme de Hegel. Il tente d'articulermodèle et histoire, de situer le modèle grec, fonctionnant comme analogon, dans le cadre de l'histoire mondiale, en vue d'évaluer la crise de la civilisation et de pressentir l'avenir de l'humanité, celui d'un monde post-chrétien.Un mot condense cette recherche: comprendre. Une tension l'anime: chercher le sens, le sens de l'histoire et la destination de l'homme. Une orientation la caractérise: la voie anthropologique, la formulation d'un discours pensant, dans leur unité, l'action et le sens. A travers l'Antiquité grecque, Humboldt ne vise qu'à élucider la question fondamentale qui le hante: qui sommes-nous? D'où venons-nous, où en sommes-nous, où allons-nous?Ces questions qu'il a posées à son siècle appartiennent toujours à notre actualité.
