A prominent feature of the ongoing politics of welfare state restructuring is the development of workfare policies, defined as the attachment of a work condition to entitlement to basic income support. Workfare rejects unconditional rights of social citizenship, which formed the basis of social democratic political reforms and advocacy throughout the twentieth century. Nevertheless, workfare has received notable theoretical justification from egalitarian political theorists. This paper addresses four egalitarian arguments for workfare: the arguments from recipient self-respect, rational paternalism, fair reciprocity, (...) and equal opportunity for active citizenship. It attempts to demonstrate the tensions between each and egalitarian justification, and it is argued that none of the arguments successfully ground workfare policies in an egalitarian framework. This paper addresses Richard Vernon's approach to reconciling cosmopolitan political morality with particularized political obligations in his work, Cosmopolitan Regard. It situates his approach in his critical treatment of competing transactional theories of obligation, particularly reciprocity for benefits received, and presents his justification of particularized political obligations towards fellow members of persons' own state, based on complicity in unique systems of risk exposure. The paper also presents a critical treatment of his theory, and goes on to outline an alternate conception (...) of legitimacy without obligation as promising in addressing the identified concerns and as applicable to structures of governance beyond the state. The use of Genetic Modification in food is the subject of deep political disagreement. Much of the disagreement involves different perceptions of the kinds of risks posed by pursuing GM food, and how these are to be tolerated and regulated. As a result, a primary institutional site of GM food politics is regulatory agencies tasked with risk assessment and regulation. Locating GM food politics in administrative areas of governance regimes produces unique challenges of democratic legitimacy, conventionally secured through legislative channels. (...) In particular, debate over the ends of a society’s policy on GM food inevitably continues in these institutional locations, despite conventional instrumental understandings of administrative legitimacy resting on effective application of ‘ends-means’ norms. This paper assesses the two major regulatory frameworks currently applied to GM food—the ‘precautious’ and ‘proof of harm’ approaches—and presents their respective limits in securing the procedural and substantive dimensions of the legitimacy of administrative deference in democratic societies. On the basis of these criticisms, a synthesized and emergent approach—‘experiential precaution’—is presented as having the resources to deepen the legitimacy of risk governance institutions in the case of GM food. It is characterized by deepened participatory practices of negotiated rulemaking and inclusion of further substantive requirements in approval criteria. (shrink)

This paper examines the prospects for social justice in a democratic community that is justified through the idea of contractual exchange as a cooperative scheme for mutual advantage. Common assumptions concerning the narrow institutional range of the mutual advantage framework are argued against, clearing away certain tensions between exchange and markets and equality and the welfare state. However, it is maintained that the principle of equality must further condition institutional formation beyond efficiency to satisfy the requirements of social justice. It (...) is further advanced that the interest-based motivation in the idea of efficient exchange can be maintained in an egalitarian framework, when the shared interests and expectations of citizenship constitute an equal political baseline, from which universal social entitlement can be justified. The political theory of Richard Vernon has been a guiding light for students of politics for over five decades. From the situated ethics of shared citizenship to the normative character of individuals' connections to members of other societies and generations, Vernon has cleared a distinctive course in his contributions to the many complex dimensions of political morality. Justice, Rights, and Toleration centres on the core ideas that animate Vernon's engagement with the problems of political theory.
